The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M. October 12, 1936.
Present: Commissioner S.O.Shinholser, Mayor.

Meeting called to order by the Chairman.
Current invoices and payrolls for the month of September, 1936, properly audited
and vouchered as evidenced by vourchers Nos 8144 through 8232, submitted, examined, approved
and payment ordered.
Monthly report of the streets, sanitation,hea_lth, water, police, fire and library
departments for the month of September, 1936, submitted and examined.
Bank statements in all accounts for the month of September, 1936, properly reconciled
submitted and examined.
Minutes of regular meeting of the City Commission and meeting of the Municipal
Delinquent Tax Adjustment Loard of September 28th, and adjourned meeting of the City
Commission of September 30th, 1936, read and approved.
Mrs Fred T. Williams, representing the Woman's Club, and Mrs H.J.Lehman representing
the D.A.R. next urged every effort possible towards the development for park purposes of
that land lying between East First Street and Seminole Boulevard from Sanford Avenue to the
Mayfair Hotel, much of this land being already owned by the City and dedicated for park
purposes. Mrs Lehman also read a letter from the Sallie Harrison Chap- taerof the D.A.R.
calling attention to the celebration in February , 1937, of the one hundredth anniversary
of the first settlement on Lake Monroe and urged that the proposed park be made a memorial
to this anniversary.
The ladies were then thanked for their interest and assured of the Commission's
willingness to cooperate in every way possible.
The following applications to sell beer and wines or liquor in the City of Sanford
during the fiscal year beginning October , 1936, were next presented, and on motion.

Communication next read from L F. Boyle, Commander of the Campbell Lossing Post
of the American Legion, requesting that the City furnish the facilities to move the World
War Memorial Monument from its present location in the Park Avenue and Fifth Street Park
to the American Legion property on Seminole Boulevard, permission having been obtained
from Mr. Frank Miller the original donor of this monument, to the change.
Thereupon Commissioner Dupree moved that the request be granted.
Seconded by Commissioner Whitehurst and carried.
Communication next read from Gen. Vivian Collins , Adjutant General, State of
Florida, notifying the City that the conditions in the deed of conveyance of certain lots
in Block "K" of First Street Extension to the State Armory Board that an Armory be es-
tablished on such property within a period of three years, had been met and that the
National Guard units of Sanford are now comfortably housed in a new and adequate armory.

Communication next read from R.L.Glenn, Chairman , Seminole County Planning Council
submitting bill of $11.30 for telephone charges incurred during the month of September
1936, in connection with the County Planning Council, and requesting that the City bear
one-half of such charges.
Thereupon Commissioner Whitehurst moved that one -half of such telephone charges,
amounting to $5.65 be borne by the City.
Seconded by Commissioner Dupree and carried.
An additional communication next read from Mr. Glenn suggesting that a beautification
program be developed under WPA at as early a date as possible, and same was referred to
the Beautification Committee, Commissioner Leffler, Chairman.
The Clerk next advised the Commission that the Florida. Power & Light. Co. had
refused as unsatisfactory Resolution No. 490, adopted on September 28th, 1936, authorizing
the execution of letter agreement covering the placing in service of three whiteway
street lights on Seminole Boulevard between Myrtle Avenue and Park Avenue, due tb_-the
insertion of the clause that the resolution was being adopted under protest.
Thereupon Commissioner Leffler introduced Resolution No. 493, and moved its
passage and adoption.
Seconded by Commissioner Whitehurst and carried by the following vote of the
Commission:

RESOLUTION N0. 493.
APPROVING A PROPOSED LETTER AGREEMENT DISCONTINUING CERTAIN
STREET LIGHTS FORMERLY OPERATED UNDER THE SAID STREET LIGHTING
AGREEMENT AND PLACING IN SERVICE CERTAIN OTHER STREET LIGHTS TO
BE OPERATED UNDER THE SAID STREET LIGHTING AGREEMENT; AUTHORIZING
AND DIRECTING THE MAYOR AND THE CITY CLERK OF AND ON BEHALF OF
THE CITY TO EXECUTE AND ENTER INTO THE PROPOSED LETTER AGREEMENT
WITH FLORIDA POWER & LIGHT COMPANY.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD; FLORIDA:
I. That the proposed Letter Agreement between the City acid Florida Power & Light
Company, set forth in Section 2 hereof, be and the same is hereby approved as to form and
substance.
2. That theMayor and the City Clerk of and on behalf of the City, be and they
are hereby authorized to execute and enter into with Florida Power & Light Company
the Letter Agreement described in Section 1 hereof, and hereinafter set forth in
form as follows:

Gentlemen:
This relates to the request contained in the ltter from Mr. F.S.Lamson, City
Clerk, dated March 21, 1936, in regard to the placing in service of certain street
lights under the Street Lighting Agreement in effect between us and the discontinuance
of other street lights formerly operated under said Street Lighting Agreement.

We will , as of the 15th day of October , 1936, discontinue three ( 3) 100 candle-
power street lights, Said street lights to be discontinued hereunder are more particular-
ly ^escribed as to number, candlepower, type, location, ownership, and burning schedule
on Exhibit "A" atteched hereto and made a part hereof. We will not bill you and you will
not be obligated to pay for the street lights shown on Exhibit "A" as discontinued, while
the same remain so discontinued. However, at any time, or from time to time, at your
request, we will place`in active service any or all of the street lights shown dis-
continued on Exhibit "A", and thereafter we will bill you and you shall pay for the
same in accordance with the said Street Lighting Agreement.
We will, as of the 15th day of October, 1936 place in service, under the terms and
conditions of the said Street Lighting Agreement, every other all night 100 candle -
power If White lay" street light on the South side of Seminole Boulevard starting
with the light at the corner of Myrtle Avenue and running east. Said street lights to
be placed in service under the said Street Lighting Agreement hereunder are more
particularly described as to number, candlepower, type, location,ownership and burning
schedule on Exhibit "A" attached hereto and made a past hereof.
We will bill you and you will pay for the said stteet lights placed in service as
shown on Exhibit "A" in accordance with the terms and conditions of the said Street
Lighting; Agreement.
If you agree to the foregoing, kindly so indicate by causing this letter and the
attached copies to be executed by your duly authorized officials under your corporate
seal in the spaces provided below for that purpose.

Report next received from Engineer Fred T.Williams that Mr. Fred Bender has
placed a price of $400.00 for a strip 50 feet wide across the western edge of his
property adjoining the Catholic and Lakeview•oemeteries for purposes of constructing
a roadway, and that K.S.Johnson would accept a reasonable amount for a 50 foot strip
across the Negro Cemetery for the same purpose.
Thereupon Mr. Williams was authorized to offer Mr. Bender $150.00 and K.S.
Johnson $50.00 for this right of way.
Communication next read from A.-�'.Michaels outlining his qualifications for
conducting a proposed survey of the Municipal Water System, and same was filed for
further consideration.
On motion of Commissioner Leffler, seconded by Commissioner Whitehurst and
carried, suspensions of portions of sentences of the following prisoners in the
City Jail, as recommended by the Chief of Police were approved:
Case No. 22476 Mable Saunders sentenced $50.00 or 90 days. Served 50 days
suspend balance.
Case No 22562 Jessie Harris, Sentenced $15.00 or 30 days. Served 10 days and
paid $10;00. Suspend balance.
Case No 22302, Ola Smith Sentenced $25.00 or 50 days. Served 38 days.
Suspend be-lance.
On motion of Commissioner Leffler, seconded by Commissioner Dupree and carried,
the 1935 personal tax agains the Sanford Bargain Store, amounting to $60.00 was ordered

Communication next read from G.E.Rollins, Supt. Atlantic Coast Line Railroad
Company, agreeing to permit certain improvements to Oak Ave. between First St.
and Second St. involving tracks of the Atlantic Coast Line Railroad Company, contem-
plated under a proposed WPA project for widening Oak Avenue, and same was ordered
filed for consideration at such time that the project is approved by the Federal
Government.
Application next received from T.J. Allen for permit to demolish and remove old
house on Lot 41 Pinehurst, First Addition and on recommendation of Building Inspector
Paxton, due to the dilapidated condition of the building, permit ordered granted.

Telegram next read from the Sanford Garden Club urging extensive beautification of tl
City of Sanford and same was ordered acknowledged and filed.
On motion duly carried, the Clerk was next instructed to make payment to Dofnos
Corporation from the "Bond Purchase" fund of $3300.00 to be used for the purchase of
City of Sanford bonds and /or Certificates of Indebtedness at Market prices, only, however,
when authorized by the City Commission.
On motion duly carried, the Clerk was next authorized to accept $95.00 from the
Barker Poster Advertising Co. as payment in full for rental of City owned property
on Celery Avenue between Willow Avenue and Bay Avenue, used for sign board purposes
from June 15, 1933 to December 15, 1936.
On motion duly carried, Sanitary Inspector Paxton's salary was ordered
placed at $110.00 per month with the understanding that he is to carry on the work
formerly done by Special Sanitary Inspector Marshall who has been transferred to the
Police Department.
There being no further business, the meeting adjourned to immediately
delinquent
