The City Commission of the City of Sanford, Florida, met in Regular Session at the
City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M. April 12, 1937•
Present: Commissioner Edward Higgins,Mayor.

Meeting called to order by the Chairman.
Current invoices and payrolls for the month of ?:-_arch 1937, properly audited and
vouchered as evidenced by vouchers Nos. 9648 through 5736 submitted, examined, approved
and payment ordered.
Monthly reports of the streets, sanitation, health, water, police, fire and
library departments for the month of Parch 1937, submitted and examined.
Bank statements in all accounts for the month of Burch 1937, properly reconciled
submitted and examined.
Financial statement and statements of revenues and expenditures during the
month of March 1937, submitted and examined.
Minutes of Adjourned meeting of Marchl5th. and regular meeting of March 22nd,
1937, next read and approved.
mr. W F Shelly, representing the local lodge of B.P.O.E next presented request
that water be donated by the City for purposes of beautifying the gvounds adjoining
the Elks Lodge house and same was taken under consideration.
A Committee from the American Legion, with George Weinstein as spokesman, next
outlined.. the activities of the Sons of American Legion Drum and Bugle Corps and requested
some financial assistance towards the purchase of uniforms and instruments as well as
towards the expenses of the Corps to the State Convention at Lakeland.
Thereupon, after considerable discussion and in view of the benefits to accrue
to the City through the publicity to be gained, Commissioner Dupree moved that $100.00
be donated towards the expenses of this Corps to the State Convention at Lakeland.
Seconded by Commissioner Lodge and carried.
A Committee from the Seminole County Agricultural Club, consisting of J.J.Gut
and Henry Schumaker, next outlined the investigation being carried on by Sidney A Stubbs,
Geologist, into the underground water supply in this City and County, and requested an
appropriation of $100.00 to assist in the expenses of such investigation.
Thereupon, in view of the vital need for definite information as to our underground
water supply, Commissioner Lodge moved that $100.00 be donated for this purpose..
Seconded by Commissioner Dupree and carried.
G.W.Spencer next requested approval by the Commission of a proposed bill to cancel
some unpaid City taxes against theElks Club property, described as Lots 21 through 28 Blk.
L, First Street Extension, and same was taken under consideration.
Mr. Spencer then urged that the Commission endeavor to obtain immediate release of the
proposed WPA Golf Course project, this matter also being taken under consideration.
Request next received from G.E.Slack that action on the eondamnation proceedings
brought against a frame building located on Lot 3 Block 7 Tier 1 be deferred for 60 days.

Request approved.
The Commission was next advised that a writ of 1andamus had been obtained by
the Bondholders Protective Committee, represented by Natt T.Wagner, Ralph M. Winters
C.T.Diehl and Kenneth M Keefe, calling for the payment from the revenues of the water
department of the following past.due water bond interest aupons, totalling $7,012.50
21 Coupons numbered 21 evidencing interest on bonds Nos. �g34Z3,135g�usive /�and54
7� Coupons numbered 22 evidencing interest on bonds Nos. 75z, / „ ,
164/71, 196/200, 226/50, 271/75, - - - - -- inclusive, Series Public Utility Bonds,
dated January 1, 1924.
28 Coupons numbered 16 evidencing interest.on bonds Nos 15, 46/50, 86/107 inclusive
Improvement bonds Series "CC" dated July 1, 1926.
129 Coupons numbered 17 evidencin$$ interest on bonds Nos 11/15, 19/23, 30/40, 46/53

Thereupon Commissioner Dupree moved that the payment be made as required by
said writ of mandamus.
Seconded by Commissioner Lodge and carried.
Communication next read. from R.L.Glenn requesting that theCity pay 112 the
P,.iarch Telephone Bill totalling $5.50 against Telephone 456 -W, used. entirely for WPA
work, and on motion duly carried, this expenditure authorized.
Communication next read. from the Meisch Realty Company requesting permit to
demolish two frame sheds and one stucco office building on Block 5 Tier 12 against
which City taxes and liens have accrued., with the understanding that the proceeds from
the sale of the salvaged material will be used entirely for the payment of City
Taxes against other property owned by this Company.
Request approved and permit ordered issued.
Prices next received for the printing of the $5,900,000.00 Refunding Bonds
as follows:
Security Banknote Company, Philadelphia $10100.00
E.A.Wright Banknote Company, Philadelphia 1,240.00
Foote & Davies Company, Altanta, Ga. 1,320.00
Thereupon, Commissioner Dupree moved that the bid. of Security Banknote
Company be accepted and order, be issued for the immediate printing of the bonds.
Seconded by Commissioner Lodge and carried.
Bids next received from Yowell & Company and W.E.Watson for furnishing
uniforms and shirts for the members of the Police and Fire Departments and on
motion duly carried, the following awards were made:
Yowell & Company B uniforms for Police Department, at $39.75 each.
W.E.Watson, 5 uniforms for Fire Department , at $39.50 each.
6J dozen shirts for Police and fire departments
at .$24.00 per dozen.
Application next received from Reinhardt Becker for permit to sell beer
and wines at 408 Sanford Ave., and on recommendation of Chief of Police Williams,
same was approved.
The Clerk next reported that the case of George W. Turner, injured while con-
structing club house at the Municipal Athletic Field and protected under the provisions
of the Workmen's Compensation Act, had been closed as of April 5th. at which time he
was pronounced cured by City Physician Tol&r, and that all-the requirements of said
Workmen's Compensation Act governing the payment of medical care and compensation
had been complied with.

Application next receved,Prom Louis.Perides & Halikakis for permit to move liquor
store now being operated on.W. Thirteenth'St. in the Lincoln Theater Building, one room east
but in the same building, and on recommendation of Chief of Police Williams same was approved,
Request next received from,Snow's Paint and Glass Co. for permit to erect pole,
sign in,front of its place of business on South Park Ave., the pole to be fourteen feet;
high, supporting a Neon sign 4 ft, by 5 ft, and to be located 12 ft, out from the building
and 4 ft. in from the curb.

Petition next received from some residents of the Goldsboro section requesting that
a street light be placed at the intersection of Avacado,Ave. and Tenth St.
Action deferred.
Instruction next issued to Supt, h1oughton to allow half- holidays on Saturdays during
the summer months to such of the employees of his departments as will not interfere with the
carrying on of the necessary work.

Communication next read from R.G.Mcpherson Jr. and Geo. K. Hildredth requesting
suspension of balance of sentences imposed in the Municipal Court; also one from Mrs.
L.B.Higgins requesting that the City pay her rent while her husband. is serving sentence
in the City Jail.
Requests refused.
In connection with the request of Rev. W.S.Queen that the all -hight white way street
light on the north side of Ninth St. between Laurel Ave and Elm Ave. be placed back in
service, the Clerk was next instructed to make request to the Florida Power & Light Co.
to place this light back in service, it appearing that.this can be done with no additional
expense to the City due to the removal of the white way light and pole from the N.W. corner
of Second St. and Park Ave.
Report of the Cemetery Beautification Committee, by Mrs Claude Herndon,.Vice Chairman
next presented, read and ordered acknowledged.
The Clerk next reported that W.A.Leavitt, A.W.Lee and J.H.Truluck had presented
petitions signed by twenty -five or more, qualified electors of the City of Sanford, Florida,
that their names be placed on the ballot to be used at the Special Municipal Election
to be held April 13, 1937, for the purpeee of electing one City Commissioner to serve the
balance of the term of P.N.Whitehurst, resigned; that said petitions had been filed with
the City Clerk within the time prescribed by law and that accordingly their names had
been placed on the ballot as qualified candidates to be voted upon at said election to be
held April 13, 1937. Action approved,
