The City Commission of the City of Sanford, Florida, met in adjourned
session at the City Ha IL in the City of Sanford, Florida, at 7:30 P.M. March 15, 1937.
Present: Commissioner Edward Higgins, Mayor.

Meeting call6d to order by the Chairman.
Mr. L.H.Connelly then presented a plan for excess insurance coverage, commonly
known as catastrophe insurance, on all City employees, to be used in conjunction with
the City's liability under the Florida Workmen's Compensation Law, and same was taken
under consideration.
The Clerk next reported accident to George W. Turner while constructing club
house at Municipal Athletic Field resulting in fracture of his right wrist and that in
the requirements of the Workmen's Compensation Act, the City it required to furnish
accordance with/medical treatment and in case he is totally disabled for more than
14 days, compensation at the rate of 60 percent of his average weekly wage, with the
proviso that if he is totally disabled for 28 days his compensation will be from the
date of the accident.
Thereupon the Clerk was authorized to handle the case in accordance with the
provisions of said workmen's Compensation Act.
Consideration next given to the matter of handling past due unpaid. interest on
bonds not deposited with the City of Sanford Bondholders Protective Committee.
Thereupon, upon motion duly carried, Mr. Bender was authorized to offer for the
past due unpaid interest on each of the bonds not deposited with the City of Sanford,
Bondholders Protective Committee, when making arrangements for the exchange of such
bonds for the new Refunding Bonds, $20,00 in cash and note for $50.00 payable in
five equal annual instalments, such offer to be contingent upon all unpaid interest
coupons being attached to such bonds.
Communication next read from E.P.Owen, Jr. Secretary of the Florida League
of Municipalities, outlining the proposed program of the League for the benefit of
Municipalities at the 1937 session of the Legislature and requesting financial
assistance in the carrying on of this program.
Thereupon, after considerable discussion, and in view of the benefit to accrue
to the City as a result of the proposed program, Commissioner Leffler moved that
the City donate $100.00 for this purpose.
Seconded by Commissioner Lodge and carried.
Offer next received from Fred T. Williams to sell to the City Bond No. 693
Series A -1, Int. 6% with interest coupons due July 1, 1929 and subsequent attached,
at a price of $350.00 flat.
Thereupon Commissioner Leffler moved that Bond No. 693, Series A -1, with
interest coupons duly July 1, 1929, and subsequent attached be purchased at a price
of $350.00 flat.
Seconded by Commissioner Lodge and carried.
The Clerk next presented " Preliminary Study for Waterfront Park" lying
between East First Street and.Lake Monroe, and extending from Sanford Avenue east

to San Juan Ave. as prepared by Herbert L. Flint, Landscape Architect, and same was
taken under consideration.
On motion duly carried, instructions were next issued to pay Mr. Flint $100.00
at this time in accordance with the terms of his agreement.
There being no further business, the meeting then adjourned.
