The City Commission of the City of Sanford, Florida, met in regular session
at the City Hall in the City of Sanford, Florida at 7 :30 o'clock P.M. , May 24, 1937.

Meeting called to order by the Chairman.
Minutes of special meeting of 1,.1aY 5th., regular meeting of May 10th, adjourned
meeting of I,Iay 11th, and special meeting of ;lay 15th. , 1937, read and approved.
Mr. D.L.Thrasher and Itlr. Epshaw, representing the Prudential Life Insurance
Company next submitted several propositions covering group insurance on City employees
and same were taken under consideration.
hers. Claude Herndon and Illrs Harry Heeren, representing the Cemetery Beauti-
fication Committee, next stressed the need for proper housing facilities for the
caretaker at the cemetery and presented figures showing that the cost of materials
for inclosing the upper part of the pavillion would not exceed $150.00.
Thereupon Commissioner Dupree moved that the matter be referred to Supt.
Loughton with authority to have this work done provided the cost of the materials
does not exceed $150.00, the total cost including labor not to exceed $200.00.
Seconded by Commissioner Lodge and carried.
hir. F.T.Williams, Chairman of the Seminole County School Board, next reported
on the need for more adequate sanitary facilities for Crooms Academy, and offered to
furnish all materials and engineering necessary to run a sewer line from this school
to the nearest City sewer if the City would furnish the labor.
Matter taken under consideration.
Mr. Walter Trapp next petitioned the Board for financial assistance to the
extent of $25.00 to apply on the cost of going to Dayton, Ohio for treatment for Arthri-
ti:a, it appearing that the disease had progressed to such an extent to make him in-
capable for further self- support.
Action deferred pending an investigation and report.

$5,9002000.00 to consist of two series, namely, Series A in the aggregate principal
amount of $5,274,000.00, and Series B in the aggregate principal sum of $626,000.00
and the exchange of Refunding Bonds, Series A, for a like principal amount of out -
standing bonds and certificates of indebtedness of the City of Sanford., except those
two certain issues designated " Public Utility Bonds" dated January 1, 1924, and
"Improvement Bonds Series CC" dated July 1, 1926, and the exchange of Refunding
Bonds, Series B, for a like principal amount of said two issues of bonds designated
11 Public Utility Bonds " dated January 1, 1924, and " Irprovement Bonds " , Series
CC" , dated July 1, 1926, and Central Hanover Bank & Trust Company of New York City,
New York, has been designated as the agent through which said exchange shall be
effected; and
WHEREAS, of the outstanding bonds and certificatis of indebtedness of said city
for which said Refunding Bonds are authorized to be exchanged, bonds and certificates
of indebtedness in the principal amount of $5,152,000.00 have been deposited with
C.T. DIEHL, KENIL,ETH 11. KEEFE, A C. HITTENDORF AND NATT T. WAGNER, as a depositors'
committee of bonds for said city and judgments on bonds and certificates of indebtedness
so deposited in the principal sum of $460,000.00 against said City of.Sanford, are
held by said Depositors' committee of bonds and of the bonds and certificates of

of indebtedness including interest reduced to judgment and interest on judgments has
been or will be paid or canceled to the first day of March 1937, a list of the bonds and
certificates of indebtedness to be delivered by said committee to said Central Hanover
Bank and Trust Company to be exchanged for Refunding Bonds, Series A. being hereto
attached and marked Exhibit A. a list of the bonds and certificates of indebtedness in
Judgments held by said committee and to be exchanged for Refunding Bonds Series A
being hereto attached and marked Exhibit B. and a list of the bonds to be delivered

City Attoaney, proceed immediately to the City of New Yori, to effect the exchange of
said Refunding Bonds for the aforesaid bonds and certificates of indebtedness and
bonds and certificates of-indebtedness in judgments and that thesa,id Edward Higgins as
Mayor and F.S.Lamson as City Clerk be and they are hereby,authorized to execute on
behalf of said City of Sanford 4603 Refunding Bonds, Series A. and 549 Refunding Bonds,
Series B, and deliver the same to the Central Hanover Bank & Trust Company of New York
City, New York, taking from said Central Hanover Bank & Trust Company its proper
receipts therefor and said Central Hanover Bank & Trust Company is hereby authorized
and directed to deliver to said C.T. Diehl, Kenneth M. Keefe, A.C. Mittendorf and Natt
T.Wagner, as said depositors' committee of bonds of said Otty of Sanford 4143 of said
Refunding Bonds Series A for said bonds and certificates of indebtedness listed on
Exhibit A hereto attached from which Refunding Bonds the coupons maturing September 1
1937, shall be detached and delivered to said Mayor and CityClerk , and is authorized
to deliver to said committee 460 Refunding Bonds, Series A, in exchange for the bonds
and oartifieates of indebtedness in judgments , as shown by Exhibit B hereto attached,
upon delivery to it by said committee of satisfactions of all judgments held by said
oommittee against said city, from which Refunding Bonds Series A, coupons maturing
September 1, 1937, shall be detached and delivered to said Mayor and City Clerk and
is authorized and directed to deliver to said committee 549 Refunding Bonds Series B
for said bonds listed on Exhibit-C hereto attached, from which Refunding Bonds Series
B, the coupons maturing September 1, 1937, shall be detached and delivered to said
Mayor and CityClerk. All interest coupons due January 1, 1937, and subsequent thereto on
said bonds and certificates of indebtedness exchanged for Refunding Bonds, as aforesaid,

shall be surrendered with said bonds and certificates of indebtedness, and said Central
Hanover Bank and Trust Company shall cancel said bonds and certificates of indebtedness
exchanged for said Refunding Bonds, Series A and Series B. and all interest coupons
delivered therewith, and deliver the same to said Mayor and City Clerk of the City
of Sanford, and shall deliver to said Mayor and CityClerk said satisfaction of judg-
ments. All interest coupons maturing prior to January 1, 1937, except such coupons as
may have been detached before deposit of said bonds and certificates of indebtedness
with said committee shall be delivered direct by said committee to said Mayor and
City Clerk.
2. That the said Edward Higgins as Mayor and F.S.Lamson as City Clerk, are
further authorized and directed to execute all necessary exchange certificates, reoftlbs
and such other papers and documents as may be necessary and proper to effect the exchange
of said Refunding Bonds for said bonds and certificates of indebtedness and bonds and
certificates of indebtedness in judgments as foresaid and to do all things necessary
and proper in and about the premises to effectually carry out the objects and pur-
poses of this Resolution.
BE IT FURTHER RESOLVED, that this Resolution shall become effective immediately

except that coupons maturing the lot. day of July 1929 and the lot day of January, 1930
on a Public Utility Bonds," dated January 1, 1924, and " Improvement Bonds Series CC"
dated July 1, 1926, were paid since said date and interest has been paid in part to
some of the holders of said bonds and certificates of indebtedness including C,T.Root,
United Mutual Life Insurance Company, and The State Board of Education of Florida,
and of the bonds and certificates of indebtedness not deposited with said committee,
bonds and certificates of indebtedness in the principal amount of $41,000.00 and
described in Exhibits A and B hereto attached have been deposited with said Central
Hanover Bank & Trust Company for Exchange for a like principal amount of said Refunding
bonds upon payment to the holders thereof of $20.00 in cash upon each of said bonds
and certificates of indebtedness and delivery of certificates of indebtedness of said
city as provided by Resolution No. 504 hereinafter referred to, in the amount of $50.00
upon eadh of said bonds and certificates of indebtedness, except as hereinafter stated,
one -fifth of said certificates of indebtedness being payable each year beginning July 1,
1939, in full settlement and satisfaction of all interest upon said bonds and certificates
of indebtedness accrued since January 1, 1929 upon said bonds and certificates of indebt-
edness and additional bonds and certificates of indebtedness may be deposited with
said Central Hanover Bank & Trust Company after the adoption of this Resolution for
exchange for Refunding Bonds upon the same terms as those now deposited, a list of the
bonds and certificates of indebtedness not deposited with the said committee but
which may be exchanged for Refunding Bonds Series A being attached hereto and marked
Exhibit A and a list of said bonds not deposited with said committee which may be
exchanged for Refunding Bonds Series B being attached hereto and marked Exhibit B. and
WHEREAS, by resolution No. 504 adopted by the City Commission of the City of
Sanford, on April 15, 1937, the payment of$20,00 in cash on each bond and certificate of
indebtedness upon which interest has not been paid as aforesaid, and the execution
and delivery of certificates of indebtedness to said holders at the rate of $50.00 upon
each of said bonds and certificates of indebtedness upon which interest has not been
paid as aforesaid, said certificates of indebtedness being payable one-fifth thereof each
year beginning July 1, 1939, except as such holders may be entitled to a pro rata part
of said cash and certificates of indebtedness on account of partial paymnttof interest,
was authorized and approved and the issuance of said certificates of indebtedness has
been validated by the Legislature of the State of Florida, by House Bill No. 675, which
cash and certificates of indebtedness are to be in full satisfaction and settlement of all
interest accrued since January 1, 1929, upon said bonds and certif icates of indebtedness
not deposited with the aforesaid committee and exchanged for said Refunding Bonds; and

WHEREAS the aforesaid Refunding Bonds and Certificates of Indebtedness have been prin
and are ready for execution and delivery and said City of Sanford is now ready to effect
an exchange of said Refunding Bonds for said bonds and certificates of indebtedness
and bonds in judgment and make said cash payment and deliver said certificates of indebt-
edness in satisfaction and settlem &ntof said accrued interest.
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD,FLORIDA2
1. That Edward Higgins, Mayor, F.S.Lamson , City Clerk and Fred R. Wilson, City
Attorney , proceed immediately to the City of New York to effect the exchange of said Refund-
ing Bonds for said outstanding bonds and certificates of indebtedness that are now de-
posited with said Central Hanover Bank and Trust Company and may be deposited with said

Central.Hanover Bank & Trust Company after the adoption of this Resolution for exchange
as aforesaid and that the said Edward Higgins as Mayor and F.S.Lamson as City Clerk
be and they are hereby authorized and directed to execute and deliver to said Central
Hanover Bank & Trust Company of New York City, New York, so many of said Refunding Bonds,
Series A, as may be necessary to effect an exchange for the bonds and certificates of in-
debtedness and bonds in judgment as described on Exhibit A hereto attached as are now
or may hereafter be deposited with said Central Hanover Bank & Trust Company for exchange
as aforesaid , and to execute and deliver to said Central Hanover Bank & Trust Company so
many of the Refunding Bonds, Series B, as may be necessary to exchange for the bonds
described on Exhibit B hereto attached as are now or may hereafter be deposited with
said Central Hanover Bank & Trust Company for exchange as aforesaid, taking proper receipts
from-said bank for said Refunding Bonds.
2. That there shall be deposited with said Central Hanover Bank & Trust Company
funds sufficient to pay the sum of $20.00 on each of the bonds and certificates of
indebtedness described in Exhibits A and B hereto attached as are now or may hereafter
be deposited with said Central Hanover Bank & Trust Company for exchange as aforesaid,
which said sum shall be disbursed by said Central Hanover Bank & Trust Company upon
the order of the,said Mayor and City Clerk while in the City of New York for the purpose
of effecting said exchange of said Refunding Bonds for said bonds and certificates of
indebtedness, and bonds in judgment.
3. That the said Edward Higgins as Mayor and F.S. Lamson as City Clerk be and they
are hereby authorized and directed to execute and deliver to said Central HanoverBank
& Trust Company the proper number of cettificates of indebtedness as authorized by said
Resolution No. 504 adopted April 15, 1937, at the rate of $50.00 for each bond and
certificate of indebtedness and bonds in judgment described on Exhibits A and B hereto
attached as now are or may hereafter be deposited with said Central Hanover Bank &
Trust Company for exchange as aforesaid taking all proper receipts from said Central Hanover
Bank & Trust Company therefor.
4. That sai d Central Hanover Bank & Trust Company shall be and it is authorized
to deliver to the holders of the bonds and certificates of indebtedness and bonds in
judgment shown on Exhibit A hereto attached, which have been deposited with it for ex
change or may be deposited with it for exchange upon the terms aforesaid after the
adoption of this Resolution, a like principal amount of Refunding Bonds Series A with
interest coupons maturing September 1, 1937, and thereafter attached thereto and to
pay upon the order of said Mayor and City Clerk the sum of $20.00 In cash for each bond
and certificate of indebtedness so deposited or such portion thereof as the respective
depositors of said bonds and certificates of indebtedness may be entitled to as herein-
after stated and deliver to said respective depositors said certificates of indebtedness
at the rate of $50.00 upon each bond and certificate of indebtedness so depos ted
including said bonds in judgment or certificates of indebtedness in such amount as said
depositors may be entitled to.
5. That said Central Hanover Bank & Trust Company shall be and it is authorized
to deliver to the holders of the bonds down on Exhibit B hereto attached, which have
been deposited with it for exchange or may be deposited with it for exchange upon the

terms aforesaid after the adoption of this Resolution, a like principal amount of

made through their Counsel, LIEngle and Shands, that the City pay to the Committee
from earnings of the Water Utility Department an amount , which, added to that
entitled to.
6. The bonds and certificates of indebtedness to be exchanged for the Refunding
Bonds as herein provided shall have attached thereto or be accompanied by all unpaid
interest coupons since January 1, 1929, except in the cases where said coupons were not
in the possession of the party or parties depositing said bonds and certificates of
indebtedness.
7. That the holders of all bonds and certificates of indebtedness described
on Exhibits A and B hereto attached and upon which interest has been paid in part-shall
be entitled only to their pro rata share of said cash payments of $20.00 for each bond
and certificate of indebtedness and bonds in judgment and their pro rata part of said
certificates of indebtedness at the rate of $50.00 upon each bond and certificate of
Indebtedness and bonds in'judgment and the Mayor and City Clerk are hereby authorized to
use their discretion to determine the adjustment in cash and dertificates of indebtedness
to be delivered to any holders of -bonds or certificates of indebtedness upon which int-
erest has been paid in part.

fiscal year, will represent 2 percent on the total water plant bonds held by the Committee
and that in return the Committee will accept Refunding Bonds Series B with the September
lst, 1937, coupons detached.
Thereupon Commissioner Lee moved approval of the payment of ;4545.00, which had
been determined by the Clerk to be the amount required, from the earnings of the Water
Utility Department, to the Bondholders Protective Committee, in accordance with the
foregoing proposal.
Seconded by Commissioner Dupree and carried.
On motion duly carried the exepnses of the Mayor, City Attorney and City Clerk
to New York City to consummate the refunding of the City's bonded indebtedness as out-
lined by Resolutions No 509 and 510, were next authorized .
The Chairman next appointed Commissioner Leffler as Acting Mayor during his
absence
Fire Chief Cleveland next reported the need for new tires for one of the fire trucks

Consideration next given to the need for a pressure gauge to measure the
"draw: -down" at the wells while being pumped with a view to measuring their capacity,
a quotation for such a gauge from Julien P. Freiz and Sons Inc. at a price of $70.00,
being submitted at this time by MrS.A.Stubbs, Geologist.
Thereupon, in view of the necessity for such a gauge in connection with a
study of the water supply,. Commissioner Leffler moved that one be purchased from Julien P.
Freiz and Sons Inc. at a price of $70.00
Seconded by Commissioner Lodge and carried.
Application next received from Elizabeth Q,ueener, at 205 W. First St., and Sam
Xenia at the Municipal Athletic Field., for permit to sell beer and wines, and on
motion duly carried, same were approved.
Consideration next given to the need for a new power diap1jr,-agm pump by the division
of Streets and Sewers, and on motion of Commissioner Dupree, seconded by Commissioner
Lodge and carried, bids were ordered obtained.
Application next received from Marganna Brown for homestead exemption for the
year 1936 on Lot 11 Block 8 Tier B. and on motion duly adopted, application approved.
Commissioner Dupree next introduced Ordinance No, 255 entitled:
AN ORDINANCE DEDICATING CERTAIN REAL PROPERTY OWNED BY THE CITY OF SANFORD, FLORIDA
FOR PUBLIC USE OF PUBLIC PARKS, RECREATION AND PLAYGROUNDS UNDER THE CONTROL AND
MANAGEMENT OF SAID CITY FOR THE USE AND ENJOYMENT OF THE INHABITANTS OF SAID CITY OF

Sanford, Florida, by unanimous vote, had passed and adopted said Ordinance No. 255

AN ORDINANCE DEDICATING CERTAIN REAL PROPERTY OWNED BY THE CITY OF SANFORD,FLORIDA
FOR THE PUBLIC USE OF PUBLIC PARKS, RECREATION AND PLAYGROUNDS UNDER THE CONTROL AND
MANAGEMENT OF SAID CITY FOR THE USE AND ENJOYMENT OF THE INHABITANTS OF SAID CITY OF
SAD , FLORIDA, AND THE GENERAL PUBLIC, AND RESERVING THE RIGHT IN SAID CITY
TO USE SUCH PORTIONS OF SAID PROPERTY AS MAY BE DEEDED NECESSARY FOR MUNICIPAL OR OTHER

On motion duly adopted, Ordinance No. 255 was next ordered POSTED at the front
door of the City Hall in the City of Sanford, Florida .
On motion df Commissioner Lodge, seconded by Commissioner Dupree and carried,
an additional $125.00 was next ordered allocated to the payment of meals and beds for
indigent transients on orders furnished by the Salvation Army,
City Attorney Wilson next presented Warranty Deed to the following described
property acquired for road purposes from Frederick W.Bender Jr.:
Beginning at a point 1363.96'fbet West of the Northeast corner of Section 2,
Township 20 south, range 30 east, run South 792 feet , thence east 50 feet,
thence north 792 feet, thence west 50 feet to point of beginning, less the
north 30 feet,
and on motion duly carried, payment toMr. Bender of $244.75 , the purchase price agreed
to at the meeting of the Commission of April 26th. 1937,was authorized.
There being no further business, the meeting then adjourned.
