122836MINUTES CITY COMMISSION, SANFORD, FLORIDA, December 28, 1936 19 a. The City Commission of the City of Sanford, Florida, met in Regular Session at the City Hall in the City of Sanford, Florida,- at 7:30 P M. December 28, 1936. Present: Commissioner S.O.Shinholser, Mayor. " W.R.Dupree " W.A. Leffler " M.J.Lodge " P.N. Whitehurst City Attorney Fred R. Wilson City Clerk F. S Lamson Chief of Police R.G. Williams. Meeting called to order by the Chairman. Minutes of regular meeting of the City Commission and meeting of the Municipal Delinquent Tax Adjustment Board of December 14th, and adjourned meeting of the City Commission of December 17th, 1936, read and approved. Mr. J.E.Terwilliger next appeared with request to have water re- connected at 309 Elm Avenue without being required to pay old unpaid bill against this location or service charge or deposit. No action. Firman Church, lessee of the Municipal Airport, next outlined the need f or,a machine shop in the hangar at the airport and presented bill from Hill Lumber and Supply Yard for $46.06 covering the necessary material with the request that the City bear this part of the expense with the understanding that this building will become a permanent part of the airport equipment. Thereupon Commissioner Leffler moved that this bill be approved and paid /. Seconded by Commissioner Whitehurst and carried. Commissioner Leffler next introduced Ordinance No. 252 entitled AN ORDINANCE PROVIDING THAT NO HORSE, COW OR OTHER GRAZING ANIMAL SHALL BE KEPT, PENNED, HOUSED OR STALLED WITHIN ONE HUNDRED FEET OF ANY DWELLING HOUSE OCCUPIED BY OWNER OR TENANT IN THE CITY OF SANFORD, FLORIDA EXCEPT THAT OF THE OWNER OR KEEPER OF SUCH HORSE, COG OR OTHER GRAZING ANIMAL, AS HEREIN PROVIDED, AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE. and same was placed on-its first reading and read in full by the Clerk. Thereupon Commissioner Whitehurst moved that the rules be waived and said Ordinance No. 252 be placed on its final passage and adoption. Seconded by Commissioner Dupree. Thereupon the question recurred upon the waivure of the rules. On motion duly carried, Ordinance No. 252 was next ordered published in the Sanford Herald. The Clerk next presented bids received for making repairs to the Chamber of Commerce Building, repairing piling underneath the building, removing present pier piling and driving fender piling to protect building, the lowest prices submitted for this work totalling $722.50 No action. Instructions next issued to obtain bids for repairing the roof only. Communication next read from Mr. W.R. Lovett, President, Winn & Lovett Grocery Company, advising that it is not considered advisable to make the proposed enlargements to the dock located on property leased from the City on Seminole Boulevard at the present time. Thereupon action taken at the meeting of July 13th, 1936, agreeing to the execution of a new lease for ten years from January 1, 1937, provided certain additions are made to the present improvements, was ordered rescinded and the matter closed. Report of A.P.Michaels on the Municipal Water Supply for the City of Sanford next presented and taken under consideration. On motion of Commissioner Leffler, seconded by Commissioner y'Uhitehurst and carried, the Clerk was next authorized to make payment from funds on hand for et al, that purpose, of $6895.00 to apply on judgment of Kenneth M. Keefe /and $394.00 to apply on judgment of United Mutual Life insurance Company. Delegation representing the Seminole Chapter of Future.Farmers of America next presented resolution urging that steps be taken looking towards the prevention- of rot in the oak trees throughout the City through proper pruning and renovating, and same was referred to Sut�. Moughton. Application next received from Nick Constantine to transfer liquor package store license heretofore approved for the corner of French Avenue and Seminole Boulevard, to 309 E. First St. , and on recommendation of Chief of Police Williams, same was approved. On motion of Commissioner Leffler, seconded by Commissioner Dupree and carried, the Commission next approved suspensions of balance of terms of the following prisoners effective as of December 24th, 1936, same having been approved by Municipal Judge Miller and Chief of Police Williams: John Rodus, Case No. 22698, sentenced Nov. 2, 1936 to pay $35.00 or serve 70 days, the sentence expiring January 4, 1937. Sam Reed, Case No. 22918, sentenced Dec. 14, 1936 to serve 15 days, the sentence expiring December 30, 1936. Mary Robinson, Case No. 22796, sentenced December 7, 1936, to pay $10.00 or serve 20 days, the sentence expiring December 27, 1936- 1 1 1 �1 D I 1 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, December 28 at 7:30 P *9 Consideration next given to the matter of Workmanla Compensation insurance to be carried bn all City employees, it appearing that in order to place this risk the State Insurance Commissioner had approved a 200 per cent increase on all rates other than that of clerical office employees. Thereupon Commissioner 11,7hitehurst introduced Resolution No. 497 and moved its passage and adoption. A RESOLUTION BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA MAKING PROVISION FOR SECURING THE PAYMENT OF COMPENSATION AWARDED UNDER " FLORIDA WORKMEN'S COMPENSATION ACT." WHEREAS, the City of Sanford, Florida, as a. political subdivision of the State of Florida, is embraced by Chapter 17,481, Laws of Florida, Acts of 1935, known as If Florida Workman"e Compensation Act"; and WHEREAS, said City is required by Section 38 of said Florida Workmen's Compensation Act. to secure the payment of compensation awarded under such Act, and it is necessary for said City to either insure and keep insured the payment of such compensation with a stock company or mutual company or association.or exchange authorized to do business in the State of Florida, or by furnishing �* satisfactory proof to the Florida Industrial Commission of its financial ability to pay such compensation, and receiving an authorization from the Commission to pay such compen- sation directly; and WHEREAS, the City Commission of the City of Sanford, Florida, deems it expedient and for the best interests of said City to pay directly such com- pensation as may become payable under said Florida Workmen's Compensation Act, rather than procure insurance for the payment of such compensation with a stock company or mutual company or association or exchange, and said City bf Sanford is financially able to pay such compensation directly: NORM, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, : That any compensation which shall City of Sanford, Florida., under the Florida Workmen's paid directly by the City. ( Seal) Consideration next given to request of W.E.Kirchoff Jr. that the City officially close Twelfth Street between Holly Avenue end Cedar Avenue, but in view of the fact that Twelfth Street is one of the few streets south of Sixth Street giving access to the Goldsboro section from the East on motion of Commissioner Leffler, which was seconded by Commissioner Dupree and unanimously carri�d, request was denied. Consideration next given to the possibility of establishing a " Trailer Camp" in Sanford, action being deferred, however, pending the receipt of more complete information as to the experience of other cities where such "Trailer Camps" have been established. Communication next read from R.L.Glenn, Chairman of the Seminole County Planning Council, presenting bill for $12.35 covering telephone service in connection with WPA work for the month of December 1936, and requesting that the City defray one — half the- bost of such service. Request approved end Clerk authorized to remit $6.17 to Mr. Glenn. On motion of Commissioner Whitehurst, seconded by Commissioner Dupree and carried, the Water Department was next authorized to charge off $13.93 repre- senting excess water used by the WPA sewing room over and above $2.00 worth per month heretofore authorized. On motion duly carried, the Commission next authorized the salary of Ellen Hoy to be at the rate of $1740.per annum, that of Charlotte Smith to be a.t the rate of $1500.00 per annum, and that of City Attorney Wilson to be at the rate of $900.00 per annum, all such rates to be effective as of January 1, 1937• There being no further business the meeting then adjourned after which the Board immediately re— convened as a Municipal Delinquent Tax Adjustment Board.
