05253630 MINUTES CITY COMMISSION, SANFORD, FLORIDA, May 25 at 7:30 P M 1.9 36 The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M. May 25th. 1936. Present: Commissioner S.O.Shinholser, Mayor. if W.R.Dupree " W.A.Leffler " M.J.Lodge " P .N.Whitehurst City Attorney Fred R.Wilsorr City Clerk F.S.Lamson Chief of Police R.G.Williams Meeting called to order by the Chairman. Minutes of adjourned meeting of Municipal Delinquent Tax Adjustment Board of May 4th , regular meeting of City Commission and Municipal Delinquent Tax Adjustment Board of May 11th, and adjourned meeting of Municipal Delinquent Tax Adjustment Board of May 18th, 1936 read and approved. Communication next read from the Church of God, located on Elm Ave. south of Geneva. St. requesting that Elm Avenue from this Church south to the Orlando Highway be widened and graded, and same was referred to Supt. Moughton . for recommendation. Rev. W.S.Queen next filed list of names of persons residing in the vicinity of Ninth St. and Laurel Ave. who had no objection to the erection of his church at this location, and same was taken under consideration:. Fire Chief Cleveland next presented need for 300 feet of 2J inch fire hose and 200 feet of 1J inch fire hose,; also Siamese connections and two nozzles for the 1J inch hose. Thereupon Commissioner Dupree moved that prices be obtained for this equipment. Seconded by Commissioner Leffler and carried. Supt. Moughton next reported need of painting and repairing the pavillion in old cemetery, the estimated cost being $85.00. Thereupon Commissioner Leffler moved that this work be done. Seconded by Commissioner Whitehurst and carried. Communication next read from W.L.Cooper urging that Pump Branch be piped and covered a distance of one to two hundred feet South from Third Street, as a sanitary safeguard, and same was referred to Sanitary Inspector Paxton and street superintendent Moughton for investigation and report. Consideration next given to the needs of the Municipal Golf Course. Thereupon Commissioner Whitehurst moved that one ton of fertilizer and $100.00 to cover labor and power for the water system be furnished for rehabilitating 1he greens at the Municipal Golf Course. Seconded by Commissioner Dupree and carried. Request next received from the Seminole County Welfare Board for the usual appropriation of $50.00 for welfare work during the month of May 1936, and on motion of Commissioner Dupree, seconded by Commissioner Lodge and carried, same was ap- proved ind payment ordered. MINUTES CITY COMMISSION, SANFORD, FLORIDA, May 25, at 7:30 P M 19_36 Consideration next given to the request of the Church of God that an over- head street light be installed at the intersection of Fifth St. and Holly Ave.; Supt. Moughton reporting that the cost of installing such a light fixture would be $46.00. Thereupon, on the suggestion of Commissioner Dupree, the members of this i church were ordered advised that if they would pay for the cost of installing this fixture, the City would furnish the current. The Clerk next reported that the Lianager of the Florida Power & Light Co. had advised that he would be unable to service the proposed White Way Lights on Seminole Boulevard between Park Ave. and Myrtle Ave. until the usual resolution and letter agreement had been executed covering such installation:. Matter then referred to the City Attorney to investigate the City's rights in the matter. Report next received from the Committee appointed to check bids received for furnishing uniforms for the police and fire departments, recommending that the bids of A E Yowell to furnish uniforms comprising coat and two pair of pants, material to be as per sample furnished, at a price of $34.5 each be accepted. Thereupon the recommendation of the Committee was accepted and the required number of uniforms ordered purchased from A.E.Yowell at the price quoted. iConsideration was next given to applications received at the meeting of May 11th. to construct two gasoline and oil service stations, one on Lot 6 Block 12 Tier 8, lo- cated on the southeast corner of Tenth St. and French Ave. and the other on Lots 3 and 4 Block 4 Tier 9, located on the west side of French Avenue between Second and Third Streets. Thereupon the following recommendations were read from the City Planning Commission to whom these applications hud been referred: (1) The City Planning Commission recommends that the property adjoining French Avenue f rom Fifth Street to the South boundary line of the State Farmers Market be made a business and commercial district, which will automatically permit the building of a. gas and oil service station at corner of Tenth Street. (2) The City Planning Commission recommends that the adjoining property be- tween First Street and Fifth Street on French Avenue be made a business and commercial district upon approval of the property owners. The Commission further recommends that pending the decision of the City Commission of the status of the property between First and Fifth Streets, that the erection of a filling station between Second and Third Streets be permitted provided there is no objection by the adjacent property owners. After careful consideration Commissioner Leffler moved that the property adjoining French Avenue from the south side of Fifth Street to the north side of Fourteenth Street be designated as business and commercial property, as recommended by the City Planning Commission. Seconded by Commissioner Whitehurst and carried. Thereupon the application for permit to construct a gasoline and oil service station on Lot 6 Block 12 Tier 8 was approved. With respect to the area between First and Fifth St., action was deferred. The Clerk next reported injury to knee sustained by E.C.Gilf ord, Atlantic Coast Line Railroad foreman, while supervising construction of sewer line under the railroad tracks on March 18th. 1936, also that due to the fact that this foreman 31 6 MINUTES CITY COMMISSION, SANFORD, FLORIDA, May 25, 7 :30 P M 19 36 was on the City payroll while doing this work, he was covered by the City's Workmen's Compensation Insurance and is to receive $15.00 per week based upon an average weekly wage of $33.12 from and including March 18th. 1936, until terminated in accordance with the provisions of the Workmen's Compensation Law of the State of Florida. Thereupon the Mayor was authorized to execute Standard Form of Agreement covering this accident as required under said Workmen's Compensation Law. Two applications next received for permit to sell beer and wine, one from J.R.Adams, at French Ave. and Thirteenth St. ( Gulf Station) and the other from H. "r'. McCalley & M.t:Knapp at 701 French Ave., and on recommendation of the Chief of Police, same were approved. Communication next read from the City of Orlando extending thanks and appre- ciation for the assistance rendered by the Sanford Fire Department at a disastrous fire in Orlando on May 17th. and same was ordered filed. Communication next read from R.B.Wight tendering his resignation as a member of the Board of Bond Trustees and also as a member of the City Planning Commission, due to having moved his residence outside the City limits, and same was accepted with an expression of thanks for his services on these Boardsin the past. Report next read from the Committee appointed to study and make recommendations concerning the application of Marvin H.Smith to lease the Municipal Airport, as follows: " May 16, 1936 City of Sanford, Sanford, Fla. Gentlemen: The following is suggested as a plan for operation and maintenance of Sanford Municipal Airport: That instead of leasing the airport, to grant certain concessions as outlined below: The sale of gasoline and oils. Storage , Municipal hangar only. Airplane and engine repairs. Painting of airprait.. Student training. Non exclusive charter and passenger hopping. In return for these concessions the operator shall be, or have available on the field at all times a licensed transport pilot and /or airplane and engine mechanic licensed the Department of Commerce. Operator shall keep field in clean orderly manner at all times except for mowing, leveling and hangar repairs,to keep salamander hills leveled and other obstructions removed. Rates for student work shall not exceed those charged at Orlando Municipal airport. Operator shall be responsible for servicing lighting system and other equipment that may be installed at airport. Operator shall keep on hand at airport at all times an adequate supply of gasoline and oils. The owners of aircraft located on the field may furnish their own supply of fuel and oils and where be qualified shall allowed to do their own mechanical work. Operator shall keep on the field at all times at least one licensed airplane in good airworthy condition and this ship shall be available for student instructions, charter and passenger hopping. Operator shall comply and require all others using airport to comply with Air Commerce Regulations. Operator shall not collect landing fees from visiting aircraft. * * * * * * * * * * * ** It is further suggested that cancellation clause be inserted in contract by which contract 1 1 1 1 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, May 25 at 7 :30 P M 1936 may be cancelled for non- performance. Also that operator be commissioned a police officer empowered to make arrests for violations of ordinances governing the airport. In making contract with an operator a clause should be inserted giving the City the right to contract with any firm or corporation or the United States Government for air mail or scheduled passenger service. It is not believed by this committee that an operator can be found to carry out this plan without some financial assistance from the city, for this reason it is suggested that the operator be paid a salary of $25.00 per month if such sum is available from Airport maintenance fund.
