The City Commission of the City of Sanford, Florida, met in Regular Session
at the City Hall in the City of Sanford, Florida at 7 :30 01 Clock P.M. February 22, 1937•
Present: Commissioner Edward Higgins, Mayor.

Meeting called to order by the Chairman.
Minutes of Regular meeting of the City Commission and meeting of the Municipal
Delinquent Tax Adjustment Board of February 8th, and adjourned regular meeting of the
City Commission and adjourned meeting of the Municipal Delinquent Tax Adjustment Board of
February 9th, 1937, read and approved.
Mr. G.W.Spencer next appeared with further reference to his application for
building permit to build a store building on lots 3,4, and 5 of Block 14 Tier 4,.
Action deferred.
Complaint next received f ram L.E.Tew to the hazard and unsightly condition:
prevailing in the neighborhood of First St. and Avacado Ave. caused by trucks and
trailers being parked and repaired on the streets and parkways, and same was referred
to Police Chief Williams to investigate.
Consideration next given to the condition of the roof of the Chamber of
Commerce building, after which instructions were issued to obtain bids covering the
re- roofing of t4is building, for presentation to the Commission at the next regular
meeting.
City Attorney Wilson next presented warranty deed covering the transfer of the
ten acre orange grove adjoining the Municipal Golf Course to the Umatilla Fruit Company,
the sale of this property to the Umatilla Fruit Company for a price of $3500.00 having been
authorized by Resolution No. 498, adopted by the City Commission under date of January
251 1937•
Thereupon, in accordance with the terms of said Resolution No. 498, and upon
being advised that the $3500.00 purchase price had been received from the Umatilla Fruit

Company, the Commission then authorized the Mayor and City Clerk to execute said warranty deed
on behalf of the City of Samford, Florida.
The. Clerk next presented notice from the Sanford Atlantic National Bank of the
receipt for collection of ten coupons No. 13, due January 1, 1930, from Bonds Nos. 7/11,
29,30, 54/56, Series Public Improvement dated 7/2/23, due 7/1/53, totalling $275.00,
said coupons having been forwarded by C.J.Root for payment from funds on hand duly appropria
for that purpose.
Thereupon Commissioner Leffler moved that these coupons be paid from funds collected
for that purpose.
Seconded by Commissioner Dupree and carried.
Consideration next given to the emergency which had arisen due to the curtailment

of funds by the Works Progress Administration of the Federal Government for the completion
of the clubhouse and other improvements at the Municipal Athletic Field to such an extent
that such clubhouse and other improvements could not be finished in time for the opening
of the Spring training season.
Thereupon. in view of the fact that arrangements had been made with the
Chattanooga Baseball Club by the Sanford Baseball Association to train in Sanford with the
understanding that the aforesaid improvements at the Municipal Athletic Field would be
completed when the training season opened, and in view of the further fact of the benefits
to be derived as the result of the selection of Sanford for this purpose, Commissioner
Dupree moved that sufficient material and labor, over and above that supplied by the
Works Progress Administration, be furnished by the City in order to complete these
improvements.
Seconded by Commissioner Lodge and carried.
The Clerk next presented bill of materials needed for these improvements
together with bids received therefor from local dealers as follows:

The Clerk next presented bids for plumbing for the clubhouse at the Municipal
Athletic Field, this item having been agreed as a donation of the spnosor when this project
was prepared, as follows:

Thereupon Commissioner Dupree moved that the bid of Lee Brothers for $425.00 be
accepted.
Seconded by Commissioner Lodge and carried.
The Clerk next reported that the $50.00 heretofore authorized to be used for the
care of indigent transients through the Salvation Army had been expended, and on motion..
duly carried, an additional $50.00 was authorized for this purpose.
Communication next read from the Sanford Ministerial Association urging that
an ordinance be passed regulating tent meetings and same was taken under consideration:,
Communication next read from The Federal Land Bank, Columbia S.C. agreeing to
release mortgage against a strip of land 50 feet wide lying immediately east of the
Catholic and Lake View Cemeteries and running across the property of F.W.Bender for$ 266.00
it being the intention of the City to use this property for road purposes and close that runn
through the cemetery.
After consideration, City Attorney Filson was authorized to offer the Land Bank
0.150.00 for this property, the price requested being considered exorbitant.
On motion duly carried, authorization was next granted for the purchase of one
new L.C.Smith Typewriter for use in the City Clerk's office, from Haynes Office Machine Co.,
at a price of $101.25 net, after allowance for old 20 inch Underwood typewriter turned in
as part payment, and City discount of 100.
On motion duly carried, the Tax Assessor was next authorized to carry Lot 6 Rand'e

Addition on the City Tax Assessment Roll as Exempt, due to the owner, Jerry Jones , being
blind, also the cancellation of 1936 taxes on this property.
Communication next read from H.F.Kent requesting strict enforcement of the
regulation governing the parking of automobiles on the streets after midnight, and
same was taken under consideration.
r. F.W.Bender next reported orally on the progress of the work in connection
with the locating of bonds not deposited with the City of Sanford Bondholders Protective
Committee, after which the meeting adjourned.
