The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 7 :30 o'clock P.M. November 13, 1939.

Meeting called to order by the Chairman.
Minutes of Regular Meeting of October 23 and adjourned meeting of Oct. 25, 1939
read and approved.
Current invoices and paDyrolls for the month of October 1939, properly audited and
vouchered as evidenced by vouchers Nos 1506 thru 1597 submitted, examined, approved
and payment ordered.
Monthly reports of thestreets, sanitation, health, water, police, fire and library
departments for the month of October 1939, submitted and examined.
Bank statements in all accounts for the month of October 1939, properly reconciled,
submitted and examined.
Financial statement and statement of revenues and expenditures during the month
of October 1939 submitted and examined.

Thereupon after a comparison of the prices submitted and the hose to be
furnished, Commissioner Lodge moved that Hill Hardware Company be awarded the bid for
furnishing 200 feet of 1i" Heavy Multiple 2 -ply Eureka Fire Hose at a price of 75¢ per
foot, and 300 feet of 2j" Active 2 -ply Eureka Fire =Hose at $1.20 per foot less .07 per
foot for old couplings.
Seconded by Commissioner Gut and carried.
A delegation consisting of Professor G.E.McKay of Seminole High School, Mr.
R.E.Kipp of the Grammar School and several members of the Parent Teachers Association

next appeared before the Commission and requested some financial assistance toward the purchase
of uniforms for the school Band.
Thereupon after considerable discussion, Commissioner Gut moved that $100.00 be
donated for this purpose from the appropriation of the recreation department, provided the
School Band will cooperate with the Recreation Director in entertaining the tourists with
several band concerts during the season.
Seconded by Commissioner Coleman and carried.
Messrs Charles S. Morrison and R.A.Smith next appeared with reference to the
City taking over the operations of the " Water- works" tennis courts and assuming the
liabilities incurred by the tennis club for the construction thereof.
Thereupon after considerable discussion and on motion duly carried, the Commission
agreed to maintain and operate(-",. the aforesaid tennis courts under the supervision of the
recreational department and authorized an expenditure not to exceed $200.00 for the
installation of two "Quarter" electric meters and the payment of the unpaid bills incurred
by the club in the construction.
Mrs. Elizabeth Vaughn, Forewoman for the Housekeeping Aide Project in Seminole
County next appeared and outlined the sertices rendered by this project, and requested
a. monthly donation from the City of $6.00 per month toward gasoline and oil expenses.
Matter taken under consideration.
Mr. E.M.Armitage next appeared and requested permission to erect several road
signs in the City to advertise his tourist cabin camp, and same was granted, Commissioner
Gut being appointed as a Committee of one to designate and approve the locations.
Mr. G W Spencer next appeared on behalf of Kleanthis Area and requested a permit
to remove the second story from a frame building on Lot 1 Block 11 Tier 11, martin's
Addition located at the southwest corner of Ninth Street and Holly Ave, and erect three
small frame houses on Lot 2 Block 11 Tier 11 of Martin s Addition at the same location which

is in the fire zone.
Thereupon after careful consideration and in view of the fact that at the time
West Ninth Street was zoned as fire limits it appeared that it would develop into one of the
main business sections, which has since been abandoned, the Commission granted Mr. Area the
aforesaid permit and instructed the City Attorney to prepare an ordinance amending the
section of the fire zoning ordinance relating to best Ninth Street.
Mr. H H Coleman , local manager of the Florida Power & Light Company next appeared
with further :reference to a new contract under the type "S" rate for the street lights.
Matter taken under consideration.
Application next received from Kleanthis Area for permit to operate a dance hall
at 803 W. $inth Street, and on recommendation of Chief of Police Williams, same was approved.
Application next received from Mr. Frank Hooker for permit to sell beer and wines
at the northwest corner of French Ave. and Thirteenth Street, and on recommendation of
9hief of Police Williams , same was approved.
In response to request for bids for furnishing uniforms for the Police and Fire

Application next received from Mrs. 0 D. Farrell for permit to remove the one
story frame house from Lot 7 Block 13 Tier F. located at the northeast corner of
Orange Ave. and Eleventh St. and same was refused until setIlemsnt is made of the delia-
quent taxes for the years 1930 thru 1939 amounting to $203.52 against this property.
Communication next read from the Civic Department of the Womans Club request-
ing the mowing of several vacant lots throughout the City, end same was referred to
Supt. Moughton.
Application next received from Frank M Brown for homestead exemption on
Lot 4 Block S Tier A, for 1939, application for such exempt on having been made at
the proper time but failed to file same with the Tax Assessor.
Application approved.
Request next received from the Florida Power & Lig4t Company for the instal-
lation of an eighty -five foot 8" drain pipe and catch -basin lin front of their property
located at the northeast corner of French Ave. and Seventh Ot., in order to prevent
the water from remaining several hours after rains in the street at this location.
Action deferred.
Request for the replacement of the backstops on th colored tennis court
at the northeast corner of Ninth Street and Sanford Ave, an same was referred to the
Recreation Advisory Board, also to furnish backstops for court on West 17th Street.
Request next received from I.D.Ma.rtin for an adjustment of the 1939 personal
Tax assessment against his paint store on a $1,000.00 valuation, claiming tiis
assessed valuation being far in excess of actual inventory lof January 1, 19391 which

did not exceed $700.00. Thereupon the Commission authorized adjustment of Assessment to$7 0.00
The Clerk next reported that an old street paving ien amounting to $47.23
against Lots 6 and 7 Block 14 Tier 4, dated August 1, 1917, for paving on Park
Avenue, stands open on the City's records, but that the rec rds inithe County Clark's
office show this lien paid, as evidenced in satisfaction book 4 page 250.
Thereupon Commissioner Coleman moved that this lieA be canceled on the records
of the City.

Seconded by Commissioner Gut and carried.
Engineer Williams next submitted a statement covering the expenditures of the
WPA paving project to date, such statement showing the project about 50 percent completed.
The Clerk next reported that ten tons of asphalt is needed for the WPA paving
project which is a part of the City's donations.
Thereupon the Commission authorized the purchase of ten tons of asphalt filler
from Chase & Company at a price of $21.40 per ton.
Report of first analysis of milk being furnished by dairies operating in the
City of Sanford, as prepared by the X -ray and Clinical Laboratories, next presented, such
report showing all such milk within the requirements of Grade "A" milk, except Fullerton's
dairy which has a bacteria count of 2000 more than is allowed under this grading.
On motion duly adopted the Commission next authorized the Water Utility
Department to place in effect as of the next meter reading dates, and to extend through
the winter months , the same rate for homes, lodges, and churches as was in effect during
the summer months to -wit: 15¢ per thousand gallons for all water consumed in excess of
$2.50 per month as calculated at the present rates.
Consideration next given to installing a traffic signal light at the intersection
of Park Ave. and Twentieth Street, and one at Park Ave. and Geneva Street.
Thereupon the Clerk was instructed to obtain bids for furnishing two traffic
signal lights for the above installations.
Further consideration next given to the request of the 84minole County Chamber of
Commerce to extend the time for erecting dwellings from Six months from date of conveyance to
Three years, on Lots in Bel -Air Subdivision that the City is offering to retired railroad
employees.
Thereupon after considerable discussion, the Commission agreed to extend the time
for erecting dwellings on the aforesaid property to one year from date of conveyance.
On motion of Commissioner Coleman, seconded by Commissioner Gut and carried
the Commission next approved the purchase from Baynard Brothers Realty & Insurance
Company of St. Petersburg, Florida, of one Refunding Series "B "'Bo'nd No. 468 with
coupon due March 1, 1940 and subsequentIr attached at a price of $450.00 and interest.

On motion of Commissioner Coleman, seconded by Commissioner Gut and carried

a frame information booth at the southeast corner of Park Ave. and Seminole Boulevard
and same was granted.
Consieration next given to appointing a Board of Trustees of the Firemen's
Relief and Pension Fund in accordance with the provisions of Chapter 19112 Acts of 1939
Legislature, and ordinance No. 293 creating aitd fund.
Thereupon the Clerk presented a letter from the Firemenletating that they had by
unanimous vote recommended Fireman C.T.Estes to serve as a member of the Board for a period
of two years.
Thereupon Commissioner Gut moved that the Mayor, Fire C$ief and Fireman C.T.Estes be
appointed as the Board of Trustees of the Firemen's Relief and Pension Fund, in accordance
with section 2 or the aforesaid Chapter 19112, Acts of 1939 Legislature.
Seconded by Commissioner Coleman and carried.
On motion duly adopted, the Clerk was next instructed t obtain bids on subscriptions
for 46 magazines and periodicals for the library.
Commissioner Gut next submitted plans of the proposed rocreationa.l building to
be erected in Fort Mellon Park for further consideration.
Thereupon on motion duly carried, Architect E.J.Moughto* was authorized to pre-
pare specifications for the aforesaid building, and the Clerk i *structed to obtain sealed
bide f or f urnishing materials and construction to be received atIthe next regular meeting.
On; motion duly adopted, the Commission next authorized the payment of $15.00
per month to Recreational Director R.M.Ha.rdaker for travel expe*ses, effective November lot.
There being no further business the meeting adjourned.
