1011391.78 MINUTES CITY COMMISSION, SANFORD, FLORIDA, October 11 7-30 P M 1 9 The City Commission of the City of Sanford, Florida, met in adjourned session at the City Hall in the City of �3anf ord, Florida a.t 7:30 o'clock P.M. Williams Meeting called to order by the Chairman. Minutes of adjourned meeting of September 22, regular meeting of September 25th., special called meeting of September 29th. and regular meeting of October 9th., 1939, read and approved. Current invoices and payrolls for the month of September 1939, properly audited and vouchered as evidenced by vouchers nos. 1409 thru 1505 submitted, examined, approved and payment ordered. Monthly reports of the streets, sanitation, health, water, police, fire and library departments for the mohth of September 1939, submitted and examined. Bank statements in all accounts for the month of September 1939, properly reconciled, submitted and examined. Financial statement and statement of revenues and expenditures during the month of September 1939, submitted and examined. Mr. Ralph Bagwell, secretary of the Seminole County Chamber of Commerce next appeared with reference to the lots in Bel -Air Subdivision that the City is offering free end clear of all encumbrances to retired railroad employees a.s a special inducement for -them to make their homes in Sanford, and requested the. Commission to extend the time for erecting a dwelling thereon from six months from date of conveyance to three years, stating that the Chamber of Commerce is receiving a number of inquiries from employees that will retire within the next year or two and are interested in taking advantage of this offer. Matter taken under advisement. Request next received from the Junior Chamber of Commerce that a ramp be con- structed adjacent to the seawall in Lake Monroe near the bandshell for the landing of sea planes and small water Graf t, and same was taken under consideration. Rev. Martin J. Bram next appeared on behalf of the Business and Professional Mena' Association and outlined the program for the Armistice Day Celebration in Sanford, and requested some financial assistance from the City toward the expenses of the fish fry. Thereupon after considerable discussion, Commissioner Lodge moved that $150.00 be donated for this .purpose. SecDnded by Commissioner Gut and carried. Application next received from L.A. Johnson for permit to erect a service station on the southwest corner of French Ave and Seminole Boulevard. Action deferred pending the submitting of _plans end specifications of same. Request next received from the Colored Welfare League that the following streets in Goldsboro be repaired: Thirteenth Street from French Avenue west to the City limits; Clark Ave. from Twelfth St, south to Thirteenth St.; Olive Ave. from Tenth St. south to Thirteenth St., and Pecan Ave from Sixth St, south to Twelfth St.; also that a street A 3 1 1 7 Ll 1 n 1 7 'u fl it MINUTES CITY COMMISSION. Application next received from W.J.Pell for permit to sell liquor in se&led containers ( package store) at 106 West First Street, and on recommendation of Chief of Police Williams, same was approved. The following applcations next received for permit to sell beer and wines: David Mitchell at 410 Sanford Avenue. ; J H Tillie at the Market Restaurant,at Thirteenth Street and French Ave.; Moody Harden at 300 Sanford Ave.; Robert Burns at 414 Sanford Ave.; Ruth Jones at 1301 W. Thirteenth Street, end W.H.Walker at 1102 W. 13th Street. Thereupon the 'Commission authorized the Tax Collector to issue licenses to the aforesaid applicants to sell beer and wines upon the approval and instructions of the Chief of Police. Bids reeeived at the meeting of September 25th. 1939 for 300 feet of 21" fire hose and 200 feet of 11" fire hose, next submitted for further consideration,. Thereupon -, after a comparison of the prices submitted and the hose to be furnished, Commissioner Gut moved that the Eureka Fire Hose Division be awarded the bid for 300 feet of 2J" Octive 2 — ply fire hose at a price of $1.20 per foot, and Wight Brothers Company be awarded the bid for 200 feet of 4" Goodrich Underwriter fire hose at a price of.4710 per foot. Seconded by Commissioner Coleman and carried. Instructions were next issued to Inspector Paxton to notify Mr. Frank Hatch who is living in a house trailer located on Cypress Ave. between First and Second streets that due to complaints received that this trailer is unsightly, he will have to move from this location. In accorence with Ordinance No. 268 amending Sections 2 and 184 of the Plumbing Code, and on motion duly carried, the Commission next appointed a Board of Plumbing Commissioners consisting of James A Moughton as superintendent of Public Works; Harry Lee as Master Plumber; J.E.Baker as Journeyman Plumber, and G.P.Paxton as Plumbing Inspector. Bill of Engineer Fred T. Williams in amount of $21.92 covering survey on dates of January 4th and 6th. 19392 of the line between the proposed trailer camp and Atlantic Coast Line Railroad property next presented, and on motion duly adopted, same was approved and payment ordered. Bill of Randall Electric Company in amount of $25.00 for preparing estimate and material list for the PWA lighting project of Fort Mellon Park next presented, and on motion duly adopted, same was approved and payment ordered. Inspector Paxton next reported that the building located on the west 112 of Block 4 , Tier 18, on the northeast cornor of Third Street and Jessamine Ave. had been burned to such an extent that it cannot be repaired and recommended that same be demolished. Thereupon instructions were issued for the City Attorney to prepare a resolution condemning and requiring the removal of this building, for passage and the next regular meeting. The following applications next received for position as Fireman to fill the vacancy created by the transfer of G.L Duncan to the Division of Inspection: Chester T. Estes Owen R. Smith Tom M. Lodge. Thereupon after a careful examination and study of the aforesaid applications, Commissioner Coleman moved that the application of Chester T. Estes be accepted 'and that he be employed as a Fireman at a salary of $82.50 per month. 179l I 1-80 MINUTES CITY COMMISSION, SANFORD, FLORIDA, October 11 at 7 :30 P M19 39 Seconded by Commissioner Gut and carried. Supt. Moughton next reported that the pavilion in Lake View Cemetery is badly in need of repairs and painting which will cost approximately $40.00, and on motion duly adopted, same was authorized. Engineer Gillispie next submitted specifications for materials for the water supply line, and the specifications for revising the water supply pumping equipment in accordance with instructions of the meeting of September 25th. Thereupon, after a lengthy study of the aforesaid specifications, and on motion duly carried, same was approved and instructions issued that sealed bids be ob- tained for furnishing the materials in accordance with the specifications, to be received by the City Commission at 5:04 o'clock P.M. October 25, 1939• Consideration next given to placing an advertisement in the November issue of the Florida Municipal Record.. r Thereupon, after considerable discussion and in view of the fact that this is a special edition featuring Central Florida and the annual convention of the Florida League of Municipalities to be held at Orlando on December 7th and 5th., Commissioner Rollins moved that the City carry a full page advertisement in the November issue of the Florida Municipal Record at a cost of $200.00 Seconded by Commissioner Gut and carried. Consideration next given to increasing the wages of City employees paid on a. per diem and weekly basis. Thereupon, after a careful study of the weekly payroll, Commissioner Coleman moved that Supt. Moughton be authorized to increase the wages of the employees working under his supervision in accordance with his recommendations to the Commissioh, such increases not to exceed twenty —five cents per day for each of the white employees and ten cents per day for each of the colored employees. Seconded by Commissioner Rollins and carried. On motion duly adopted the Commission next authorized and instructed that the monthly water bills of Fred Hogan be donated by the City and charged to the welfare consumers' account until such time he is financially able to pay. The annual report of the Sanford Public Library for the fiscal year ending June 30, 1939, as prepared by Mrs E.J. Moughton, Librarian, next submitted , examined and ordered filed. Mr. J.A.'Xilliams next submitted an offer of $250.00 as full settlement of delinquent taxes for the years 1927 and 1930 thru 1935 amounting to $1,317.97 and street Paving assessments and interest amounting to $5,5+5.20 against Lots 112,3,6,7,5,9 and 10 Block 13 Tier 10, Sanford , end same was refused.
