M. _ A9-39- The City Commission of the City of Sanford, Florida, met in Special Called Session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P. M. Sept. 1, 1939- Present Commissioner u n n u City Clerk Meeting called to order by the Chairman. Edward Higgins, Mayor Walter S. Coleman H. James Gut M. J. Lodge G. E. Rollins H. N. Sayer The Clerk then reported that written notice of the meeting had been either served on each Commissioner or else left at his usual place of business at least twelve hours prior to the time of the meeting. The Chairman then announced that the meeting had been called to consider proposition of the Babcock Aircraft Corporation, ( Incorporated inState of Florida, with office at 218 Exchange Building, Orlando, Florida, as follows : The Babcock Aircraft Corporation desires to construct and operate an aircraft manufacturing plant at the Municipal Airport which will cost approximately $250,000.00 when completed, said corporation will employ 100 persons at this plant with an annual payroll of approximately $250,000.00. That the City deed sufficient land to the corporation in the vicinity of present hangars at the airport for this plant, and that they be given exclusive use of the airport, comprising of 160 acres, the field to be available to the public, subject to U. S. Department of Commerce regulations, except at times of emergencies to be determined by the corporation. That the City extend a water pipe line to the airport so as to furnish adequate f ire protection. That the City also deed 100 feet of waterfront property with riparian rights to the corporation, far use in test flights of seaplanes. The corporation desires to begin construction of this plant not later than October 1, 1939, and production will begin within thirty days after completion. That it is agreeable with the corporation that the deeds of conveyance carry a restriction clause, reverting said property back to the City in case of their failure to carry out the proposed plans at any time in the near future. Thereupon, after careful consideration, as a result of which it was felt that this factory would be an asset to the City, and on motion duly carried, the Mayor was authorized to address a letter to the Babcock Aircraft Corporation, offering to accept their proposition in accordance with the terms as outlined above, contingent upon the establishment of the financial responsibility of the corporation.
