The City Commission of the City of Sanford, Florida, met in regular session
at the City Hall in the City of Sanford, Florida at 7 :30 o'clock P.T,T. June 26, 1939•

Meeting called to order by the Chairman.

A committee from the Sanford Country Club with Messrs H.M.Watson and E.F.Housholder
as spokesm, next advised of the immediate need of fertilizer for the fairways at the
Municipal Golf Course in order to have the course in good condition for the winter
tourist season, and urged the Commission to purchase 40 tons of Gaston pomace for this
purpose, applying 20 tons now and the balance in 90 days.
Thereupon, after considerable c discussion, Commissioner Lodge moved that 20 tons
of Gaston pomace fertilizer be purchased for the idunicipal Golf Course, but same died
for want of a second.
After further consideration and in view of the need of this fertilizer in order
to maintain the Municipal Golf Course in such condition for the tourist play, the
Commission authorized the Clerk to obtain bids on 40 tons of castor pomace fertilizer
on the following terms: 20 tons for immediate deli.very2 payable within 90 days, and
20 tons to be delivered in 90 days, payable within 30 days after delivery.
Mr. J D Ivey next appeared in behalf of the Entertainment Committee of the Junior
Chamber of Commerce and outlined the proposed program on the afternoon of July 14th.
for entertaining the large number of visitors that will be in Sanford to attend the
Florida State League All -Star baseball game and the American Legion Convention to
be held on July 14th.$15th and 16th. and requested some financial assistance toward the
expense of this gala
Thereupon, after careful consideration and in view of the benefits to accrue
to the City through the publicity to be gained, the Commission appropriated $25.00
for this purpose.
Further consideration next given to request of the Sanford Business &
Professional Men's Association presented by Messrs, Henry McLaulin Jr. and G.U.
Stuart for the passage of an ordinance prescribing a license tax for anyone doing
business in Sanford without an established place of business.
Thereupon , the City Attorney read a number of communications from several Florida
cities with respect to the licenses imposed by them, and after considerable discussion,
Commissioner Gut introduced Ordinance No. 282, entitled:

PROCUREMENT OF A LICENSE BY ANY PERSON, FIRM OR CORPORATION FOR SELLING GOODS?

WITHOUT A FIXED PLACE OF BUSINESS WITHIN THE CORPORATE LIMITS OF SAID CITY:
EXCEPTING CERTAIN BUSINESSES FROTIT THE OPERATI0N HEREOF; DEFINING THE FJORDS "FIXED
PLACE OF BUSINESS";'PRESCRIBING THE AMOUNT OF SUCH LICENSE TAX; PROVIDING FOR THE
ISSUANCE OF SUCH LICENSE;AND PRESCRIBING A PENALTY FOR THE VIOLATION,` OF THIS
ORDINANCE.

Mr. and Mrs C R Mason next appeared with reference to the sale of beer and wines
and dance hall operated in connection with the Triangle Service Station at the corner of
French Ave. and State Road No. 3 stating that it is very undesirable and detrimental to the
residential property in that locality, and requested the Commission to refuse to grant a permi
for a dance hall and the sale of beer and wines at this location.
Putter taken under consideration.
Request next received from George teinstein, local Commander of the American Legion
Post, that the -City Hall building be decorated in connection with the American Legion
Convention to be held in Sanford on July 14th, 15th and 16th . stating that arrangements
had been made with a commercial decorator from Daytona Beach for decorating the stores and
business places on the main streets.
Thereupon after considerable discussion, the Commission authorized an expenditure of $15.0
for decorating the City Hall building, and. instructed that the colored street lights be
turned on during this Convention.
The following bids next presented for furnishing lumber for the construction of additi
bleachers at the Municipal Athletic Field, and on motion of Commissioner Gut, seconded by
Commissioner Coleman and carried, the awarding of the contract to the low bidder, Hill
Lumber & Supply Yard , Inc., for $395.43 was approved.

On motion of Commissioner Lodge, seconded by Commissioner Gut and carried, the Commission
next authorized the purchase from Walter L Cooper of 5 Refunding Series "A" bonds with coupons
due Sept 1, 1939, and subsequent attached, and the purchase from Barcue, Kindred & Company of 15
Refunding Series "A!" Bonds with coupons due Sept 1, 1939, and subsequent attached, at a price
of $260.00 per bond and accrued interest.
The Clerk next presented tentative budget of revenues and expenditures for the fiscal
year 1939 -1940, and same was taken under consideration and study.
On motion of Commissioner Coleman, seconded b�- Commissioner Gut and carried, the Clerk
was next authorized to transfer $3,107.75 to the Certificates of Indebtedness Redemption Acco
at the Sanford Atlantic National Bank, to be used to retire the Certificates of Indebtedness
due July 1, 1939, the Bank to be authorized to pay such certificates of indebtedness as they
are presented for payment and charged to this account.
Consideration next given to the difficulty in obtaining quarters for the Florida
State Employment Service, the local supervisor having advised that rooms in the Cates building
could be rented for $15 .00 per month, requesting the City to bear one -half of this expense.
Thereupon, on motion duly carried, the Commission authorized the payment of $7.50 per
month to apply on the rental of rooms in the Cates building to be used by the Florida
State Employment service.
Application next received from Frank Tyler for the transfer to him of the license
issued to Jack Burney to sell liquors at 114 N. Park Ave., and on recommendation of Chief
of Police Williams, same was approved.
Consideration next given to the need of additional street display flags to replace a
number of the old flags that have worn out and had to be discarded.
Thereupon, on motion duly carried, the Commission authorized the purchase of 20 flags

size 3 x 5 , 36 flags 4 x 6 and 1 flag 9 x 15 to be used for street display purposes.
City Attorney Nilson next reported that he had received communications from
several florida cities with respect to interest received on funds deposited in banks
and that none of the cities are receiving any interest from the depositories.
On motion of Commissioner Coleman, seconded by Commissioner Gut and carried, the
Commission next authorized the Clerk to open an account with the Florida State
Bank of Sanford entitled " City of Sanford Ordinary Fund," and to deposit therein the
sum of $20,000.00 upon the receipt of Safe Keeping Receipts from said Bank, covering

an equal amount of Federal security deposited with the Florida National Bank , Jacksonville,
to the credit of the Cit, for the protection of said funds, this amount to be transferred
from the Ordinary fund account at the Sanford Atlantic National Bank.
Engineer Williams next submitted an estimated cost of the construction of a 4"
cement sidewalk for the consideration of a WPA sidewalk project, the sponsors'
share to be borne by the abutting property owners, and same was ordered filed for
further consideration.
Mr. Williams next presented WPA project proposal covering the manufacture and
laying of concrete sewer pipe between Sanford Ave and Cypress Ave. from railroad
north to the lake, and between Elm Ave. and Laurel Ave. from Ecke4son's Canning,,_,
Plant north to the lake, and the extension of five sewer lines out to the channel in
Lake Monroe, the total cost of the project being $87,956.00 of which the City's share
is $20,909.00.
Thereupon Commissioner Lodge moved that the project be approved and the Mayor and
Clerk be authorized to execute same on behalf of the City
Seconded by CommissionerGut and carried.
On motion duly adopted, the Commission next authorized the,__expe C01J bf_Fred Hogan
to Jacksonville for the purpose of having some adjustments made on the leg brace purchased
by the City for him on Feb. 13, 1939•
On motion duly adopted $X.80 was next authorized to be refunded to W.L.Henley
representing general govt. proportion of taxes paid on one -fifth of an acre of the
N 267.33 ft of E. 183.33 ft of Vv 1/2 of S E 1/4 of N W 1/4 of Sec. 36 Twp 19 S.R. 30
(Less N l ft of W. 158.33 ft) due to this property being a part of Mr. Henley's
Homestead and therefore exempt from operating levy.
Communication next read from George A.DeCottes, Attorney , with reference to the
legality of the 1938 tax assessment against Lots 3, 4, 7 and 8 Block 2 Tier 4,
E RTrafford's Map of Sanford, due to title being vested in theSpanish- American War
Veteran Local Camp on January 1, 1938•
Matter referred to City Attorney Wilson.
On motion duly carried, the Commission next authorized the cancellation of the balance
the 1932 personal taxes against the Union Pharmacy in the amount of 18.00.
Report of third and fourth analysis of milk being furnished by dairies operating
in the City of Sanford, as prepared by X -Ray and Clinical Laboratories, next presented,
such report showing all such milk well within the requirements of Grade "A" milk.
Recommendation next received from Commissioner Gut appointed as a Committee
of one to investigate the operation of the Municipal Golf Course, as follows:
That all memberships expire one year from date of membership instead as of Oct 1st
of each year.
Membership dues for men to continue at $15.00 per year.
Membership dues for families to continue at $25.00 per year.

assessments and insterest amounting to $628.92 under the adjusted basis amounting to
$33.46 against the following property:

50 ft. S. 58.2 ft to Beg. . All taxes to be paid at this time.
Request approved.
Request next received from Frank L.Woodruff to be allowed to pay delinquent taxes
for the years 1926 thru 1932 amounting to $161.11 under the adjusted basis amounting to
$20.89, against lot 108 Woodruff Subdiv.
