The City Commission of the City of Sanford, Florida , met in regular session
at the City Hall in the City of Sanford, Florida at 7:30 o'clock P.M. August 14, 1939•
Present: Commissioner Edward Higgins, Mayor.

Meeting called to order by the Chairman.
Minutes of regular meeting of July 24th, adjourned meetings of July 25th,
July 27th/ July 31st. and August 2nd. 1939 read and approved.

Current invoices and payrolls for the month of July 1939, properly audited and
vouchered as evidenced by vouchers Nos. 1232 thru 1322 , submitted, examined, approved and
payment ordered.
*onthly reports of the streets, sanitation, health, hse44a, water, police, fire
and library departments for the month of July 1939, submitted and examined.
Bank statements in all accounts for the month of July 1939, properly reconciled,
submitted and examined.
Financial statement and statement of revenues and expenditures during the month
of July 1939, submitted and examined.
Mr. Otto Caldwell , Manager of the St. Johns River Line Company next appeared
with further reference to a lease to the E. 53.42 ft of the City owned property
bordering on Lake Monroe and embracing the concrete retaining wall along said lake,
lying immediately west of the St. Johns River Line Company's dock, together with all
riparian rights, it being the intetition to construct an extension to their present
dock building on this property.
Thereupon, after considerable study and discussion of the matter, Commissioner
Gut moved that this property be leased to the St. Johns River Line Company for a term
of 20 years, at a rental of $44.00 per year, with an option for renewal at end of that
period at a figure to be agreed upon at that time.
Seconded by Commissioner Coleman and carried.
Thereupon the City Attorney was instructed to prepare lease for this
property, embodying the terms as authorized above, to be approved by the Commission at
the next regular meeting.
In connection with interest due September 1st, 1939, on Series A and B. Refunding
Bonds dated March 1, 1937, and on advice from the Clerk that sufficient funds are on
hand for the purpose, Commissioner Coleman moved that the Clerk be authorized to trans-
mit to the Central Hanover Bank & Trust Company, New York City, funds in an amount
sufficient to pay interest coupons due September 1, 1939, on the outstanding Series A
and B Refunding Bonds.
Seconded by Commissioner Rollins and carried.
Petition next presented signed by 188 colored citizens living in Goldsboro
section requesting that Thirteenth Street be repaired from French Avenue west to
the intersection of DeForest Road, and Twelfth Street from the railroad west to
Olive Avenue.

Thereupon, after considerable discussion the Clerk was instructed to advise them that
temporary repairs will be made to the aforesaid streets, and that further consideration will
be given to repaving Thirteenth Street when preparations are made for sponsoring another
WPA paving project.
Further consideration next given to the purchase from Reel & Sons of one used
K34 -V Dodge Bus on 1i ton chassis at a price of $250.00, to be used for transporting
prisoners, they having agreed to accept a tax credit as payment to be applied on delin-
quent taxes.
Thereupon, after careful consideration and upon assurance of Supt. Moughton that
the aforesaid bus is in a good condition, the Commission agreed to accept the offer of
Reel & Sons, after October 1, 1939
On motion duly adopted, the Commission next approved the acceptance from the
Sanford Atlantic National Bank of Federal Reserve Bank of Atlanta Safe-Keeping Receipt
No. 4704 covering $85,000.00 4% U.S.Treasury Bonds of 1944 -54 with coupons due Dec. 15,
1939 and subsequent attached:, in exchange for federal Reserve Bank of Atlanta Safe- Keeping
Receipt No. 4623 covering $75,000.00 5/8% Home Owners' Loan.-Corporation Bonds Series
L, and Receipt No. 4632 covering $10,000.00 3/8% Home Owners' Loan Corporation Bonds
Series K, these securities being deposited to protect City of Sanford deposits in said bank.
Further consideration next given to the request from the Sanford Farmers' Whole-
sale Market for the City to donate the water furnished the market instead of charging the
usual rates as now being done.
Request refused.
Consideration next given to placing a maximum amount for free water on the
gratuitous services to local organizations.
Thereupon after careful consideration, the Commission ordered that the maxi-
mum of free water furnished the Girl Scouts be placed at $1.50 per month; the American
Legion-$1.50 per month , and the Sanford Armory $2.50 per mohth, and that all water used in
excess of this amount to be paid by the consumer.
The Clerk next reported that the Transit -Mix Concrete Inc. have completed the
sand- blast, welding and painting of the interior of the water tank within the time limit
specified in the contract, and that an inspection had been made and all work found

On motion duly carried, the Commission next authorized and instructed that all
membership cards to the Sanford Country Club for the ensuing year be signed by the manager
of the Municipal Golf Course and countersigned by the City Clerk on behalf of the City.
Bill of the Sanford Herald in the amount of $15.00 for advertisement in
the Special Edition of July 14th., next presented, and on motion of Commissioner Coleman,
seconded by Commissioner Rollins and carried, same was approved and payment ordered.
Commissioner Gut next introduced Ordinance No. 253 entitled:
AN ORDINANCE ASSESSING AND IMPOSING ON EVERY INSURANCE COMPANY, CORPORATION
OR OTHER INSUROR NOW ENGAGED IN OR CARRYING ON, OR ITO SHALL HEREAFTER
ENGAGE IN OR CARRY ON, THE BUSINESS OF INSURING PROPERTY AGAINST LOSS OR DAMAGE
BY FIRE OR TORNADO, AN EXCISE TAX IN ADDITION TO ANY LICENSE OR EXCISE TAX
NOW LEVIED, AMOUNTING TO ONE(1%) PER CENT OF THE GROSS AMOUNT OF RECEIPTS
OF PREMIUMS FROM POLICY HOLDERS ON ALL PREMIUMS COLLECTED ON FIRE AND
TORNADO INSURANCE POLICIES COVERING PROPERTY WITHIN THE CORPORATE LIMITS
OF THE CITY OF SANFORD, FLORIDA AND APPROPRIATING THE MONEYS DERIVED FRCU
SUCH TAX TO THE FIREMEN'S RELIEF AND PENSION FUND.
AND SAME WAS PLACED ON ITS FIRST READING AND READ IN FULL BY THE CLERK.
The Clerk next submitted statement showing the amount of delinquent personal
taxes collected since date of notices mailed by the City Attorney on June 22, 1939.

Consideration next given to employing someone on a salary to collect delinquent
Personal taxes and licenses instead of a compensation from the cost collected
thereon.
Thereupon, after considerable discussion, Commissioner Coleman moved that
effective September 1, 1939 a Deputy Tax Collector be employed at a salary of
$100.00 per month, to collect delinquent personal taxes, licenses and any other
revenues due the City.
Seconded by Commissioner Rollins and carried.
Further consideration next given to the bids received at the meeting of
July 31, 1939 for furnishing water pipe with which to replace the water supply main
from the wells to the water pumping station.
Thereupon , after careful consideration and on motion duly carried, the Com-
mission rejected all bids received and instructed that new bids be obtained on
the following specifications: Class "50 ", "100" and "150" , Type,Bell & Spigot
Cast Iron, Universal Cast Iron , Cement Lined or Transite Water Main Pipe.
The following applications for employment next received as follows:
W. C. Satcher Work of any kind
Gilmer P. Lane Police Patrolman
George Alfred Haskins Police Patrolman.
Thereupon after a careful examination and study of the aforesaid applications,
same were ordered filed for future consideration.
On motion duly carried, the Commission next authorized that the monthly
appropriation of $50.00 to the Seminole County Chamber of Commerce to apply on the
expenses of a Recreational Director, be increased to $72.00 during the months of
August and September to offset a reduction in the amount paid by the WPA toward the
salary of R M. Hardaker.
Request next received from Elsie Menendez to be Allowed to pay the delinquent
taxes for the years 1930 thru 1938 amounting to $272.46 under the adjusted basis
amounting to $134.45, against Lot 8 Block 13 Tier F, Sanford.
Request approved.
There being no further business the meeting then adjourned until 7:3U
o'clock P.M.August 21st. 1939-
