The City Commission of the City of Sanford, Florida, met in Special Session at the
City Hall in the City of Sanford, Florida, at 12 :oo o'clock Noon,_November 9, 1939, for
the purpose of canvassing the returns of the Municipal Primary Election held November 7,1939•
Present-* Commissioner Edward Higgins, Mayor.

Meeting called to order by the Chairman.
Thereupon the Commission proceeded to canvass the returns of the Municipal
Primary Election held on November 7th, 1939, as made by the Clerk and Inspectors of said
election as follows:
For City Commissioner — Group 1
For Frank J. Bauer 294 Votes
For Edward Higgins 300 Votes
Mutilated ballots thrown out 7
Total votes cast 591
Thereupon Commissioner Coleman moved that the returns of the Clerk and Inspectors
of Municipal Primary Election held November 7th, 1939, be accepted
Seconded by Commissioner Rollins and carried.
Thereupon Edward Higgins was declared to be the regularly elected nominee in
Group No.. 1 for the position of City Commissioner of the City of Sanford, Florida,
to be voted upon at the General Municipal Election to be held December 5, 1939.:
On motion of Commissioner Gut, seconded by Commissioner Lodge and carried
payment of $5.OU to each of the Inspectors and the Clerk of the Municipal Primary
Election held on November 7th, 1939, was neat authorized, after which the meeting
adjourned.
