0908391 J n MINUTES V5.7 Adjourned Mleeting CITY COMMISSION, SANFORD, FLORIDA, September 8, 2:_00 P.. M. 19_39 The City Commission of the City of Sanford, Florida., met in adjourned session at the City Hall in the City of Sanford, Florida, at 2:00 o'clock P. M. September 8, 1939. Present : Commissioner u u rr u Edward Higgins, Mayor Walter S. Coleman H. James Gut M. J. Lodge G. E. Rollins City Clerk H. N. Sayer. Meeting called to order by the Chairman. The County Commissioners, Mr. Fred T. Williams, Chairman of the County School Board, Doctors L. J. Hanchett and Frank Chappell of the Florida State Board of Health, a committee of growers and shippers throughout the County, and several of the local Doctors then met with the Board for further consideration with respect to establishing a Health Unit in Seminole County. Thereupon, Dr. Chappell outlined the establishment and maintenance of a full- time health unit with a personnel consisting of one health officer, two registered nurses and one sanitary officer, also, submitted a tentative budget of expenditures for the fiscal year 1939 -40 in the amount of $12,000.00, stating that if one -half of this amount could be ap- propriated by the local authorities, consisting of Seminole County, Seminole County School Board, and the City of Sanford, that the State would appropriate the balance of $6,000.00 from funds that would be allocated for this purpose by the Federal Government. Mr. Williams next spoke on behalf of the County School Board, stating that they had appropriated $3,000.00 for public health work for the next fiscal year, and that he would confer with the other Board members for consideration of consolidating this department with the health unit. Mr. W. B. Ballard, Chairman of the County Commission., next spoke on behalf of the County, endorsing the establishing a health unit in Seminole County, stating that they had already adopted their budget for the next fiscal year but would endeavor to find ways and means of raising their portion of the appropriation. Dr. Park next spoke on behalf of the Seminole County Medical Assoca.tion, en- dorsing the establishing of said unit. Thereupon, after considerable discussion, as a result of which it was felt that a health unit in Seminole County would be of great assistance in safeguarding the health of the citizens of Sanford, the Commission agreed to appropriate , 1,500.00 toward the maintenance for the next fiscal year, provided the County and School Board work out a joint appropriation for the balance of funds to be raised locally. The Chairman next appointed Commissioners Coleman and Gut to represent the City at a joint meeting with the County Commission and School Board for further consideration of the matter.
