March 22 at 7:30 P M 19_-H The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M. March 22, 1937. Williams Meeting called to order by the Chairman. Minutes of Regular meeting of the City Commission of March 8th, 1937 read and approved. Ordinance No. 254 entitled: AN ORDINANCE AMENDING SECTION 13 of ORDINANCE NO.212 OF THE CITY OF SANFORD, FLORIDA, ENTITLED , "AN ORDINANCE TO PROVIDE FOR AND REGULATE THE HOLDING OF REGULAR AND SPECIAL MUNICIPAL ELECTIONS IN THE CITY OF SANFORD, FLORIDA." introduced _and placed on. its first reading ai_the regular meetinglof: the City Commission of March 8th, 1937, was next placed on its second reading and read in full by the Clerk. Thereupon the roll was called on the passage and adoption of said Ordinance No. 254, the vote being as follows: Commissioner Higgins Aye " Dupree Aye " Leffler Aye to Lodge Aye Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted said ordinance No. 254 entitled: AN ORDINANCE AMENDING SECTION 13 OF ORDINANCE NO 212 OF THE CITY OF SANFORD FLORIDA, ENTITLED, " AN ORDINANCE TO PROVIDE FOR AND REGULATE THE HOLDING OF REGULAR AND SPEC IAL /JLEQT ;ONES IN THE CITY OF SANFORD, FLORIDA." unicipall On motion duly carried, Ordinance No. 254 was next ordered published in the Sanford Herald. Rev. W.S.Queen next appeared with requeet that all -night White way street light on the north side of Ninth St. between Elm Ave. and Laurel Ave. be placed back in service and same was taken under consideration. Communication next read from the Central Hanover Bank & Trust Co. New York City, accepting appointment as agent for the City of Sanford in connection with the exchange of bonds not deposited with the City of Sanford Bondholders' Protective Committee , and advising that their charges would be computed on the basis of $1.25 per bond exchanged; in case of an adjustment of interest, $.30 for each interest check issued; also reimbursement for any out-of-pocket expense incurred, including the cost of postage, insurance and stationery. Communication next read from Fred H Grieme, Regional Supervisor, of the U.S. Department of Commerce, advising of certain necessary work and changes needed at the Municipal Airport before it could be classed as suitable for scheduled operations; also communication from the Superintendent of the Atlantic Coast Line Railroad Company with reference to the request of the City that the telegraph line crossing a portion of the airport be moved so as to eliminate a hazard to airplanes and inquiring whether �.f� MINUTES CITY COMMISSION, SANFORD, FLORIDA, Maroh 22 and 7: 30 P M 19 37 the City would bear the expense of moving this line. Thereupon Commissioner Leffler moved that an expenditure of $200.00 be author- ized to make the necessary changes and improvements at the Municipal Airport. Seconded by Commissioner.Dupree and carried. The Clerk next presented advertisement and specifications as prepared by Engineer J.E.Craig covering the purchase and installation of 2 -150 H.P. Diesel generating units complete , at the water pumping station, 5 turbine pumps at the wells and electric transmission line from the station to the wells. Thereupon the Clerk was instructed to call for bids on this equipment, such bids to be returnable at the meeting of April 26th, 1937. J.R.Lyles next applied for homestead exemption for the year 1936 on Lot 2 Block 12 Tier 6, this property being separated from the lus1rame of his property by an alley but considered by him as a part of his homestead. Thereupon, upon motion duly carried and in accordance with a recent ruling of the Courts, homestead exemption ordered allowed on this property. Communication next read from R.L.Glenn presenting bill for WPA telephone service for the month of February , amounting to $12.91 and requesting that the City defray one half the cost of such expense:. Request approved. On motion duly carried, the Clerk was next instructed to obtain bids for supplying uniforms for the members of the Police and Fire Departments. In accordance with a. new regulation of the Federal Government which provides that municipal funds shall not be carried in Savings Accounts, the Clerk next reported that the Special Assessment Account at the Sanford Atlantic National Bank, amounting to $223.44 had been transferred from a Savings Account to a. Checking Account. On recommendation of municipal Judge Miller, concurred in by Chief of Police Williams, the Commission next approved suspension of $100.00 of the fine of $200.00 assessed against Harley Halligan in the Municipal Court, Case No. 23126, and suspension of the 90 day sentence in jail assessed against Mrs. Robert King, Case No 23128. On motion duly carried, Water Plant Engineer Abrahams was next authorized to attend the annual Florida Waterworks Convention to be held at Camp Roosevelt near Ocala on March 29th to April 1st, inclusive, the expenses thereof to be borne by the City. In connection with the request received from the Civic Department of the Woman's Club for an investiggtion of the rates being charged -by the "10¢ Taxi -cabs" City Attorney Wilson next reported that the only regulation governing rates to be charged by Taxi -cabs is contained in Section 95 of the Revised Ordinances, wherein a. maximum charge of .250 is set. Thereupon Chief of Police Williams was instructed to call this sectiorr of the revised Ordinances to the attention of the various taxi-cab operators and to order the removal of the 100 signs unless they are to be adhered to. adoption. A RESOLUTION REQUIRING THE SECOND STORY OF THAT CERTAIN BUILDING LOCATED AT NO. 109 -111 WEST FIRST STREET, IN THE CITY OF SANFORD FLORIDA, TO BE PUT IN A STATE OF SOUND REPAIR AND PROVIDING THAT THE BUILDING INSPECTOR OF SAID CITY MAY PUT IT IN A STATE OF SOUND REPAIR OR REMOVE SAID PORTION OF SAID BUILDING, AT THE EXPENSE OF THE ONNER, UPON FAILURE OF THE OWNER THEREOF TO PUT THE SAME IN A STATE OF SOUND REPAIR NITHIN THE TIME HEREIN REQUIRED. A RESOLUTION CONDEMN ING AND REQUIRING THE REMOVAL OF A BUILDING ON LOT THREE IN BLOCK SEVEN TIER ONE ( LESS A LOT SIX FEET EAST AND WEST BY T'NENTY -THREE FEET NORTH AND SO Th IN THE NORTHWEST CORNER) IN THE CITY OF SANFORD, FLORIDA. WHEREAS, there is located on Lot three in Block Seven Tier one ( Less a Lot six feet east and west by twenty three feet north and south in the northwest corner *) in the City of Sanford, Florida a frame building which the Building Inspector of the City of Sanford, Florida, has re- ported to the City Commission of said City is dilapidated, unsanitary and unsafe and a fire hazard to surrounding property, and the City Commission of said City is of the opi4ion that said building is in such condition that it cannot be put in a state of sound repair and ought to be demolished: NOW , THEREFORE, BE IT RESOLVED by the City Commission of the City of, Sanford, Florida, that the owner or owners of the above described building be notified that unless just cause is shown at the regular meeting of the City Commissioners of Sanford, Florida, on the 12th day of April , 1937, why said building should not be demolished, the Building Inspector of said Cit,/ of Sanford shall proceed at once to demolish the same. BE IT FURTHER RESOLVED that a copy of this resolution shall be mailed I?Y the City Clerk to the owner of the aforesaid property. BE IT FURTHER RESOLVED THAT THIS RESOLUTION SHALL BEcOME EFFECTIVE IMMEDIATELY UPON ITS PASSAGE AND ADOPTION. Passed and adopted this 22nd day of march 1937. Attest: F.S.Lamson City Clerk. In connection with the agreement to submit the matter of price for a 50 ft. strip of land to be used for road purposes immediately east of the Catholic and Lake View Cemeteries, to an arbitration board, the Chairman next appointed Commissioner Dupree as the City's member of such board. A Committee from the Sanford Lions Club, with Maxwell Stewart as spokesman, next outlined a Safety Program as urged by the Lions Club, and same was given the endorsement cif the Commission. Consideration next given to the need for a power mower for use at the cemeteries. Thereupon Commissioner Lodge moved that a power moiler be purchased for use at the cemeteries, at a price not to exceed 4150.00 F.O.B. Sanford. Seconded by Commissioner Dupree and carried. Commissioner Dupree next moved that Supt. Moughton be authorized to re— employ Robert North for work in connection with carrying out the City's proposed beautification program. Seconded by Commissioner Lodge and carried. On motion duly carried, the Clerk was next authorized to pay $5.00 to the Cemetery Beautification.Committee to be used for stationery, stamps etc, in connection with their program for beautification of the cemeteries. Communication next read from A.P.Connelly & Sons inclosing endorsement to be attached to Workmen's Compensation Insurance policy which expired December 15, 1936, covering new rates on such policy made retroactive to July , 1936, also bill for excess premium on such policy, amounting to $_326.14, based upon audit as of December, 15, 1936, and the new rates as outlined in the said endorsement.
