Williams Meeting called to order by the Chairman. Minutes of regular meeting of July 10th. and adjourned meetings of July 11th. and 17th. 1939 read and approved. Current invoices and payrolls for the month of June 1939, properly audited and vouchered as evidenced by vouchers Nos 1133 thru 1231, submitted, examined, approved and payment ordered. Monthly reports of the streets, sanitation, health, water, police, fire and library departments for the month of June 1939, submitted and examined. Bank statements in all accounts for the month of June 1939 properly reconciled, submitted and examined. Financial statement and statement of revenues and expenditures during the month of June 1939, submitted and examined. Ordinance No. 282 , entitled: AN ORDINANCE REQUIRING THE PAYMENT OF AN ANNUAL OCCUPATIONAL LICENSE TAX AND PROCUREMENT OF A LICENSE BY ANY PERSON,' FIRM OR CORPORATION FOR SELLING GOODS, WARES OR MERCHANDISE WITHIN THE CORPORATE LIMITS OF THE CITY OF SAN F ORD, FLORIDA,WITHOUT A FIXED PLACE OF BUSINESS WITHIN THE CORPORATE LIMITS OF SAID CITY; EXCEPTING CERTAIN BUSINESSES FROM THE OPERATION HEREOF; DEFINING THE WORDS " FIXED PLACE OF BUSINESS "; PRESCRIBING THE AMOUNT OF SUCH LICENSE TAX; PROVIDING FOR THE ISSUANCE OF SUCH LICENSE; AND PRESCRIBING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE. placed on its first reading at the meeting of the City Commission of June 26th.,1939 was next presented for further consideration. Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, had passed and adopted said Ordinance No. 282 entitled: AN ORDINANCE REQUIRING THE PAYMENT OF AN ANNUAL OCCUPATIONAL LICENSE TAX AND PROCUREMENT OF A LICENSE BY ANY PERSON, FIRM OR CORPORATION FOR SELLING GOODS, WARES OR MERCHANDISE WITHIN THE CORPORATE LIMITS OF THE CITY OF SANF ORD, FLORIDA, WITHOUT A FIXED PLACE OF BUSINESS WITHIN THE CORPORATE LIMITS OF SAID CITY; EXCEPTING CERTAIN BUSINESSES FROM THE OPERATION HEREOF; DEFINING-the WORDS Thereupon after considerable discussion, Commissioner Coleman moved that Section 1 which reads " That any person, firm or corporation, before selling any goods, wares or merchandise of any kind within the corporate limits of the City of Sanford, Florida, whether upon order therefor for future delivery or immediate delivery, without a fixed place of business, as herein defined, within the corporate limits of said City , shall be required to pay an annual license tax of $200.00, be changed so as to read " shall be required to pay an annual license tax of $100.00." Seconded by Commissioner Lodge and carried. Thereupon Ordinance No. 292 was placed on its final reading for passage and adoption with the change in Section 1 as authorized above, and read in full by the Clerk. THIS CRDINANCE. On motion duly adopted, Ordinance No. 292 was then ordered PUBLISHED in the Sanford Herald. On motion of Commissioner Rollins, seconded by Commissioner Gut and carried, the Commission next authorized the purchase from Cohn Brothers and Georgeson, New York City, of 10 Refunding Series "B" Bonds with coupons due Sept. 1, 1939cand subsequent attached, at a price of $455.00 per bond and accrued interest. Communication next read from Reel & Sons offering for sale to the City one used 1935 Model K34-V Dodge Bus on.a 11 ton chassis at a price of $250.00 , agreeing to accept a tax credit as payment to be applied on delinquent taxes being paid by them under the " seven year plan ", said bus to be used by the City for hauling prisoners. Matter taken under consideration. On motion duly adopted, the City Attorney was next instructed to address a communi- cation to Minn & Lovett Grocery Company, Jacksonville, Fla. requesting that the boat owned by them and sunk in the channel of Lake Monroe near the foot of Myrtle Avenue, be removed immediately. Mr. Victor Check, owner of all Block 3N. Tier 9, next requested that the necessary potion be taken closing the alley running north and south through this block in order that the plans of the lessee to erect a, service station on the northeast oorrer may be carried out. Thereupon in view of the fact that the alley requested to be closed has never been open and consequently serves no purpose, that the property abutting on both sides of such alley belongs to Mr. Check who is requesting that it be closed, request approved and the necessary ordinance ordered prepared for passage at, the next meeting. S.M.Richard, inspector for the City of the repairs being made on the water tank and tower at the water pumping station by Transit -Mix Concrete , Inc. next reported of 199 lineal feet of additional welding necessary in the tank which is not included in their contrast, also, of the need of the installation of a 4" drain pipe in the bottom of the tank in order to have the proper facilities to clean it from time to time. Thereupon, on motion duly carried, the Commission authorized the Transit Mix Concrete Inc. to weld 199 lineal feet of seams and rivet heads in the water tank at a price of.25¢ per foot, and the installation of the 4" drain pipe in the bottom of the tank by Mr. RiChard. Request next received from P.J.Stine for an extension of time to pay the balance on delinquent taxes for the years 1927 thru 1939 against Lots 6 and 7 Block 2 Tier 11, amounting to $313.16. By Special agreewnt of the Commission at the meeting of March 6, 1939 Mr. Stine had been allowed to pay the aforesaid taxes under the adjusted basis in the follow- ing manner: paid 1939 taxes amounting to $94.00 and balance of.$469.74 to be paid in equal monthly instalments by Sept 30, 1939, the unpaid balance from time to time to draw 9% interest. Thereupon after careful consideration, the Commission agreed to allow Mr. Stine to pay the aforesaid balance of $313.16 in eight equal mnnthly instalments by April 30, 1940 with 6% interest on the unpaid balance. Communication next read from the Sanford State Farmers' Wholeale Market requesting the City to donate the water furnished the market instead of charging the usual rates as now being done. Matter taken:: under con ideration. Application for employment in the Police Departmenr next received as follows: Thomas 0. Tyner Jr. Desk Officer George. W. Gray Patrolman Millie M. Benton: Patrolman Thereupon, after careful consideration and on recommendation of Chief of Police Williams, Commissioner Lodge moved that Thomas 0. Tyner Jr. be employed as Desk Officer in the Police Department at a salary of $90.00 per month, and that George W. Gray and Willie M. Benton be employed as extra patrolmen when needed. Seconded by Commissioner Gut and carried. Application next received from the Congregational Church for permit to move the 131 frame building located immediately east of the church building on Lot 10 Block 4 Tier 3 and used as a parish house, to the East 1/2 of Lot 9 Block 4 Tier 3 and adjoin it to the northeast corner of the church building. Thereupon, in view of the fact that the proposed new location of the aforesaid frame building is within only a few feet of its present location and will still remain on the church property, Commissioner Coleman moved that this permit be granted. Seconded by Commissioner Lodge and carried. The Clerk next reported that the War Department had granted the City a permit to extend the five sewers from the concrete retaining wall along Lake Monroe out to the dredged channel.
