The City Commission of the City of Sanford, Florida, met in regular
session at the City Hall in the City of Sanford, Florida, at 7:30 O'Clock P.M. May
10, 1937•

Meeting called to order by the Chairman.
Current invoices and payrolls for the month of April 1937, properly audited
and vouchered as evidenced by Vouchers Nos. 8737 through 8815, submitted, examined,
approved and payment ordered.
Monthly reports of the streets, sanitation, health, water, police , fire
and library departments for the month of April , 1937, submitted and examined.
Bank statements in all accounts for the month of April , 1937 properly
reconciled, submitted, and examined.
Financial statement and statement of revenues and expenditures during the
month of April 1937 submitted and examined.
Minutes of regular meeting of April 26th, 1937, next read and approved.
Communication next read from E.P.Owen Jr. Secretary of the Florida Leaue
of Municipalites, requesting financial assistance by jay of advertising in the
Municipal Record.
Natter tabled due to lack of funds.

BE IT RESOLVED BY THE CITY COM1:ISSION OF THE CITY OF SANFORD, FLORIDA:
1. That the proposed Letter Agreement between the City and Florida Power
& Light Company, set forth in Section 2 hereof, be and the same is hereby approved as to or
form and substance.
2. That the Mayor and the City Clerk of a.ncon behalf of the City, be and they
are hereby authorized to execute and enter into with Florida Power & Light Company the
Letter Agreement described in Section 1 hereof, and hereinafter set forth in form as
follows:

Gentlemen:
This relates to the request contained in the letters from 11r. F.S. Lamson, City
Clerk, dated April 15, and April 29, 1937, respectively, in regard to the placing in
service of certain street lights under the Street Lighting Agreement in effect between us
and the discontinuance of other street lights formerly operated under the said Street
Lighting Agreement.
We.will, as of the 11th day of May, 1937, discontinue two ( 2) 100 candlepower
City owned " White Way" street lights operated on a midnight burning schedule and lo-
cated reseectively on the northwest corner of Second Street and Park Avenue, and on the
west side of Sanford Avenue im_Tiediately south of Fourth Street, Sanford, Florida. We
will not bill you and you will not be obligated to pay for the said street lights
while the same remain so discontinued. However, at any time or from time to time, at
your request, we will place in active service any and all of the said discontinued
street lights and thereafter we will bill you and you shall pay for the same in accord-
ance with the said Street Lighting Agreement.
We will, as of the 11th day of May 1937, place in service , under the
terms and conditions of the said street lighting agreement, two ( 2) 100 candlepower

hite 'oay" street lights to be operated on an all -night annual burning schedule and locat-
ed respectively un the north side of 1linth Street between Laurel and Elm Avenues and on
the East side of Sanford Avenue, immediately south of Fourth Street, Sanford, Florida,
and thereafter we will bill you and you shall pay for the said street lights placed
in service in accordance with the terms and conditions of the said Street Lighting Agreeme t.
If you agree to the foregoing , kidly so indicate by causing this letter and the
attached copies to be executed by your duly authorized officials under your corporate
seal in the spaces provided below for that purpose.

Communication next read from Kenneth M. Keefe, Chairman of the City of Sanford
bondholders' Protective Committee, agreeing to return to the City sufficient funds from
the $5,000.00 levied and to be paid during the current fiscal year on interest on bonds
deposited with the Committee, to pay the interest coupons falling due September lst, 1937,

Referring to your letter of April 28, addressed to Mr. Shends, and to our
subsequent telephone conversations, this will confirm our understa :,iding that you will
immediately pay to us the balance due under the appropriation of $55,000, to be raised -*
from ad valorem taxation, to pay interest on bonds deposited with this Comimittee during
the fiscal year 1936-37• This balance is approximately 330,000, the exact figure being
subject to check by Mr. Bradford.
,.e agree to make available to the City of Sanford sufficient funds to pay the
interest coupon to mature Sept 1, 1937 on Refunding Bonds, Series A, of the City to be

issued to bondholders whose bonds are not deposited with this Committee. 'le further agree to
return to the City sufficient funds to pay the Sept. 1, 1937 coupon on the Refunding
Bonds, aeries A delivered to this Committee for its depositors, or alternatively to
accept Refunding Bonds, Series A from the City for our depositors without the Sept 1,
1937 coupon attached. The foregoing undertakings are to and for the exclusive benefit
of the City, and not to or for the benefit of holders of the City's bonds and coupons.

Thereupon, on emotion duly carried, the Clerk was authorized and instructed to make
payment of $30,955.00 to apply on judgment of Kenneth M. Keefe, et al,. said amount being
balance appropriated and collected for this purpose.
The Clerk next presented General Plan of Development of the proposed park to be
located between First St. and Lake YLonroe, and exten;iing from Sanford Avenue to San
Juan Avenue, as prepared by Landscape Architect Herbert L. Flint.
Thereupon, in accordance with the terms of the agreement with wr. Flint, the
second payment due at this time ($150.00) was ordered made.
Consideration next given to the Bill which has been introduced in the Legislature
at its current session to create a fireman's relief and pension fund.
Thereupon Commissioner Lodge introduced Resolution No. 506 entitled:

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, APPROVING
THE PASSAGE OF A BILL BY THE LEGISLATURE OF THE STATE OF FLORIDA TO CREATE A FIREMAN'S
RELIEF AND PENSION FUND IN CERTAIN MUNICIPALITIES OF THE STATE OF FLORIDA, AND PROVIDING
FOR THE PAYMENT OF PENSIONS AND CERTIt IN RELIEF OUT OF SAID FUND AND FOR THE ADMINISTRA-
TION THEREOF-.
t7HREAS, a bill has been introduced in the Legislature of the State of Florida
at its 1937 session to create a fireman *s relief and pension fund in certain municipalities
of the State of Florida, including the City of Sanford, Florida, for the purpose of pay-
ing pensions to firemen who have rendered service for a. certain period, or their dependants
and for certain relief, said fund to consist of one per cent of premiums received for fire
and tornado insurance in such municipalities, and two per cent of the salaries of each
fireman and certain fines, gifts, and accretions to said fund by way of interest; and
i,HEREAS, the City Commission of the City of Sanford, Florida, feels that the
establishment of such relief and pension fund is a worthy cause and should be provided
for by the Legislature of the State of Florida. in the manner above stated:

NO',,' , THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford,
That the City Commission of said City of Sanford, Florida, does hereby approve
the passage by the Legislature of the State of Florida. of the above mentioned bill for the
purpose of creating a fireman's relief and pension fund in certain municipalities of the
State of Florida, including the City of Sanford, Florida, said fund to Consist of one per
cent of the premiums received by insurance companies for fire and tornado insurance in
such municipalities , and two per cent of the salaries of each fireman, and gifts,
bequests and devises to said fund, and all accretions to said fund by way of interest
on bank deposits or otherwise, to provide forthe payment of pensions and benefits to
firemen or their dependents.
BE IT FURTHER RESOLVED that a, copy of this resolution be forwarded to
Honorable J.J.Parrish, State Senator, and H.J.Lehman and Gordon J. Barnett, Representatives
in the Legislature of the State of Florida.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately
upon its passage and adoption.

On motion duly adopted the Commission next authrized the return to the City of
$8,171.04 heretofore deposited with Dofnos Corporation, said funds to be used for various
expenses and costs incident to the refunding of the City's boned indebtedness.

Mr. Maxwell Stewart next presented check of the Fidelity and Casualty Co.
of New York in amount of $175.51, in settlement for damages to City fire truck
resulting from accident on or about April 5, 1937 with automobile owned by F.F. Dutton &
Sons.
Thereupon, upon assurance of Fire Chief Cleveland that this amount covered all
damages incurred as a. result of this accident, the Clerk was authorized to issue proper re-
ceipt and waivure of any further claii.
Request next received from Mr. G.D. Bishop that the Co,,ii-,,ission establish building
line on the West side of Hibiscus Court in Rose Court Subdivision between Twentieth Street
and Grandview Avenue, north, and further requested that due to the extreme lengths of the
lots in this ;lock , that the building line be established 54 feet back froai the property
line.
Thereupon, after careful consideration, Commissioner Lodge moved that the building
line on the viest side of Hibiscus Court in Rose Court Subdivision between Twentieth Street
and Grandview Avenue, North, be established at not less then 54 feet back from the property
line.
Seconded by Col,lr;issioaer Lupree a_ nd carried.
Co:;munication next read from Superintendent of Public Instruction Lawton with
respect to connecting sewer line from Crooms Academy to the City sewer.
Thereupon, although Croons Academy lies without the City limits, permission was
granted the Board of Public Instruction to connect sewer line from this Academy to the
nearest City sewer.
Application next received from M. Stoinoff for Homestead Exemption for the year
1;36 on the :1. 49 ft of Lots 5 and of -lock B, Buena. Vista Estates, application therefor
at the proper time having been neglected throug an oversight.
Application approved.
April report of the Cemetery Beautification Cozmittee next presented and read,
their recommendation that two streets running east and west in the Lake View Cemetery
be closed and the thirty -six extra lots thus acquired be sold, being taken under consider-
ation.
City Attorney Idlson next preseraed Masters Deed, dated May 6th, 1937, covering the
followin described property acquired through foreclosure of tax and or special assessment
liens, said property lying between First Street and Lake &on: oe and extending from Sanford
Avenue to San Juan Avenue.
South 25 feet of Block 1; Lots 1, 2, 3 and the North 27 feet of Lot 4, of Block
2; Lots 2, 3 and 4 of Block 12; East 50 feet of Block 13; That part of Block 14
lying North of First Street; That part of Block 22 lying North of First Street;
in CHAPMAN & TUCKER'S ADDITION to Sanford, Florida.
Lots 1, 2, 16, 17 and 16 of Block A; Lots 1, 2, 3, 4, 5, 6, 9 , 1D and 20 of
Block B; West 12.22 feet of Lot 15 and all Lot 16 of Block C; Lots 1, 2, 3, 4
S, 9 and 18 of Block D, in FIRST STREET EXTENSION, Sanford, Florida.
Mr. Wilson then presented bill for $321.75 covering expenses and fee in the
above described proceedings and on motion of Cof1.rlissioner Leffler, seconded by
and carried,
Commissioner Dupree/ same was approved and payment ordered.
Consideration next given to the matter of the installation of a flood lighting
system at the Municipal Athletic Field, action being deferred until an adjourned meeting to
