070636`1 1 1 7 MINUTES CITY COMMISSION, SANFORD, FLORIDA, July 6, 7! 30 P M -19--3-6 The City Commission of the City of Sanford, Florida, met in Adjourned Session, at the City Hall in the City of Sanford, Florida, at 7 :30 O'Clock P.M. July 6, 1936. Present: Commissioner S.O.Shinholser, Mayor. W.R.Dupree W.A. Leffler If M.J.Lodge If P.N.Whitehurst City Attorney Fred R.Wilson. City Clerk F.S.Lamson. Meeting called to order by the Chairman. The Commission then proceeded to sit as a Tax Equalization Board to receive any complaints or objections filed with the City Clerk as to assessed valuations on the 1936 tax roll as prepared by the City Tax Assessor and presented at this time. There being no further complaints or objections registered, the Commission then proceeded to handle any other business which may come before it. Thereupon consideration was given to the need of a new motorcycle for the police department, the Clerk reporting that publicity had been given of the intention of the Commission to consider the purchase of a new Indian four cylinder motorcyle at this time. Thereupon Commissioner Dupree moved that an Indian 4 cylinder motorcyle for use by the Police Department, be purchased from the Edwards Motorcycle Co, Tampa,Florida, at a price of $505.15, completely equipped, less allowance of $205.15 for the machine now in opera_tion_. Seconded by Commissioner Lodge and carried. Communication next read from Garland W.Spencer requesting permit to build an automobile service station on Lots 4 and 5 Block 14 Tier 4, according to E.R. Trafford's Map of the City of Sanford, located at the northwest corner of Thirteenth Street and 46 MINUTES CITY COMMISSION, SANFORD, FLORI July 6 at 7:30 P fg__36 Park Ave. and incloding therewith a petition signed by twentyone names of residents or property owners in the vicinity of this location requesting that the permit be granted. At this time Mr. Herbert Messer, representing Mr. O.D.Fa.rrell, residing on the East side of Park Avenue between Twelfth and Thirteenth Streets, registered a protest against the issuance of a permit to construct a service station at this location. Thereupon , after considerable discussion, matter referred to the City Planning Commission for recommendation. Mr. R.B.Wight next appeared in behalf of Finn & Lovett Grocery Co requesting a ten year extension to the lease dated May S, 1934, between the City and Ginn & Lovett Grocery Co, covering the property more particularly described in said lease and located immediately east of the property of Mary B.H. Herring on Seminole Boulevard east of French Avenue, Mr. "fight stated the reason for the request for an extension being the desire of Winn & Lovett Grocery Company to make additional improvements on this property, the expenditure not being considered justifiable, however, unless a longer lease than_ the present one can be obtained. Action deferred pending further consideration. Application next received from W.L.Brannan for permit to erect sandwich stand on t northwest corner of Third St. and Sanford Ave, and same was referred to the City Planning Commission for recommendation. J.H.Truluck, representing the Sanford Junior Chamber of Commerce, next presented request for permit to install benches along the outer edge of the sidewalk on First Street, one in front of each place of business, such benches to be of steel frame with wood slate and bolted to the sidewalk, the cost of this undertaking to be borne entirely by the merchants whose business is being advertised in this manner. Thereupon, after careful consideration, Commissioner Whitehurst moved that the permit be granted as requested, with the proviso that the City will be permitted to remove these benches at any time that they are found to be objectionable or not kept in proper repair. Seconded by Commissioner Dupree and carried. On behalf of the Security Lumber Co, Mr. Truluck next requested that overhead street light be installed at the corner of Sixth Street and Maple Ave. Matter taken under consideration. Consideration next given to the appointment of a Municipal Judge to succeed S.A.B.17ilkinson, resigned, the following applications for this position having been received: Mr. Edward F.Lane Mr. Frank L. Miller Mr. John G.Leona.rdy Mr. S. J Nix. Mr. M.B.Smith ( Oral) Mr Jas. G.Sharon. Mr. W.E.Wa.tson. Thereupon ballots were distributed and upon being canvassed the result was found to be as follows: For Frank L. Miller 3 votes For W.E.Watson 1 vote For Jas G.Sharon 1 vote Thereupon Commissioner Leffler moved that in accordance with the result of the ballot, Mr. Frank L. July 6, at 7: 30 P M1 9 36 Consideration next given to the communication received from the Sanford Ministerial Association endorsing the campaign of the Junior Chamber of Commerce to put a stop to the widespread playing of "Cuba" lotteries in Sanford, and urging in addition that every effort be made to prevent the playing of Slot Machines by minors. Thereupon, the Mayor was authorized to advise the Ministerial Association of the efforts heretofore made by the City to put a. stop to the "Cuba" and also the "Bolita." lotteries by frequent arrests whenever evidence sufficient to justify them was obtainable, and signifying the intention of the City to continue such efforts; also that the City will use its best efforts to prevent the playing of Slot Machines by minors. Communication next read from W.E.Watson offering to purchase from the City for $20,00 the following described property acquired by the City through foreclosure of tax liens: R. Beg. 310 ft. S. of N W Cora of N.E. 1/4 of N.W. 1/4 of Sec. 6. T 30 Run S. 116. ft. thence E. 179 ft. thence N. 116 ft. thence W.1 1f 79 t. to beg. ( Less the N 7� Ft. for alley.) After careful consideration, offer accepted, and the Mayor and clerk authorized to execute quit —claim deed to Mr. t"atson for this property upon payment of the agreed purchase price. In accordance with instruction issued by the City Commission under date of June 29th. the Clerk next repottitdthat Stanley— Rogers Hardware Co. are unable to give the brand of the fire hose bid upon, as presented to the City Commission at the meeting of June 29th., nor as to whether such hose meets the requirements of the Fire Underwriters. Thereupon, in view of the need for dependable fire hose of proven worth in order to give the maximum fire protection, Commissioner Whitehurst moved that the bid of Eureka Fire Hose. Co to furnish 300 ft. 21" Active 2 —ply Multiple sloven Fire Hose, at $1.20 per foot, and 200 ft. of 11" hose of the same grade at $.75 per foot, both prices F.O.B. Sanford, be accepted. Seconded by Commissioner Leffler and carried. There being no further business, the meeting then adjourned to immediately re— convene as a. Municipal Delinquent Tax Adjustment Board.
