Meeting called to order by the Chairman, who announced that the purpose of the
meeting was to consider the proposal of C. Kenneth S. Dodd, Consulting Engineer, and Dr. A. P.
Black, Consulting Chemist, with respect to their services in connection with the purchase and
construction of the proposed water pipe line from the wells to the water pumping station, and
any other business which may come before it.
Engineer Dodd then outlined the engineering for the preliminary work, plans and
specifications, supervision and inspection during construction, and the fee rates for this
service.
Thereupon, after a lengthy discussion as to the amount of engineering necessary in
constructing the aforesaid pipe line, the Commission requested Mr. Dodd to submit a proposal
covering his fees for the preliminary work, and plans and specifications, based on the City
furnishing the location plans, profiles and topographic and physical data necessary for use
in the layout and design of the pipe line, for further consideration.
Request next received from W. D. Hoffmann for reconsideration of his application
for a permit to construct a driveway in front of Lot 10 Block 4 Tier 2, located on the East
side of Magnolia Avenue between Second and Third Streets, refused by the Commission at the

Thereupon, after careful consideration and in view of the fact that this driveway
will be used for entrance purposes only, and upon the assurance of Mr. Hoffmann that no
