The City Commission of the City of Sanford, Florida, met in Special Called session
at the City Hall in the City of Sanford, Florida, at 3:00 o'clock P.M.September 29, 1939•

Meeting called to order by the Chairman.
Mr. H.H.Coleman, local manager of the Florida Power & Light Co. then appeared be-
fore the Board and requested that the assessed valuation of the personal property of
the Florida Power & Light Company be reduced from $230,000.00 to $200,000.00 for year
1937; f role. $230, 000.00 to $200,000.00 for year 1938, and from $230,000-00 to $165,000-00
for year 1939, and offered to pay the taxes for these years on this basis.
Thereupon, after considerable discussion, as a result of which it was felt that
the assessed valuation on this property is well in line with the valuations placed on
other properties, but in view of the fact that it would involve considerable expense
to the City to have an accurate appraisal made of the aforesaid property, the Commission
agreed to take under consideration an adjustment, reducing the 1937 assessed valuations
to $200,000.00; 1939 to $200,000.00 and 1939 to $175,000.00.
Further consideration next given to request of Harry E. Robson to lease
a lot 125 feet by 125 feet on East First Street between.Cross Street and Cypress Avenue
in Fort Mellon Park for the purpose of constructing and operating an eighteen hole
miniature golf course.
Thereupon after considerable discussion, and upon a report from Commissioner
Gut that the Recreation Advisory Board had approved the construction of this miniature
golf course in Fort Mellon Park, the Commission agreed to lease the aforesaid property
to Mr. Robson for a period of one year at a rental of $50.00, subject to the acceptance
by the City of the plans and specifications.
Engineer Gillespie next submitted the following recommendations for the
replacement of the water supply main from the wells to the Municipal Pumping Station;
Install a 12 inch 150 pound pressure water pipe line from the pumping station to the
first well for the main trunk line and reduce this size with a 10 inch , an 8 inch
and a 6 inch pipe from this well to the end of the line; revise the pumping system at
the wells to operate under an increase in head by replacing the 5" centrifugal pump on well
No. 3 with a new pump, and increase the impellers on the turbine pumps on the other
wells.
Thereupon, after considerable discussion, and in view of the fact that by using a
smaller size pipe line and increasing the efficiency of the pumps at the wells will
create a sa #ings of "approximately $5,000.00 in the cost of the construction of the
aforesaid water supply main, the Commission instructed Engineer Gillespie to prepare
the proper specifications for bids on pipe and replacement and changes in the pumps
as recommended above, and submit for further consideration.
On motion duly carried, the Commission next authorized and instructed that the
salary of City employee H.W.Prescott be increased $2.50 per week, effective October 1,
1939.

Application next received from Mrs Mary Grow for permit to sell beer and wines
at 400 W. Thirteenth Street , and on recommendation of Chief of Police Williams,
same was approved.
