The City Commission of the City of Sanford, Florida, met in regular session at the City
Hall in the City of Sanford, Florida., at 7 :30 O'Clock P.M. April 26, 1937•

Meeting called to order by theChairman.
Minutes of regular meeting of April 12th , Special meeting of April 14th. and adjourned
meeting of April 15th, 1937 read and approved.
Mr. H.M.Watson, representing the Sanford Baseball Association, next requested that the
City advance the down- payment, amounting to $2000.00 towards the cost of installing
flood lights at the Municipal Athletic Field, with the understanding that this amount
will be considered only as a loan to be. repaid from the gate receipts of the baseball
games.
Matter taken under consideration.
WPA Engineer Earl next requested that the City furnish one car of cement and one car
of sand to be used as a part of its donation on the Second Street and Magnolia Avenue
widening and repaving project, and on motion duly carried, same was authorized.
Engineer Earl next presented a WPA project covering the repairing and rebinding
of books at the Sanford Public Library at a total cost of $1402.00 of which the City's
share is $250.00 and on motion of Commissioner Dupree, seconded by Commissioner Lodge .
and carried, same was approved and the Mayor and Clerk authorized to execute on behalf of
the City.of Sanford.
Revised Preliminary Plan for the beautification of the proposed park area between First
Street.and Lake Monroe and extending from Sanford Avenue to San Juan Avenue, as prepared
by Landscape Architect Herbert L.Flint , next presented and referred to the Beautification
Committee composed of Commissioners Leffler, Dupree and Lodge.
Communication next read from Mrs . H.J.Lehman, Chairman of the Sanford Founders Day
Committee of the D.A.R., urging that the proposed park between Sanford 'venue and San Juan
Avenue be dedicated as a memorial to the 100th. Anniversary of the founding of Sanford and
suggesting that it be named Fort -- Mellon Park.
Matter referred to the Beautification Committee.
Report next read from F.W.Bender, W.R.Dupree and Edward F. Lane, as an arbitration
and
Committee to arrive at a valuation for a strip of A0 ft. E. and W. by 792 Ft. N. & S.
immediately` east of the Catholic and Lake View Cemeteries, to be used as a highway in
lieu of the road now being used across the Evergreen Cemetery, said committee placing
a value of $244.75 on the above described property.

Thereupon Commissioner Lee moved that the price as set by the Arbitration Committee
of $244.75 be accepted.
Seconded by Commissioner Lodge and carried.
On motion duly carried, the Commission next approved bill of Edward F. Lane
for $5.00 covering services in connection with the foregoing appraisal.
Communication next read from Mrs Lillian Wight of the Cemetery Beautification
Committee recommending improvement of the water supply in the Lake View Cemetery;
also recommending the enlargement of the cemetery the posting of signs with fines to
guard against marauders.
Matter referred to Committee composed of Commissioners Leffler, Lodge , Dupree
and Lee for investigation and report.
On motion duly carried, the opening of bids for proposed improvements at the
Municipal ',4ater Plant was next deferred until May 11th. 1937•
Communication next read from Kenneth M Keefe, Chairman of the City of Sanford
Bondholders' Protective Committee, advising that Thompson , Wood & Hoffman will give
an approving opinion on the new Refunding Bonds to be exchanged for those not
on deposit with the Bondholders Committee, at an ap ,proximate cost of $1,000.00
subject, however to a. minimum charge of $50.00 for each individual opinion given.
Consideration next given to the poor condition of the sanitary sewer serving the
Buena Vista Estates section, after which the matter was referred to Engineer Fred
T.Williams with a view to preparing a WPA project covering the repl? cement of this
sewer.
Report next received from Commissioner Lee and Chief of Police t7illiams
recommending the installation of traffic lights at certain dangerous intersections
in
the City, among which was the
intersection of
First
Street and
French Avenue
at
which point they recommended
the installation
of
an Eaglelus
Combination Unit
Signal and Controller, Type Y 43 E, three - color, 4 -way suspension type, as
manufactured by the Eagle Signal Corporation, at a cost of $144.50 for the signal
plus ap.ztoximately $35.00 installation charges.
Thereupon Commissioner Dupree moved that one Eaglelus Combination Unit Signal
and Controller, as recommended by Commissioner Lee and Chief Williams, be purchased at
this time and installed at the intersection of First St. and French Avenue.
Seconded by Commissioner Lodge and carried.
Communication next read from R.L.Glenn, Chairman of the Seminole County Planning
Council presenting April bill for WPA telephone No. 456 -W totalling $11.25, and
requesting that the City defray one -half the cost of such service.
Request approved and payment of $5.62 authorized.
Consideration next given to certain proposed legislation by the Legislature affecting
Municipalities , as follows:
A Bill revoking the right of Municipalities to levy a gasoline tax in addition
to that levied by the State.
A Bill limiting the levy on real estate for a11:- operating expenses, City, County,.
State and other taxing districts, to 15 mills over -all.
A Bill requiring all employees of cities with a population of 5000 or more to be
placed under Civil Service.
A Bill providing uniform charters for all cities in the State.

Thereupon Commissioner Dupree moved that City Attorney Wilson be instructed to
write to the Governor, and our Senator and Representatives at Tallahassee, entering
a protest against the passage of the foregoing bills.
Seconded by Commissioner Leffler and carried.
Consideration next given to the bill rendered by the Standard Accident Insurance
Company covering excess premium based on revised rates made retro - active to July 1,
1936, on Workmen's Compensation Polic"y which expired December 15, 1936, the date of
the endorsemnt advising of the revision of the rates being February 11, 1937, approx-
imately two months subsequent to the expiration of the policy.
After considerable discussion Commissioner Lodge moved that the Insurance Company
be advised that the City considers it within its rights to refuse to pay the additional
premium charged under the revised rates.
Seconded by Commissioner Dupree and carried.
Consideration next given to the desire to obtain cancellation of the State and
County taxes against the proposed park property between Sanford Avenue and San Juan
Avenue, extending from First St. north to Lake Monroe; also the cancellation of all
City and State & County liens against lots 1 through 4, 6, S through 54, D.,E. G,
including riparian rights and H, including riparian rights, all in Lake View Park,
such cancellation to be contingent upon the completion of the proposed division of
this property whereby Seminole County will acquire Lots 3,4,6 and S through 19,
the City will acquire Lots 20 through 40, 48 through 54 and Lot H, and the ownesrs of
this property will retain Lots 1, 2, 41 through 47, D , E. and G.
Thereupon Commissioner Dupree moved approval of the following entitled bills
to be presented for passage by the Legislature:

SANFORD, FLORIDA, ACQUIRED37BY SAID CITY OF SANFORD, FLORIDA, FOR PUBLIC PARK AND
OTHER MUNICIPAL PURPOSES, AND PROVIDING FOR THE CANCELLATION OF CERTAIN STATE AND
COUNTY TAX CERTIFICATES AND CERTAIN STATE AND COUNTY TAXES UPON CERTAIN LANDS IN
THE CITY OF SANFORD,FLORIDA,BEING ACQUIRED BY SAID CITY OF SANFORD, FLORIDA,
FOR PUBLIC PARK AND OTHER MUNICIPAL PURPOSES.
AN ACT TO AUTHORIZE SEMINOLE COUNTY,FLORIDA AND CITY OF SANFORD, FLORIDA TO ACCEPT
CONVEYANCES OF CERTAIN LANDS IN THE CITY OF SANFORD, SEMINOLE COUNTY, FLORIDA, AND TO
CANCEL CERTAIN STATE AND COUNTY TAX CERTIFICATES AND STATE AND COUNTY TAXES AND
CERTAIN CITY OF SANFORD, FLORIDA, TAX CERTIFICATES AND TAXES AND SPECIAL ASSESSMENTS
UPON SAID LANDS TO BE CONVEYED 'r0 SEMINOLE COUNTY, FLORIDA, AND CITY 7 SANFORD,
FLORIDA,-AND CERTAIN OTHER LANDS IN THE CITY OF SANFORD, FLORIDA, UPON THE CONVEYANCE
TO SEMINOLE COUNTY, FLORIDA, AND TO THE CITY OF SANFORD, FLORIDA, OF CERTAIN OF
SAID LANDS IN THE CITY OF SANFORD, SEMINOLE COUNTY FLORIDA.
Seconded by Commissioner Lodge and carried.
There being no further business the meeting then adjourned.
