The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. May S, 1939-
Present: Commissioner Walter S. Coleman, Acting Mayor.

Meeting called to order by the Chairman.
Current invoices and payrolls for month of April , 1939, properly audited and
vouchered as evidenced by voucher Nos. 943 thru 1039, submitted, examined, approved
and payment authorized.
Monthly reports of Streets, Sanitation, Health, Water, Police, Fire and Library
Departments for the month of April 1939 submitted and examined.
Financial statement and statement of revenues and expenditures during the month
of April 1939, submitted and examined.
Bank statements in all accounts for the month of April 1939, properly reconciled
submitted and examined.
Mr. M.C.Baer, publisher of the Florida Dispatch, St. Autustine, Florida, next
appeared and outlined the circulation of this journal among retired railroad employees,
and of the benefits that could be derived by the City by placing advertisement in
this journal inviting them to spend the winters or make their homes in Sanford, also,
stated that the National Association of Retired Railway Employees are having their
annual celebration at Charlotte N.C. in June and that the May issue of the Florida
Dispatch will be distributed to all the members at this convention, and requested
that the City place an advertisement in this issue.
Thereupon, Mr. Baer was advised that the Seminole County Chamber of Commerce is
handling the publicity for the City and to confer with them on this matter.
Mr. Volie Williams next appeared with reference to the lighting of the Sanford
Municipal Airport, advising that he had conferred with Mr. A.B. McMullen, Civil
Aeronautics Authority, Washington, D.C. and that there is a possiblity of the Federal
Government taking outer the maintenance of these lights and using the airport for
an emergency landing field, upon a request from the City.
Thereupon the Clerk was instructed to communicate with Mr. McMullen and request
that the Sanford Municipal Airport be maintained as an emergency landing field and
the Federal Government to maintain the lighting service by having it connected to the
beacon light.
Engineer Fred T. Williams and Mr. Rodney B. Thursby, local WPA Supervisor
next reported that work would be started immediately on the WPA paving project,
upon instructions from the City Commission as to where to begin.
Thereupon, on motion duly carried, the commission instructed that they start
work on the Fifth and Sixth Stt"t paving first, due to the fact that this was in-
eluded in a previous project that was never completed) and to use their own judgment
in arranging the work for the best interest of the City and WPA on the balance of
the project.

Mr. Williams next advised the Commission that in._order to start the work on this
project the City will have to furnish -the following materials as part of the
sponsor's donation:
25 tons asphalt filler 0 21.40 per ton 535.00
500 ft. No. 1 12" vitrified sewer pipe ® .54 270.00
1 asphalt heater for heating the asphalt 350.00
Total. 11155.00
Thereuporr,-Commissioner Gut moved that the Clerk be authorized and instructed to
purchase the aforesaid materials as needed for this project, at a total price of $1155.00
Seconded by Commissioner Rollins and carried.
Mr. Williams next submitted a proposed project for paving Elm Avenue from First
Street north two blocks 30 feet in width with a rock base surface treated material, the
estimated cost being $7,000.00.
Thereupon, instructions were issued to confer with the abutting property owners on.
this street and find out if they are willing to bear the sponsor's share of the cost of
this paving project.
The Clerk was next instructed to notify Eckerson Fruit Canners, Inc. not .to dump
any more solid matter into the sewer lines, it appearing that the clogging:�and offensive
odor of the sewer emptying into the lake at the foot of French Avenue is caused by this
refuse from their plant.
Request next received from Fred Alexander to be allowed to keep his beer garden at
1219 W. 13th St. open on Sundays, with assurance that he:will close during the hours of
church services and no objections will be raised by the churches in this section.
Matter referred to Chief of Police Williams.
The Clerk next reported that Fred Sims at 207 W. First St. had been duly notified
of the intention of the Commission to revoke his license to sell beer and wines and
thatno objections had been registered by him.
Thereupon, Commissioner Gut moved that the cCity license issued,to Fred Sims to
sell beer and wines at 207 W. First Street be revoked .
Seconded by Commissioner Rollins and carried.
Report -bt- first analysis of milk being furnished by dairies operating in the
City of Sanford, as prepared by the XRay and Clinical Laboratories, next presented,
such report showing all such milk well within the requirements of Grade "A" milk.
The Clerk next reported on the operations of the Municipal Golf Course and advised
the Commission of a considerable decrease in the revenues during the past month.
Thereupon, the Chairman appointed Commissioner Gut as a committee of one to
confer with the officers of the Sanford Country Club and request that a special effort
be made in securing new memberships and increasing the - 2* at the golf course.
The Clerk next reported that applications have been made for purchase of
State and County Tax Certificates purchased by the City of Sanford under the Murphy Act
by]persons who do not own or hold liens on the property.
Thereupon, after careful consideration and on motion duly adopted, the.Commission
instructed that no sale or assignment of the aforesaid State � County tax certificates
shall be made except to the owners or lien holders of the property covered by such
certificates.

Telegram next read from Barcus Kindred & Company, Chicago, submitting quotation
on 10 Refunding Series "A" bonds with coupons due Sept 1, 1939 and subsequent attached,
at a pries of $257.50 per bond and accrued interest.
Thereupon, Commissioner Gut moved that the Clerk be authorized to purchase from
Barcus Kindred & Company the 10 Refunding Series "A" Bonds at a, prj,6 i! of $257.50 per bond
and accrued. interest.
Seconded by Commissioner Rollins and carried.
Request next received from the Sanford Atlantic National Bank to deliver to the
City Federal Reserve Bank of Atlanta Safe Keeping Receipts covering $75,000.00 5/8%
Home Owners-' Loan Corp. bonds , Series L. and $10,000.00 3/8 % Homes Owners' Loan
Corp. bonds, Series K, in exchange for Federal Reserve Bank of Atlanta Safe Keeping
Receipt No. F4328 covering $35,000.00 4% Home Owners' Loan Copp. Bonds Series F.
Due June 1, 1939, and Receipt No. P5754 covering $50,000.00 1J%Home Owners' Loan Corp.
Bonds Series F. Due June 1, 1939, these securities being deposited to protect City of
Sanf ord deposits in said bank.
Thereupon, on motion duly adopted, the exchange was authorized and the new
security approved.
Request next received from Ivey's Inc. for an adjustment on their 1938 Personal
Tax assessment of $2,800.00 , claiming it out of line with the assessed values placed
on other merchants.
Thereupon after comparing this assessment with the assessed valuations on
other merchants having an approximate amount of stock, Commissioner Lodge moved that the
1938 Personal Tax assessment against Ivey's Inc. in the amount of $2800.00 be reduced to
$1200.00
Seconded by Commissioner Rollins and carried.
Commissioner Cut next introduced Resolution No. 556 and moved its passage and
adoption.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, APPROVING THE
PASSAGE OF A BILL AUTHORIZING SEMINOLE COUNTY , FLORIDA, TO ACQUIRE RIGHTS OF WAY WITHIN
SAID COUNTY AND FURNISH THE SAME FREE OF COST TO THE FEDERAL GOVERNMENT FOR THE CONSTRUCTION
OF ST. JOHNS- INDIAN RIVER CANAL, AND AUTHORIZING SAID COUNTY TO LEVY A TAX NOT EXCEEDING TWO
MILLS IN ANY ONE YEAR TO PAY FOR SAID RIGHTS OF WAY, AND AUTHORIZING SAID COUNTY TO ISSUE
BONDS IN ACCORDANCE WITH THE GENERAL LAWS OF THE STATE OF FLORIDA RELATIVE THERET O,AND
FOR OTHER PURPSOES IN SAID BILL STATED.
WHEREAS, a bill will be introduced in the Legislature of the.State of Florida at its
1939.Session authorizing Seminole County, Florida, to acquire righ.ts.of way within Said
county and furnish the same free of cost to the Federal Government fcr the construction of
St. Johns- Indian River Canal, and authorizing said County to levy a tax not exceeding two
mills in any one year to pay for said rights of way, and authorizing said County to
issue bonds in accordance with the general laws of the State of F'loriyda, relative thereto,
and for other purposes in said bill stated; and
WHEREAS, in the opinion of the City Commission of the City of Sanford, Florida, the
construction of the aforesaid St. Johns - Indian River Canal will redound especially to the
benefit of the City of Sanford, Florida, and to the benefit of Seminole County as a whole,
and it is necessary for Seminole County, Florida, to procure certain rights of way and
furnish the same free of cost to the Federal Government for the construction of

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY CF SANFORD,FLORIDA:
That the aforesaid bill proposed to be introduced into the Legislature of the State
Ot Florida at its 1939'Session, be and the same is hereby approved, and the passage
thereof urged upon Honorable H.J.Lehman and John G. Leonardy, Representatives from
Seminole County, Florida., and Honorable J.J. Parrish, State Senator, representing
Seminole County.
BE IT FURTHER RESOLVED that a copy of this resolution, be furnished to said
Representatives and Senator.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately
upon its passage and adoption.

On motion duly carried, the Commission next authorized the payment of $50.00 to
J.T. Hardy service man in the Water Utilities Department for extra- ordinary services
during the incapacitation of D.S.E.Starr on account of illness.
On motion duly adopted, the City Attorney was next instructed to notify all owners

of personal property delinquent in payment of taxes that unless the taxes are paid within
thirty days, the personal property will be levied upon and the property sold for the
payment of the taxes.
Commissioner Gut next reported that all the City's motor equipment is covered
by liability and property damages insurance except the Hook & Ladder Truck in the Fire
Department, and in his opinion, this is the most hazardous of all the equipment due to
its length and ladders extending on both sides, advising that the cost of this insurance
would be approximately $57.00 per year.
Action deferred.
Request next received from the Sanford Tennis Club for furnishing some labor
on the NYA tennis courts project as several of the NYA boys are not available at this time.
Thereupon Supt. Moughton was instructed to usecthe convict labor a few days on this
pro j ect.
Fire Chief Cleveland next advised the Commission that he was using his personal
car on regular City work and that it was in need of repairs and requested the City
to bear the cost of new parts for such repairs in the approximate sum of $10.00
Thereupon, on motion duly carried, the Commission authorized an expenditure
for the of oresaid repairs to the extent of $10.00.

Supt. Moughton next reported that a number of plants and shrubs had been stolen from
Fort Mellon Park and requested authority to place six signs in this park " offering a
$10.00 reward for information leading to the arrest and conviction of anyone removing
plants and shrubs," and same was granted.
