M. 1 g 39 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P. 11. September 11, 1939. Williams iieeting called to order by the Chairman. Minutes of adjourned meeting of August 25th, regular meeting of August 28th, adjourned meeting of August 29th, and Special Called meeting of September 1st, 1939, read and approved. Current invoices and payrolls for the month of August, 1939, properly audited and vouchered as evidenced by Vouchers Nos. 1323 thru 1408, submitted, examined, approved and payment ordered. Monthly reports of the Streets, Sanitation, Health, Water, Police, Fire and Library Departments for the month of August 1939, submitted and examinted. Bank statements in all accounts for the month of August 1939, properly reconciled submitted and examined. Financial Statement. and statement of Revenues and Expenditures during the month of August 1939, submitted and examined. On motion of Commissioner Coleman, seconded by Commissioner Rollins and carried, the Commission next approved the purchase from Walter L. Cooper of one Refunding Series "A" Bond No. 992, with coupon due 2a.rch 1, 1940 and subsequent attached, at a price of $260.00 and accrued interest. Application next received from Rodney Harris for the transfer to him of the license issued to Geo. W. Gray to sell beer and wines at 213 E. First Street, and a permit to sell beer and wines at this location, and on recommendation of Chief of Police Williams, same was approved. Application next received from Robert Burns for permit to sell beer and wines at 414 Sanford Avenue, and same was referred to Chief of Police Williams for investigation. Bids next received for furnishing 3500 pounds of Italian rye grass seed for the Municipal Golf Course, to be delivered in October, as follows : E. A. Martin Seed Co., Inc. 06.25 per 100 lbs. F. 0. B. Jacksonville Henry A. Russell Seed Co. 6.50 per 100 lbs. F. 0. B. Golf Course Chase & Company 7.30 per 100 lbs. F. 0. B. Golf Course Thereupon Commissioner Coleman moved that the low bid of Henry Russell Seed Company be accepted. Seconded by Commissioner Lodge and carried. On motion of Commissioner Coleman, seconded by Commissioner Lodge and carried, the Clerk was next authorized to open the Municipal Registration Books on September 18, 1939, for the Municipal Primary Election to be held on the First Tuesday after the First Monday in November, 1939, in accordance with the terms of the Charter. Request next received from R. L. Shinholser, 607 Oak Avenue, that the City pay the plumbing bill in amount of $7.70 for repairs to his sanitary sewer line, made by W. J. Kirg, plumber, claiming the trouble was caused from negligence of the WPA in failing to reconnect his sewer when replacement was made of the City's sewer line, and same was referred to Supt. Moughton for investigation. On motion duly carried, the Clerk was next authorized to have Engineer Fred T. M- 1939 prepare location plans showing profiles, elevations and topographic data on same. Request next received from J. M. Mells for permission to remove four trees from the parkway in front of his home at 319 Cypress Avenue, and on recommendation of Supt. Boughton, same was granted, provided the trees are removed at his own expense. The Clerk next reported that the Public Works Administration, Washington, D. C. had returned the applications for loan and grant of funds with which to finance the purchase and installation of the water pipe line and construction of an electric power plant, due to no appropriation of funds for this purpose. Request next received from Daisy Brown to be allowed to pay delinquent taxes for the years 1930 thru 1938, amounting to $225.55, under the adjusted basis amounting to $87.23, against Lot 2 Block 12 Tier B.
