020937MINUTES CITY COMMISSION, SANFORD, FLORIDA, February 9th. at 7:30 P 1dg_�7 Seconded by Commissioner Dupree and carried. Applications next presented from A. Menendez at 1016 Orange Ave. and C.A.Partin at W. 13th St. and the railroad for licenses to sell beer and wines, and on motion of Commissioner Dupree, seconded by Commissioner Lodge, and carried, same were approved. In connection with the increased use of the shuffleboard courts at Second Street and Palmetto Ave., Commissioner Dupree next moved that the consturction of two additional courts at this location be authorized. Seconded by Commissioner Lodge and carried. On motion duly carried, the Clerk was next authorized to allow free use of the Municipal Auditorium for tourist activitites. Communication: next read from Frank H. O'Steen requesting permit to operate "penny confection shops" machines which vend penny confections, without license, and same was taken under consideration. A delegation from the Chamber of Commerce next urged the necessity for the estab- lishment of a " Trailer Camp ", and were assured of the cooperation of the Commission4 Mr. V.A.Williams next suggested that the City have a representative at Washington D.C. on February 15th. to make representations to the Post Office Department urging the designation of the Sanford Airport as an airmail stop, this date being suggested in view of-its being the date of the celebration in honor of Postmaster General Farley. Thereupon, in view of the fact that Mr. Williams is more familiar with this matter, Commissioner Lodge moved that he be authorized to proceed to Washington, D.C. for the purpose of endeavoring to obtain the designation of the Sanford Municipal Airport as an airmail stop, and that in addition Mr. G.W.McCrory be authorized to accompany Mr. Williams for the purpose of making the proper contacts, the total cost of the trip not to exceed $135.00 Seconded by Commissioner Dupree and carried. Application next received from Herbert Reed for Homestead Exemption for the year 1936 on Lots 16 and 17 of Block 24 Clark s Subdivision, he having failed to make application at the proper time through an oversight. Thereupon Commissioner Lupree moved that the application of Herbert Reed for homestead exemption for the year 1936 be approved, provided he is found by the Tax Assessor to be entitled to such exemption. Seconded by Commissioner Lodge and carried. Consideration next given to the propositions of Charles S. Henning and F.W. Bender covering the locating of bonds not deposited with the City of Sanford Bondholders' -Protective 17 Minutes of Regular meeting of the City Commission and meeting of the Municipal Delinquent Tax Adjustment Board of January 25th, adjourned meeting of the Municipal Delinquent Tax Adjustment Board of January 26th , adjourned meeting of the City Commission and adjourned meeting of the Municipal Delinquent Tax Adjustment Board of January 29th. and adjourned meeting of the City Commission-of February let, 1937, read and approved. Messrs, H.M.Watson and James Wright,_ representing the Sanford Baseball Associati0n next urged that every effort be made to expedite the construction of the club house at the Municipal Athletic Field and same was ordered handled with WPA Engineer Earl. Consideration next given to the matter of Publishing or Posting the Delinquent 1936 Real Estate Tax List. Thereupon Commissioner Lodge moved that the delinquent 1936 Real Estate Tax List be Posted in accordance with the terms of the Charter, as amended. Seconded by Commissioner Dupree and carried. Bender covering the locating of bonds not deposited with the City of Sanford Bondholders' -Protective 17 17S MINUTES CITY COMMISSION, SANFORD, FLORIDA, February 9th, at 7:30 P 149___37 Committee and the securing of assents by the owners of such bonds to the exchange of their bonds for the refunding bonds as authorized by Resolution No. 499• Thereupon Commissioner Lodge moved that the proposition of F.W.Bender be accepted, such proposition being as follows: OIt is understood that I be available for this work for a period of at least 6 months, but the Commission reserves the right to terminate the employment arrangement to suil its' own convenience. For such services the City will pay the writer the sum of $60.00 per week, plus actual expenses incurred when directed by the Commission to personally contact holders of bonds. The Commission will defray the expense of communication in- curred in the working out of the undertaking. In addition to salary, the City shall pay the writer a bonus for prompt and efficient performance, The bonus to be as follows: let. $1009000 refunded nothing 2nd 1009000 " nothing rd 1000000 " $350.00, 4th 1009000 N 500.00 , 5th 100,000 750.00; 6th 1009000 " 800.00 7th 100,000 " 800.00 On good authority, the Commission may assume that approximately 2% of the total outstanding will never be recovered so the probability of paying a bonus on the last $1000000 is very remote. " Seoonded by Commissioner Dupree and carried. Instructions next issued to the Clerk to make Mr Bender's appointment retroactive to February 4th, at which time he commenced work. Discussion next arose as to the proposed adoption of Uniform Charters for Cities as provided by the Constitutional Amendment approved by the voters at the election held November 6th, 1934. Thereupon the Commission.went on record as being opposed to the adoption:of uniform. charters until the bond problems have been settled. There being no further business the meeting then adjourned, after which the Commission immediately re- convened in final session as a Municipal Delinquent Tax Adjustment Board.
