The City Commission of the City of Sanford , Florida, met in Regubar
session at the City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M.
June 8, 1936.

Meeting called to order by the Chairman.
Minutes of regular meeting of City Commission and Municipal Delinquent Tax
Adjustment Board of May 25th. 1936 read and approved.
Current invoices and payrolls for the month of May 1936, properly audited
and vouchered as evidenced by vouchers Nos 7557 through 7923, submitted, examined
approved and payment ordered.
Monthly reports of the Streets, Sanitation, Health, Water, Police, Fire and Libr
Departments for the month of May 1936, submitted and examined.
Financial Statement and statements of revenues and expenditures during the
month of May 1936, submitted and examined.
Bank statements in all accounts, properly reconciled, submitted and examined.
Representative of the Purdue Radio Service of Orlando next requested permit
to operate sound truck over the streets of Sanford between the hours of 8 A.M. and
4 P .M., on any day excepting Sundays, and same was referred to the Chief of Police
to handle in accordance with adopted policy.
In accordance with policy heretofore followed, the Commission next authorized
two weeks vacation with pay for each of the members of the Fire and Police Departments
and in addition authorized the employment of one additional man by each of these
Departments while such vacations are being taken.
Consideration was next given to the need for new and additional equipment for
the Fernald — Laughton Memorial Hospital, particularly if the application made to
the Public Works Administration of the Federal Government for A PWA Loan and grant covering
improvements and additions to this hospital is approved.
At this time the Commission was advised that PWA officials had suggested a
supplement to the original application for improvements and additions to the hospital,
covering this needed equipment, and that accordingly such a schedule had been pre-
pared totalling $5,213.00
Thereupon Commissioner Whitehurst moved that application be made to the Public
Works Administration for an additional $5,213.00 to be used to purchase equipment
needed by the Fernald Laughton Memorial Hospital, as outlined in said schedule.
Seconded by Commissioner Dupree and carried.
Consideration next given to the proposal of Marvin H. Smith to lease the Municipa
Airport; also recommendation of the Committee appointed to study this proposal,
as presented to the Commission at the meeting of May 25th. 1936.

At this time telegram was read from Marvin H Smith agreeing to the proposals
as made by the Special Committee, provided the City will agree to pay him $25.00 per
month as recommended by this Committee.
Thereupon Commissioner Dupree moved that the City Attorney be authorized to draw
one year contract with Marvin H.Smith along the lines as set out in the recommendation
of the Special Committee.
Seconded by Commissioner Leffler and carried.
At this time the Clerk was instructed to request the aforesaid Special Committee
appointed to study the proposal of Marvin H.Smith, to act as a standing committee to re-
port on any violations of the proposed contract by the said Mr. Smith.
The Clerk next reported receipt from the Umatilla Fruit Co. of the rental as
per terms of contract for the Golf Course Orange Grove for the year beginning May 1st2
1936, also from `Finn & Lovett Grocery Co. for rental as per terms of contract for the
Lake Front property on which is located dock warehouse of the Suwannee Steamship Co,
for the year beginning May S, 1936.
Application next received from Edward S. Bender for homestead exemption for the
year 1935 on Lot 6 Block 2 Tier 10, it appearing that Mr. Bender was entitled to
homestead exemption on this property for the year 1935 but through an oversight
failed to make proper application.
Thereupon, in line with ruling by Attorney General Landis covering such cases,
commissioner 7Vhitehurst moved the cancellation of the levy for the Department of
General Government for the year 1935 against lot 6 Block 2 Tier 10 amounting to X36.37.
Seconded by Commissioner Dupree and carried.
Request next received from "'rs. May Harrell for permit to pay the 1934 City of
Sanford taxes against Lot 1 Block 3 Tier 10 without the payment of the 1933 end
prior taxes at the same time, the 1935 having been heretofore paid and it being her
intention to make application for adjustment of the 1933 and prior taxes against
this property at a later date.
Request approved and City Tax Collector authorized to accept payment of the
1934 taxes against this property without requiring payment of the prior year's taxes
at the same time.
Consideration next given to the request of W.L.Cooper, presented at the meeting
of May 25th. that Pump Branch be piped and covered a certain distance south from Third
Street, as a sanitary measure , but due to the cost of such an undertaking and the
fact that Pump Branch is not for sanitary purposes but merely for storm drainage,
request could not be complied with at present.
Application next received from C.E.Benton for permit to construct and operate
horse and mule sales stable at the southeast corner of Summerlin Ave. and Celery
Ave. but due to the fact that this property is zoned as residential property, request refuse
Recommendation next received. from the City Planning Commission that the new plat
of Latonia, and the plat for the Boyking Place, Goldsboro District, be approved.
Thereupon Commissioner Leffler moved that the new plat of Latonia be approved.
Seconded by Commissioner lhhitehurst and carried.
Action deferred on the plat for the Boykin Place pending payment by the owner of
the property of the delinquent City of Sanford taxes against it.
Consideration next given to suggestion that a Beautification Committee to be
composed of owners of lots in the two municipal cemeteries, be appointed to act in an

advisory capacity and to stimulate interest in the appearance of the cemeteries.
Thereupon , after considerable discussion, the following were appointed to

Consideration next given to complaint of firs Rhoda B.Ewing that although approxima'
100 windows and frames taken from her condemned apartment house on Park Avenue
between Eighth and ninth Street, and stored at the City Pound had been burned while
in the custody of the City, she had not received any reimbursement for their loss.

Communication then read from Mrs. Ewing offering to accept ' 86.00 as payment in fu�l
for such windows and frames.
Thereupon Commissioner Dupree moved that Mrs Ewing's offer be accepted and that
she be paid $86.00 as settlement in full for the loss of such windows and frames.
Seconded by Commissioner Lodge and carried.
Bid next received from the Edwards Motorcycle Co. to furnish Indian Four Police
Special Motorcycle, completely equipped with Magneto Ignition 100 mile speedometer,
safety guard, Jiffy Stand, Cross Bar and two spotlights and Sterling Rear Wheel
Siren, for the Police Department, for a total of $505.15; also to allow credit
of $205.15 for the present motorcycle used by the Police Department, thus making
a cash outlay of $300 .00
Action deferred until a later date.
Consideration next given to the unsightly condition of various vacant lots
in the down town section.
Thereupon instructions were issued that proper notice be served on the owners
of such lots requiring that they be placed in a clean and sanitary condition, and
upon their failure to do so, the City to clean such lots and charge the cost thereof
against such lots.
On motion duly carried, the employment of Sanitary Inspector A.R.Marshall was
next ordered continued through the last half of June 1936.
The Clerk next reported $6,180.00 on hand to apply on judgments of Keefe, etal,
and $101.00 to apply on judgment of the United Mutual Life Insurance Co.
Thereupon Commissioner Xhitehurst moved that payment of the foregoing amounts,
as reported by the Clerk , be made.
Seconded by Commissioner Dupree and carried.
The meeting then adjourned to immediately re- convene as a Municipal Delinquent
Tax Adjustment Board.
Thereupon the following adjustments in taxes forthe year 1933 and prior, and
street paving special assessments, were authorized and approved:
