09143670 MINUTES CITY COMMISSION, SANFORD, FLORIDA, September 14, 7:30 19--36 P.M. The City Commission of the City of ,Sanford, Florida, met in Regular Session at the- City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M. September 14, 1936. Williams Meeting called to order by the Chairman. Current invoices and payrolls for the month of August , 1936, properly audited and vouchered as evidenced by vouchers Nos. 5065 through 5143, submitted, examined, approved and payment ordered. Monthly report of the streets, sanitation, health, water, police, fire and library departments for the month of August , 1936, submitted and examined. Financial statement and statement of revenues and expenditures during the month of August, 1936, submitted and examined. Bank statements in all accounts for the month of August, 1936, properly reconciled, submitted and examined. Minutes of regular meeting of the City Commission and meeting of the Municipal Delinquent Tax.Adjustment Board of August 24th, adjourned meeting of the City Commission of September 2nd, and adjourned meeting of the City Commission of September 11th, 19369 read and approved. Consideration next given to petitiom reoeived at the meeting of August 24th. against allowing the operation of a junk yard in the west 1/2 of Block between Fourth and Fifth Streets on Elm Avenue, but in view of the reports of Sanitary Inspector Marshall and Police Chief Williams that this yard is being conducted in an orderly and sanitary manner, petition denied until such time as this business may be found to be objectionable. Complaint next received from J.R. Owens as owner of the Montezuma Hotel property described as Lots 1 and 2 Block 5 Tier 3 to the 1936 valuation thereof, and same was ordered filed for consideration along with other complaints to be acted upon by the Equalization Board, A P Michaels, civil engineer, next discussed the need for a thorough investigation of tbe'municipal water supply and distribution system, offering to make such a survey and comple #e report for $500.00, with the understanding that if the City should undertake to make any improvements which might be found necessary as the result of this survey in order to improve the water supply, both as to quantity and quality, the cost of such survey would be credited on the fees for the engineering services required, such engineering services to be gigured on the basis of 5 percent. Matter taken under consideration. 1 J 1 r� 1 n U MINUTES CITY COMMISSION, SANFORD, FLORIDA,_ September 14, 7:30 P M 19_36 Mr. Paul Stine, together with representatives from the Worthington Pump and Mfg. Co. next submitted proposal for furnishing certain electric generators and pumpying equipment for the water pumpfing station whereby the City could generate its own electricity needed for pumping water at the wells. This proposal also taken under consideration. Proposal next received from W.F.Ravenel to pull ten piling in front of the City -owned dock at the foot of Myrtle Avenue and to drive and wrap with 1/2" or 5/9" cable two dolphins of three piling each in the yacht basin to be used for the mooring of larger boats at a total cost of $72.00 Thereupon in view of the need for the removal of the ten piling in front of the dock at the foot of Myrtit Avenue and the necessity for the two dolphins for use by larger pleasure crafts coming to Sanford, proposal accepted and work authorized. On motion duly carried, the Clerk was next authorized to obtain renewals for one year of all insurance policies expiring on Cb tober 1st, 1936. Supplementary WPA project covering work necessary to complete the National Guard Armory, totalling $3264.00 of which the City is to donate $635.00 in rentals of equipment, next presented, and on motion duly carried, same was approved and the Mayor and Clerk authorized to execute same on the part of the City. Re- consideration next given to the method of parking vehicles on Park Avenue. Thereupon Commissioner Whitehurst moved that as a safety measure, only parking of vehicles parallel to the curb be allowed on both sides of Park Avenue from Second Street south. Seconded by Commissioner Dupree and carried. Consideration next given to the agreement of the Commission under date of February 10,1936, to pay $10(XaOp towards the expenses of the Florida Exhibit at Rockfeller Center, a New York City, such payment to be made from revenues of the fiscal year 1936 -37• Thereupon, Commissioner Leffler moved the payment of the $100.00 as agreed at once, same to be charged to the Publicity Account in the current year's budget. Seconded by Commissioner Whitehurst and carried. Proposed lease with Minn & Lovett Grocery Company covering the rental of certain lake front property for a ten year period from Jan. 1937 , as authorized by the City Commission under date of July 13th. 1936, next presented and one copy ordered forwarded to W.R.Lovett, President of Winne Lovett Grocery Co. for his consideration. On motion duly carried, the employment of A.R.Marshall, Special Sanitary Inspector during the last half of September, 1936, next authorized. In accordance with the terms of the Charter , the Clerk was neat instructed to open the Registration Books on September 21st, 1936 for the Municipal Primary Election to be held on November 3rd, 1936. Mr. R.L.Glenn neat appeared with reference to office quarters needed by the Federal Rehabilitation Service, it appearing that the Sanfrd office has been made the district headquarters for a district comprising several counties and the office quarters heretofore furnished in the City Hall has become too congested for the increased personnel. Mr. Glenn then advised that suitable quarters could be obtained at the Arcade Building for $5"00: 1per month and in view of the fact that the Government does not allow any funds for office rentals, requested the City appropriate $5.00 per month for this purpose. 71 72 MINUTES CITY COMMISSION, SANFORD, FLORIDA, September 14, 7:30 P M 1936 Thereupon Commissioner Dupree moved that the City pay #5.00 per month for office quarters,in the Arcade Building for the Federal Rehabilitation Service fora period of six months. Seconded by Commissioner Leffler and carried. Application next received from Penti&nd,Gray & Moore, Certified Public Accountants, for the annual audit of the City's books for the,fiscal year ending September 30, 19369 agreeing that the total cost of the work would not exceed $600.00. Thereupon Commissioner Leffler moved that Pentland, Gray & Moore be designated to make the annual audit of the City's books for the fiscal year ending September 30th, 1936, in accordance with their application. Second by Commissioner Whitehurst and carried. Further consideration next given to the need of a new truck for the Street Department and a new pick -up truck to replace the one now being used by the Service Division of the mater Departmest, and on motion duly carried the Clerk was instructed to obtain bids for this equipment to be presented to the Commission at the meeting of September 29th. 1936. Further consideration next given to the need for replacing approximately 80 ties the railroad track abutting the City -owned concrete pipe plant, the Clerk reporting that a price of $.40 per tie had been obtained. Thereupon, on motion duly carried, this work authorized. Consideration next given to the necessity for replacements and improvements to the Municipal Water Plant. Thereupon Commissioner Leffler moved that #5,000.00 water department funds be reserved for replacements and improvements contemplated xe to the Municipal Water Plant. Seconded by Commissioner Dupree and carried. 0n motion duly carried, the Clerk was next instructed to remit to Dofnos Corporati $►1960.00 tromp the Bond Purchase Fund for purchase of City of Sanford bonds and /or certificates of indebtedness at market prioes, The meeting then adjourned until 7 :30 tip!- -Clock P.M.
