CITY COMMISSION, SANFORD, FLORIDA, December 14 at 7:30 P M 19- 6
The City Commission of the City of Sanford, Florida met in Regular Session
at the City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M. December
14, 1936.
Present: Commissioner S.O.Shinholser , Mayor.

Meeting called to order by the Chairman.
Current invoices and payrolls for the month of November, 1936, properly audited and
_as evidenced by vouchers Nos 8314 through 8400, submitted
voualaBredl examined, approved and payment ordered.
Monthly report of the Streets, Sanitation, Health, Water, Police, Fire and
Library Departments for the month of November , 1936, submitted and examined.
Bank statements in all accounts for the month of November, 1936, properly
reconciled, submitted and examined.
Financial Statement and statement of revenues and expenditures during the
month of November, 1936, submitted and examined.
Mrs Lonnie Broome next appeared with request for commutation of sentence
imposed against her husband in the Municipal Court of $200.00 or 60 days Case No.
22815 in order that he may take care of his family.
Matter referred to Municipal Judge Miller with authority to re -open case and
impose: a suspended sentence on good behavior.
Mr. Saunders next appeared with request for reduction in fine of '`illiam.
Jones, Case No. 22814, sentenced in the Municipal Court to pay $200.00 or serve
on
60 days in Jail, and /recommendetion of Judge Miller and Chief of Police Williams,
one -half of said fine was ordered suspended on payment of the balance .
Mr. T.E. Simpson, President of the Seminole County Chamber of Commerce next
appeared with referencec-to needed repairs to the Chamber of Commerce building,
advising that the Board of Directors had authorized $250.00 for this purpose
and requesting that the City defray the balance of the cost of such repairs.
Thereupon, Supt. Moughton was instructed to obtain estimate of the entire cost,of
needed repairs to the Chamber of Commerce building and report at the next regular
meeting of the C..r,.mission
Mr. Simpson next requested that the City take action looking towards the establish-
ment of a. If Trailer Camp" in Sanford and same was taken under consideration.
Communication then read from the Sanford Junior Chamber of Commerce, - -also urging
the establishment of a " Trailer Camp" and same was ordered filed with the request of
Mr. Simpson for further consideration.
Mr. H.M.Watson next appeared with reference to claims of the City approximating
$20,000.00 covering taxes, paving liens and bulkhead liens, against Lots 1 thru 11,
and 15 thru 19 in Block 1, Marvania, and urging that the City reduce its claims to
an amount commensurate with the present value of these lots in order that they may be
developed and improved.
Action deferred.

Minutes of regular meeting of the City Commisson and meeting of the Municipal Delin-
quent Tax Adjustment Board of November 23rd. , adjourned meeting of November 25th.,
Special meeting of December 9th and adjourned meeting of December 12th, 1936 read and
approved.
Communication next read from R.L. Glenn, Chairman of the Seminole County
Planning Council, requesting that the City pay one -half the telephone expenses
with
for the month of November , totalling $10.60 , incurred in connection/ WPA projects,, for this
City and County , and on motion duly carried, same was approved.

Communication next read from W.E.Kirchoff Jr. requesting that 12th Street, /Holly end
Cedar Avenues be closed, and same was taken under consideration.
Communication next read from the Sanford Atlantic National Bank requesting to be
designated as depository for City of Sanford funds during the year 1937, agreeing to
pay one -half per cent per annum ( payable quarterly) on all daily collected balances when
such sums exceed the sum of Two Thousand Dollars , reserving the right, however, to change
the rate of interest, upon notice, should conditions require during said year, and to
furnish collateral security for such funds as will be satisfactory to the City of Sanford.
Thereupon, Commissioner Dupree moved that the Sanford Atlantic National Bank be desig-
nated as depository for City of Sanford funds during the year 1937 under the terms and
conditions as outlined in said application.
Seconded by Commissioner Lodge and ca rried.
The Clerk next reported that the Standard Accident Insurance Co. had refused to renew
the Workmen�s Compensation Insurance for the year beginning Dec. 15, 1936, that no other
company could be located which would carry this risk, and that the matter had been referred
to the State Industtial Commission.
Action approved.
Commissioner Leffler next introduced Ordinance No. 251 entitled:
AN ORDINANCE PROVIDING THAT NO HORSE, COW, OR OTHER GRAZING ANIMAL SHALL BE KEPT,
PENNED, HOUSED, OR STALLED WITHIN ONE HUNDRED FEET OF ANY DWELLING HOUSE OCCUPIED
BY OWNER OR TENANT IN THE CITY OF SANFORD; FLORIDA, EXCEPT THAT OF THE OWNER OR
KEEPER OF SUCH HORSE, COW OR OTHER GRAZING ANIMAL AS HEREIN PROVIDED, AND PROVIDING
A PENALTY FOP THE VIOLATION OF THIS ORDINANCE.
and same was placed on its first reading and read in full by the Clerk.
Consideration next given to written request of E.D. Kirchhoff, Jr., for an extension
of time until January loth, 1937, in which to pay $1500.00 due under the terms of agreement
dated December 10, 1934, for the linens, bedding, silverware, kitchen utensils, etc, in the
Mayfair Hotel as detailed on an inventory attached to the said agreement.
Thereupon Commissioner Dupree inoved that the request be granted.
Seconded by Commissioner Lodge and carried.
Commissioner Dupree next introduced Resolution No. 495 and moved its passage and
adoption.

A RESOLUTION BY THE CITY COMMISSIONERS OF THE CITY OE. SANFORD, FLORIDA, IN REGARD
TO THE PROPOSED FLORIDA CROSS -STATE SHIP CANAL.
WHEREAS, There is under consideration the construction by the United States Government
of a sea level ship canal across the State of Florida, beginning at the mouth of the
St. Johns River, thence along the St. Johns River to the Ocklawsha River, thence westerly
along the Ocklawaha River and thence by a out to the Withlacoochee River, and thence
westerly along the Withlacoochee River to its mouth, and
Florida are mainly dependent for irrigation, and the destruction or serious impairment
of such artesian water supply would destroy the value of farms and citrus groves in
-said portions of the State of Florida, and likewise the means of livelihood of many thousands
of persons, and
WHEREAS, said UNITED STATES GEOLOGICAL SURVEY and STATE GEOLOGIST of the State of
Florida, and the UNITED STATES DEPARTMENT OF AGRICULTURE are of the opinion that a full and
comprehensive survey covering a period of possibly five years would be necessary to determine
with reasonable certainty the effect on said underground water supply of the construction
of said Canal, and such survey has not been made, and
WHEREAS, Seminole County is one of the most intensively cultivated areas in the United
States and has an artesian water supply which is the major contributing factor in this
development, and
WHEREAS, The farmers and citrus growers of Seminole County and people of the City
of Sanford, which is the County Seat of Seminole County, are concerned over the possible
impairment or destruction of said underground water supply, thereby causing an irreparable
loss to the vegetable and citrus crops and the possible devastation of the farms and
citrus area of said Seminole County.
WHEREAS, the
reports and opinions of
the UNITED STATES GEOLOGICAL SURVEY And the
STATE GEOLOGIST
of the State of Florida,
and investigations by the UNITED STATES DEPARTMENT
OF AGRICULTURE,
justify the belief that
the construction of the proposed Florida.
Cross -State Ship Canal may endanger and
possibly destroy, by lowering of the level or salt
BE IT FURTHER RESOLVED THAT this resolution shall become effective immediately upon

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA:
That the Congress of the United States be and it is hereby requested to deny authority
to construct said Florida Cross -State Ship Canal, or that such authority be withheld
until a full and comprehensive survey, covering such a period of time as may be necessary
therefor, be made and shall determine that the construction of said canal will not impair
or destroy the aforesaid underground water supply upon which a large portion of the
State of Florida is dependent for agricultural purposes.
BE IT FURTHER RESOLVED THAT this resolution shall become effective immediately upon
its passage and adoption.
BE IT FURTHER RESOLVED That a certified copy of this resolution be sent to the
United States Engineers for Rivers and Harbors, at Washington, D.C.

The Clerk next presented report of fourth and final analysis of milk from dairies
serving Sanford, all such milk coming well within the requirements for Grade A as
specified under the Milk Ordinance.
On motion of Commissioner Leffler, seconded by Commissioner Dupree and carried
$124.00 was next authorized transferred from the Contingent Fund to the Division of
Docks and Wharves to cover the cost of necessary repairs to docks in the Yacht Basins;
adjacent to the Municipal Dock.
Commissioner Lodge next moved payment of $17,150,00 to apply on the judgments of
the City of 6anford Bondholders Protective Committee, said amount having been collected
and appropriated for this purpose.
. Seconded by Commissioner Dupree and carried.
Application next received from H.N. McCalley for permit to move frame building now used
for store purposes on Lot 6 Block 9 Tier 9, located at the southeast corner of Seventh
Street and French Ave. toward the rear of the lot and install gasoline pumping equipment
in front.
Application approved in view of the recommendation of the City Planning Commission that

French Avenue from Fifth /to Thirteenth St. be designated as business property.
On motion duly carried, the Clerk was next authorized to refund to Alton Burke $5.00
erroneously paid for a fish dealers license in view of the State Law prohibiting
municipalities requiring a license of dealers in salt water fish.
Application next received from the Mayfair Hotel for permit to erect all -metal
sign on private property at the southeast corner of Park Avenue and Oeminole Boulevard.
Application approved provided sign is placed not less than 25 feet back from the
corner.
The Clerk next presented Audit Report of the books of the City of Sanford for the
fiscal year ending September 30th, 1936, as prepared by Pentland, Gray and Moore,
Certified Public Accountants.
On motion duly carried, the Chief of Police was next authorized to employ an additional
patrolman during the Christmas holiday season commencing December 19th, to enforce parking
regulations along First Street.
The meeting then adjourned until 7:30 o'clock P.M. December 17th. 1936, after which
the Board immediately re- convened as a Municipal Delinquent Tax Adjustment Board.
Thereupon the following adjustments of taxes for the year 1933 and prior and
