06293640 MINUTES CITY COMMISSION, SANFORD, FLORIDA, June 29, 1936, 19 The.City Commission of the City of Sanford, Florida, met in adjourned session at the City Hall in the City of Sanford, Florida, at 7*30 o'clock P. M•, June 29, 1936. Present: Commissioner S. 0. Shinholser, Mayor " W. R. Dupree " W. A. Leffler " M. J. Lodge " P. N. Whitehurst City Attorney Fred R. Wilson City Clerk F. S. Lamson Chief of Police R. G•Williams Meeting called to order by the Chairman. Minutes of regular meeting of the City Commission and Municipal Delinquent Tax Adjustment Board of June 22nd and adjourned meeting of the City Commission of June 25th3, 1936, read and approved. Consideration next given to the advisability of widening the right of way for French Ave. between Fulton St. and Seminole Blvd., to 92 feet in order to conform to the width of this avenue from Fulton Street South, due to the increasing amount of traffic using this avenue. Thereupon Commissioner Whitehurst moved that the matter be referred to Engineer Fred T. Williams and City Clerk Lamson to investigate and report. Seconded by Commissioner Dupree and carried. A committee representing the Sanford Baseball Association next urged that application be made to the Works Progress Administration for a WPA project covering the construction of a clubhouse and locker rooms for use of the baseball players at the Municipal Athletic Field. While considering this request the advisability of lowering the roof of the grandstand in order to be more of a protection against rain was also considered. Thereupon Commissioner Whitehurst moved that Architect Elton Moughton be authorized to prepare a project covering the construction of clubhouse and lowering of roof of the grandstand and submit to the Commission as promptly as possible for consideration. Seconded by Commissioner Dupree and carried. Delegation from the Sanford Juniox Chamber of Commerce next appeared with respect to the campaign being waged by that body to put a stop to the widespread playing of "Cuba" lotteries in Sanford, and the same was given the endorsement of the City Commission. Communication next read from John Mooridan offering to pay $100.00 per year for the ex- clusive selling rights at and around the Municipal Zoo, and same was taken under consideration. The Clerk next presented bids received for furnishing 300 feet of 22" fire hose and 200 ft. of 12" "Leader" fire hose, for use by the Fire Department, as follows: Stanley- Rogers Hardware Co. 300 ft. 22" Double Oacket Rubber Lined F re Hose, complete, with couplings,in 50 ft. Communication next read from the Special Beautification Committee for the Municipal cemeteries, recommending combining the Evergreen and Miller cemeteries into one cemetery; that an archway be- constructed over the proposed new entrance to the proposed combined cemetery from Geneva Street, and that the present toilet facilities be moved to the pavilion. Action deferred pending inspection of these properties by the Commission. Application next received from Mrs. L. M. Wilcox for permit to operate groce -ry business at the corner of 3rd St. and Holly Ave., but in view of the fact that this district has been zoned as "B" residence property, application referred to the City Planning Commission for recommendation. In accordance with the terms of the Charter, the Clerk next presented tentative budget 41 of revenues and expenditures for the fiscal year 1936 -1937, and same was taken under considera- tion. The Clerk next presented Warranty Deed from Helen C. and William M. Wall for the follow- ing described triangular strip of land located within the Municipal Aviation Field and acquired by the City to complete the field and to remove a hazard caused by trees on this particular strip of land: Beginning at the BE corner of the SWJ Section 7 TP 20 8 R 1 -E run W. 9 & 7/10 chains; North 12 & 17/100 chains; North 1S-4 degrees East 2 & 311100 chains; Southeast 14 & 35/100 chains; South 3 & 19/100 chains to beginning, containing 72 acres more or less. Request next received from the Associated Mortgage Cots., Inc., through H. C.DuBose, Agent, for permit to demolish and remove building on the rear of Lot 21 Edgewood Subdivision, as Amended. Thereupon, in view of the deteriorated condition of this building and the fact that within a short time it would probably have to be condemned, Commissioner Whitehurst moved that the permit be granted. Seconded by Commissioner Leffler and carried. Applications next received from Louis Perites at 1111 W. 13th St. and J. A. Gramling at 311 Sanford Ave., for permits to sell beer and wines, and on recommendation of the Chief of Police, same were approved. Commissioner Whitehurst next introduced the following resolution on the death of Asst. City Tax Collector M. D. Tarbell and moved its passage and adoption. D. TARBELL ASSISTANT CITY TAX COLLECTOR OF THE CITY OF SANFORD, FLORIDA _WHEREAS, Almighty God, in his infinite wisdom, has seen fit to call to his Heavenly Home Mr. M. D. Tarbell, who, at the time of his death, was, and for a long time prior thereto, had been Assistant Tax Collector of the City of Sanford, Florida, WHEREAS, Mr. Tarbell was a faithful, conscientious, energetic, efficient and courteous official of the City of Sanford, Florida, always performing his duties with tolerance, consideration and faithfulness, and was also a kind father, faithful friend and useful citizen, whose passing is mourned by the_ public as well as his fellow 42 MINUTES CITY COMMISSION; SANFORD, FLORIDA, June 29, 1936• _19 officers in both County and City: NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the City's cm dolences and sympathy in the death of Mr. M. D. Tarbell be extended to the members of his family, and that this resolution be spread upon the minutes of the City Commission as a testimonial of the regard and esteem in which he was held. On motion duly carried, the Commission next authorized payment to the Seminole Votmty�. Welfare Board of $50.00 for welfare work during the month of June, 1936. On motion duly carried, and on recommendation of the Chief of Police, the Commission next authorized cancellation of balance of sentences of Thos. Williams, Case No. 22397, and Mike Houston, Case No. 22402, each sentenced in the Municipal Court under date of June 15, 1936, to pay a fine of $50.00 or serve 50 days, 15 days of the sentence having been served. In connection with the need for a new motorcycle for use by the Police Department, the Clerk was next instructed to give publicity to the fact that the Commission will consider the purchase of an Indian 4 cylindar motorcycle at its next meeting. The meeting then adjourned to meet again at 7:30 o'clock P. M., July 6, 1936, after which the Board then re- convened as a Municipal Delinquent Tax Adjustment Board. Communication then read from Garland W.Spencer, representing Mrs. H. B. Odham, offering $150.00 worth, or approximately $500.00, of City of Sanford bonds in full settlement of tax liens amounting to $74.1+ and street paving liens amounting to $2,906.37, against Lots 42, 43 and 44 of the amended plat of Druid Park. Offer rejected, the Board agreeing, however, to accept $15.35 cash and $31.99 payple with City of Sanford bonds for the tax liens against these lots and $978.95 payable with City of Sanford bonds for the street paving liens. Consideration next given to further applications for adjustment of taxes for the year 19 and prior, and street paving special assessments, the following adjustments being authorized and approved: J.
