010537140 MINUTES CITY COMMISSION, SANFORD, FLORIDA, January 5, at 7:30 P M 19--57 The City Commission of the City of 6anford, Florida , met in Regular Annual Session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. January 5, 1937. Present: Commissioner S. 0 . Shinholser, Mayor. " W. R. Dupree " W.A. Leffler " M.J.Lodge " P.N.Whitehurst Commissiom r -Elect Edward Higgins. City Attorney Fred R. Wilson City Clerk, F. S. Lamson. Chief of Police R. G. Williams Meeting called to order by the Chairman. Minutes of Regular Meetinz of the City Commission and ne eting of the Municipal Delinqu Tax Adjustment Board of December 28th, 1936, read and approved. On recommendation of Mayor Shinholser and Municipal Judge Miller, Commissioner Whitehurst next moved that the balance of the sentence of J.H . Bowden, Case No. 22822 sentenced in the Municipal Court under date of December 21, 1936, to serve 60 days in jail, suspended on good behavior. Seconded_by Commissioner Leffler and carried. Application next received from Messrs Carlton & McKinney for license to operate skating rink on the north side of First Street between Cypress Avenue and Pine Avenue for a period of eight weeks and offering to pay $65.00 in advance for such license. Thereupon, after careful consideration, Commissioner Leffler moved that the offer be accepted and license issued. Seconded by Commissioner Lodge and carried. The Chairman next reported on efforts being made by the D.A.R. through Mrs. H.J.Lehman, to obtain from Mr . John Sanford a memorial to General H.S. Sanf ord, in the way of a new library building; also the rare collection of books, newspapers, manuscripts, paint- ings, sculpture and other works of art of General Sanford now being housed in the old Sanford homestead, it being the desire to have this memorial, if it can be obtained, presented as a part of the Centennial Anniversary exercises to be held on February 8th, 1937/ Thereupon, in view of the fact that formal application for this memorial must come from the City, Commissioner Whitehurst moved that proper investigation be made of the possibil- ities of esta- blishing this library in Sanford. Seconded by Commissioner Dupree and carried. On motion of Commissioner Whitehurst, seconded by Commissioner Lodge and carried, instructions were next issued to refund the following amounts representing payments heretofore received to assist in cost of laying water main along Seminole Boulevard from Park-Avenue to Elm Avenue , it appearing that this main is now being used to serve others than thoseoriginally affected and it therefore being considered proper that theCity should stand the entire cost of its construction: Standard Oil Company $200.00 Winn- Lovett Grocery Co. 50.00 Central Fla. Seconded by Commissioner Nhitehurst and carried. The Commission then re- convened for purposes of organization, Mr. Higgins and Mr. Lodge signing the oath of office and being seated as Commissioners of the City of Sanford for three year terms each. Thereupon Commissioner Hig .-ins moved that Commissioner Dupree be made tem- porary chairman, pending the election of a Mayor. Seconded by Commissioner Leffler and carried. Thereupon Commissioner Dupree took the Chair. Commissioner Leffler then nominated Commissioner Higgins as Mayor of the City of Sanford.- Florida, said nomination being seconded by Commissioner Lodge. There being no further nominations, Commissioner Leffler then moved that the nominations be closed. Seconded by Commissioner Whitehurst and carried. Thereupon Commissioner Higgins was declared to be the regularly elected Mayor of the City of.Sanford, Florida, to serve during the year 1937. Commissioner Higgins then signed the oath of office as Mayor of the City of Sanford, Florida, and took the Chair. A Committee of Winter Tourists next presented request that the Shuffleboard Courts at the northeast corner of Second St. and Palmetto Ave. be repaired and that lights be installed for night playing. Thereupon, after careful consideration, Commissioner Leffler moved that the matter be referred to Commissioner Lodge and Supt. Moughton with authority to make the neces- sary repairs at a cost not to exceed $100.00. Seconed by Commissioner Dupree and carried. Request next received from the Elks Lodge, through Mr. Fred Dorner for permission to conduct a Seminole County Fair, to be sponsored by the Elks Lodge, on property lying east of Banf ord Avenue between First St. and Seminole Boulevard, and that in addition the City waive any license against the carnival to be conducted in connection with such Fair. Action deferred. The meeting then adjourned to meet again at 10 O'Clock A.M. January 6, 1937. Mayor. Attest: City Clerk.' 141
