M.. 1 939 The City Commission of the City of Sanford, Florida, met in adjourned session at the City Hall in the City of Sanford, Florida, at 1:00 P. 1d. September 18, 1939• Present Commissioner Edward Higgins, Mayor " Walter S. Coleman " H. James Gut " M. J. Lodge " G. E. Rollins City Attorney Fred R. Wilson City Clerk H. N. Sayer Meeting called to order by the Chairman. Mr. Hal Wight next appeared and made a further request for an adjustment of the 1938 tax assessment against Lots 3, 4, 7 and 9 Block 2 Tier 4 in the amount of $1081.50, claiming this property should hot have been assessed for 1938 due to title be'ng vested in the Spanish - American War Veterans Local Camp on January 1, 1938, and offering 1250.80 in full settlementof the aforesaid taxes in order to remove this tax lien from the property. Thereupon after considerable discussion and upon an opinion from the City At- torney that this was a just assessment and the taxes collectable, final action was deferred, pending a further opinion from the City Attorney as to the City's rights to make any settlement of this disputed claim. Mr. !'Wylie W. Gillespie, Consulting Engineer, next submitted a proposal for engineering services in connection with the purchase and construction of the water pipe with which to replace the water main from the wells to the pumping station, as follows : That the City furnish him with all pertinent information on this subject to which it has access, and shall also furnish a plan and profile of the location of the proposed improvement, made from a reliable and accurate survey; That he will make a study of the data so furnished, and of the problem on the ground; prepare a design of the proposed improve- ment sufficient to clearly show the amount and quantities, character and location of the work to be performed, prepare specifications for the materials required in the work in sufficient and ample form to serve as a basis for receiving competitive bids for the purchase of such material; assist the City in receiving and. tabulating such bids and make recommendations with reference to the most satisfactory bid or bids; That for the services above enumerated, he will receive a fee in the amount of $562.50; that said fee shall be paid upon the completion of the above services; That the City will reimburse him for any services in connection with this subject which the City may request in addition to the services before enumerated, such as inspection or supervision of the work during construction, on the basis of A25.,00 per diem plus necessary traveling expenses. Thereupon, after careful consideration, Commissioner Coleman moved that Mr. Gillispie be employed at a fee of $562.50 to handle the engineering of the purchase and con- struction of the water pipe line, in accordance with the terms of his proposal. Seconded by Commissioner Rollins and carried. The CommAssion next proceeded to a further study of the budget of revenues and expenditures for the fiscal year 1939 - 19+0, after which the meeting adjourned until 2:00 o'clock P. M.
