November 21, 1939- Present: Commissioner Edward Higgins, Mayor. " Walter S. Coleman " H. James Gut " M. J. #lodge " G. E. Robins City Attorney Fred R. Wilson City Clerk , H N Sayer. Meeting called to order by the Chairman. 2o1 Consideration next given to installing 14 inch class 150 water pipe f rom the water pumping station south to Geneva Ave. in the replacement of the water supply line from the wells bo that it will not be necessary to revise the existing pumping equipment, instead of using 12 incheclass 150 pipe as authorized at the meeting of November 10, which will require the installation of the booster pu*p in the line. 150 pipe. Thereupon the question arose as to the additional expenditure for the 14" class Thereupon the Clerk advised-the Commission that it will require 4,980 feet of 14 inch pipe at a price of $2.11 per foot, which is 25¢ per foot more than the 12 inch pipe, and that the additional cost of the pipe and fittings will be approximately $1,373.25, but by deducting the cost of the booster pump installation in amount of $775.00 , the total additional expenditure for the 14 inch installation will amount to $598.25. Thereupon Commissioner Coleman moved that a 14 inch pipe line be installed from the pumping station south to Geneva Ave. in the installation of the water supply line, and that the Clerk be authorized to change the specifications for the materials in the contract awarded Central Foundry Company on November 10, to include Ck980 feet of 14" Class 150 Bolted Cast Iron Pipe at $2.11 per foot, and the necessary fittings, in place of alike number feet of 12" Class 150 pipe and fittings. Seconded by Commissioner Gut and carried. Engineer Fred T. Williams next submitted the WPA project proposal covering the installation of the aforesaid water pipe line and the removal of the old supply line, the total cost of the project being $56,416.00 of which the City's share is $35,909.00 Thereupon Commissioner Gut moved that the project be approved and the Mayor and Clerk be authorized to execute same on behalf of the City. Seconded by Commissioner Rollins and carried. On motion duly adopted, the City Attorney and Clerk were next authorized to go to St. Petersburg on November 22 to confer with attorneys for the American National Bank of Nashville, Tenneses, with reference to the City's Bankruptcy proceedings, the expenses in connection therewith to be borne by the City. Commissioner Gut next reported that the Florida Power & Light Company has agreed to pay one —half of the cost of lighting the colored street lights in the business section. Thereupon instructions were issued to have the colored lights--turned on the night of November 25th. and each night beginning December let through the Christmas holiday season. 202, MINUTES CITY COMMISSION, SANFORD, FLORIDA, Nov t 2 P M 19_32 On motion duly adopted, Chief of Police Williams was next instructed to begin December let. enforcing the one -hour parking regulationelin the business sections during the tourist season as has been customary heretofore. Commissioner Rollins next introduced Resolution No. 5 2 and after bing read in full by the Clerk , moved its passage and a option. Seconded by Commissioner Gut and carried by the f ollo#ing vote of the Commission. Commissioner Higgins Aye " Coleman Aye " Gut Aye " Lodge Aye " Rollins Aye said resolution No. 562 being in words and figures as follows: RESOLUTION NO. 562 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SA FORD, FLORIDA, ENDORSING THE " TRADE AT HOME CAMPAIGN ". WHEREAS, the City Commission of the City of Sanford,lFlorida, realizes the importance of keeping retail buying by its citizens in Sanfordi, heartily endorses and pledges its cooperation to the campaign of the Mayor to " Keep�Sanford Dollars in Sanford." NOW , THEREFORE, BE IT RESOLVED by the City Commissi o4 of the City of Sanford, Florida, that in so far as it is possible it will purchase all supplies and accessories incidental to the operations of the City business from or through Sanford merchants, and it will also use its influence with City employees to spend their wages in Sanford with the Sanford merchants, thus keeping " Sanford Dollars in Sanf ord." BE IT FUREHER RESOLVED thst this Resolution shall became effective immediately upon its passage and adoption. Passed and adopted this 21st. day of November 1939. Attest: H.N. Spyor City Clerk. Bch for as a police officer who was suspended from the police department on February 15, 1 39. Thereupon after considerable discussion, CommissionerIGut moved that Mr. Shaffer be reinstated as a police officer on probation and under the responsibility of the Chief of Police, providing it meets the approval of Chief �f Police Williams Seconded by Commissioner Lodge and carried by unanimo s vote of the Commission.
