CITY COMMISSION, SANFORD, FLORIDA, August 29 at 7:30 P. M. 19
The City Commission of the City of Sanford, Florida, met in regular session at
the City itall in the City of Sanford, Florida, at 7:30 o'clock P. 11.

Meeting called to order by the Chairman.

Minutes of Special Called Meeting of August 8th, regular meeting of August 14th, and Adjourned
Meeting of August 21, 1939, next read and approved.
Mr. E. V. Turner, local manager of the Southern Bell Telephone Company, next appeared and re-
quested a permit to remove the asphalt 12 feet in width from the curb to the center of Third
Street between Park and Magnolia Avenues for the purpose of installing a conduit, agreeing to
pay the City for the cost of repairing the street.
Request approved.
Mr. Forrest Gatchel next appeared and requested the Commission to give further
consideration to the passage of an Ordinance requiring all grocery stores to close on Sundays.
Attorney Wilson then presented a proposed Ordinance regularing the sale of certain
goods, wares and merchandise on Sundays,dtafted in accordance with instructions issued at the
regular meeting of April 26, 1939-
Thereupon after considerable discussion and study of the matter, it was the opinion
of the Commission that this ordinance would be discriminative, and same was tabled.
Application next received from W. D. Hoffmann for permit to construct a driveway
in front of Lot 10 Block 4 Tier 2, located on the East side of Magnolia Avenue between Second
and Third Streets.
Thereupon, after careful consideration and due to this property lying immediately
South of the Ritz Theatre Building and a driveway at this location would be hazardous, the
Commission refused to grant this permit.
On motion of Commissioner Coleman, seconded by Commissioner Rollins and carried,
the Commission next approved the purchase of ten Refunding Series "A" Bonds, Nos. 4525 to
4534, both inclusive, with coupons due Sept. 1, 1939 and subsequent attached, from Barcus,
Kindred & Company at a price of $260.00 per bond and accrued interest.
Ordinance No. 283 entitled :

OR OTHER INSUROR NOW ENGAGED IN OR CARRYING ON, OR WHO SHALL HEREAFTER ENGAGE
IN OR CARRY ON, THE BUSINESS OF INSURING PROPERTY AGAINST LOSS OR DAMAGE BY
FIRE OR TORNADO, AN EXCISE TAX IN ADDITION TO ANY LICENSE OR EXCISE TAX NOW
LEVIED, AMOUNTING TO ONE (1�) PER CENT OF THE GROSS AMOUNT OF RECEIPTS OF
PREMIUMS FROM PDLICY HOLDERS ON ALL PREMIUMS COLLECTED ON FIRE AND TORNADO
INSURANCE POLICIES COVERING PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY
OF SANFORD, FLORIDA, AND APPROPRIATING THE MONEYS DERIVED FROM SUCH TAX TO
THE FIREMEN'S RELIEF AND PENSION FUND."
introduced and placed on its first reading at the regular meeting of the City Commission of
August 14, 1939, was next placed on its second reading and read in full by the Clerk.
Thereupon the roll was called on the passage and adoption of said Ordinance No.
283, the vote being as follows :

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote, had passed and adopted said Ordinance No. 283 entitled :
"AN ORDINANCE ASSESSING AND IMPOSING ON EVERY INSURANCE COMPANY, CORPORATION
OR OTHER INSUROR NOW ENGAGED IN OR CARRYING ON, OR WHO SHALL HEREAFTER ENGAGE
IN OR CARRY ON, THE BUSINESS OF INSURING PROPERTY AGAINST LOSS OR DAMAGE BY
FIRE OR TORNADO, AN EXCISE TAX IN ADDITION TO ANY LICENSE OR EXCISE TAX NOW
LEVIED, AMOUNTING TO ONE (1 %) PER CENT OF THE GROSS AMOUNT OF RECEIPTS OF
PREMIUMS FROM POLICY HOLDERS ON ALL PREMIUMS COLLECTED ON FIRE AND TORNADO
INSURANCE POLICIES COVERING PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY
OF SANFORD, FLORIDA, AND APPROPRIATING THE MONEYS DERIVED FROM SUCH TAX TO
THE FIREMEN'S RELIEF AND PENSION FUND".
Upon motion duly adopted, Ordinance No. 283 was next ordered POSTED at the front
door of the City Hall in the City of Sanford, Florida, in accordance with the terms of the
Chatter, as amended.
Application next received from Pentland, Gray and Moore, Accountants and Auditors,
for the regular annual audit of the City's books covering the fiscal year ending September 30,
1939, the agreement being that the total cost of the audit will not exceed $650.00, and if
any saving in time can be effected, the City will receive the benefit of such saving.
Thereupon, Commissioner Lodge moved that Pentland, Gray and Moore be awarded the
annual audit of the City's books covering the fiscal year ending September 30, 1939, in ac-
cordance with the terms of their application.
Seconded by Commissioner Gut and carried.
Communication next read from the Sanford Junior Chamber of Commerce requesting the
repainting of all street safety signs throughout the City and the placing of safety signs on
Sanford Avenue adjacent to the Junior High School, and same was referred to Supt. Moughton.
The Clerk next reported that E. A. Londenberg had paid the rent for the lease on
the City's farm land for the year ending June 30, 1939, in the amount of $250.00, and that
Mr. Londenberg is not going to lease this property for another year.
Thereupon the Clerk was instructed to contact several of the local celery growers
and offer this property for rent.
Mr. Hawkins Connelly next appeared with reference to insuring the diesel engines
at the Municipal Water Pumping Station against break- downs, outlining the coverages of such
insurance and advising that the cost would be $400.00 per year, also, stating that there will
be an increase in the rate, effective September 1st.
Thereupon, after careful consideration and in view of the fact that these engines
have been in service less than two years and there should be only a small expense for repairs
during the next year, the Commission felt that such insurance is not necessary.
Engineer Fred T. Williams next reported that the WPA Sewer Project application had
been returned for revision due to the recent increase in WPA working hours per month and also
an increase of 33 -1/3 percent in the monthly wage scale, stating that this change will effect
the City's share of the project by an increase of approximately $7,000.00.
Thereupon after considerable discussion and in view of the fact that sufficient
funds will not be available for this purpose in the near future, the Commission ordered that
the WPA sewer project application be withheld.
Communication next read from Dr. L. J. Hanchett of the Florida State Board of
Health advising that he and Dr. Chappell could come to Sanfor d during the week of Sept. 4th
with respect to establishing a health unit in Seminole County.
Thereupon the Clerk was instructed to arrange for a meeting with the County Com-
missioners, the local doctors and the growers and shippers throughout the County, on Thursday,
September 7th.
Request next received from Mrs. Helen R. Pearson that a culvert be installed in
Pump Branch between Third and Fourth Streets.

Thereupon the Clerk was instructed to advise Mrs. Pearson that the expense of con-
structing a culvert is far in excess of any funds available for that purpose.
Application next received from Allan Stewart for employment as manager of the
Municipal Golf Course, and same was ordered filed.
Commissioner Gut next introduced Ordinance No. 284, entitled
"AN ORDINANCE AMENDING SECTION 5 OF ORDINANCE NO. 223 OF THE CITY OF
SANFORD, FLORIDA, REQUIRING LICENSES AND PAYMENT OF LICENSE TAXES FOR
ENGAGING IN CERTAIN BUSINESSES IN THE CITY OF SANFORD, FLORIDA, PASSED
AND ADOPTED ON THE 13th DAY OF NOVEMMBER, 1933, SO FAR AS SAID SECTION
PRESCRIBES THE AMOUNT OF LICENSE TAX TO BE PAID BY INSURANCE AGENTS."
and same was placed on its first reading and read in full by the Clerk.
Thereupon Commissioner Gut moved that the rules be waived and said Ordinance
No. 284 be placed on its final reading for passage and adoption.
Seconded by Commissioner Lodge.
Thereupon the question recurred upon the waivure of the rules. The roll was called
and the vote stands as follows :

On motion duly adopted Ordinance No. 284 was next ordered POSTED at the front door
of the City Hall in the City of Sanford, Florida.
Mr. H. H. Coleman, local Manager of the Florida Power & Light Company, next appeared
with further reference to an adjustment of the assessed valuation in the amount of $230,000.00
p] aced on the personal property of the Florida Power & Light Company for the years 1937, 1938
and 1939, requesting that the assessment be reduced to $155,000-00-
Thereupon, after careful comparison with assessments placed on other personal
properties, the Commission felt the assessment against this property to be well in line and
could therefore not be justified in making the adjustment requested.
There being no further business, the meeting then adjourned until 3:00 o'clock
P. M. August 29, 1939.
