CITY COMMISSION, SANFORD, FLORIDA, July 12, 7:30 P M 19 37
The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the.City of Sanford, Florida, at 7:30 O'Clock P.M. July 12, 1937.
Present: Commissioner Edward Higgins, Mayor.

Meeting called to order by the Chairman.
Current invoices and payrolls for the month of June 1937, properly audited and
vouchered as evidenced by vouchers Nos. 8898 through 8980, submitted, examined,
approved and payment ordered.
Monthly reports of the streets, sanitation, health, water, police, fire and library
departments for the month of June 1937, submitted and examined.
Bank statements in all accounts for the month of June 1937, properly reconciled,
submitted and examined.
Financial statement and statement of revenues and expenditures during the month
of June 1937, submitted and examined.
Minutes of regular meeting of June 28th,gdjourned meeting of July 5th, and
adjourned meeting of July 6th, 1937, next read and approved.
The Olerk next reported the completion of the exchange of Refunding Bonds dated
March 1, 1937, Series B, Nos. 556 to 605, both inclusive, with the Florida State
Board of Education, for Bonds Nos. 326 to 375, both inclusive, Series Public Utility
dated January 1, 1924, as authorized by Resolution No-'513, adopted June 28th, 19372
and on motion duly adopted, said exchange was approved and confirmed.
Bill of the Florida League of Municipalites, amounting to X70.00, covering dues
for the year ending June 30th, 1938, next presented and on motion of Commissioner
Leffler, seconded by Commissioner Dupree and carried, same was approved and ordered paid.
Communication next read from R.L.Glenn, Chairman Seminole County Planning Council
requesting payment of 112 of June bill for WPA telephone No. 456 -W, and on motion
of Commissioner Lodge, secor&ed by Commissioner Dupree and carried, one -half of this
bill, amounting to $4.79 was ordered paid.
Commissioner Lee next intT.oduced Ordinence No. 257 entitled:
AN ORDINANCE REQUIRING THE OWNERS OR LANDLORDS OF PREMISES IN THE CITY OF
SANFORD, FLORIDA, ON WHICH ARE SITUATED MORE THAN ONE BUILDING OR DWELLING
HOUSE, WHICH BUILDINGS OR Dti"IELLING HOUSES ARE SUPPLIED WITH WATER BY SAID
CITY THROUGH A SINGLE METER, TO FURNISH ANY OR ALL OF SUCH BUILDINGS OR
DWELLITGS, WHEN RENTED, WITH SUFFICIENT WATER FOR ALL SANITARY PURPOSES,
AND MAKING SUCH 077NER OR LANDLORD RESPONSIBLE FOR THE CHARGES FOR WATER
SO FURNISHED, AND PROVIDING A PENALTY FOR FAILURE OF ANY 07NER OR LANDLORD
TO COMPLY WITH THE PROVISIONS OF THIS ORDINANCE.
and same was placed on its first reading and read in full by the Clerk.
Thereupon Commissioner Dupree moved that the rules be waived and said Ordinance
No 257 be placed on its final passage and adoption.
Seconded by Commissioner Lodge.
Thereupon the question recurred upon the waivure of the rules. The roll was

Florida, by unanimous vote, had passed and adopted said ordinance No. 257 entitled:

RESOLUTION No. 515.
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, RESOLVING
ITSELF INTO A MUNICIPAL DELINQUENT TAX ADJUSTMENT BOARD UNDER HOUSE BILL NO.
511 , PASSED BY THE LEGISLATURE OF THE STATE OF FLORIDA AT ITS 1937 SESSION.
WHEREAS, the Legislature of the State of Florida at its 1937 session passed
and adopted House Bill No. 511, authorizing the City Commission of the City of Sanford,
Florida, to act as a MUNICIPAL DELINQUENT TAX ADJUSTMENT BOARD for the purpose of
adjusting, settling, and compromising taxes and special assessments, as in said bill
provided, and
WHEREAS, the City of Sanford, Florida, has delinquent taxes due it at this time
of approximately $753,000.00, and delinquent special assessments in ? large amount,.
and much of the property against which such delinquent taxes and special assessments
exist is burdened to such an extent with delinquent taxes and special assessments
that the redemption thereof for the full amount of such taxes and special assessments
within any reasonable time is not probable, and the City Commission deems it advisable
and expedient and for the best interests of the City forthe City Commission to resolve
itself into a MUNICIPAL DELINQUENT TAX ADJUSTMENT BOARD, as provided by said House Bill
No. 511.
NO r , THEREFORE, BE IT RESOLVED By the City Commission of the City of Sanford,
Florida:
T4at said City Commission does hereby resolve itself into a. MUNICIPAL DELINQUENT

for 1933 and prior years and special assessments due said City upon any property within
the City upon principles of fairness to the City and the property owners.
BE IT FURTHER RESOLVED That said Municipal DELINQUENT TAX ADJUSTMENT BOARD Shall
meet immediately following the regular meetings of the City Commission at the Council
Chambers in the City Hall on the second and fourth Mondays of each month, until the first
day of January, 1939 for the purpose of receiving and considering applications for adjust-
ment of taxes and special assessments due said City, as provided by said House Bill No. 511.
BE IT FURTHER RESOLVED that all applications for tax and special assessment
adjustments hereunder shall be in writing upon forms furnished by the City Clerk for
that purpose and filed with said City Clerk for presentation by him to said Board for
its consideration.
BE IT FURTHER RESOLVED that the City Clerk shall advertise, by one insertion, in
a newspaper published in the City of Sanford, Florida, that a MUNICIPAL DELINQUENT
TAX ADJUSTMENT BOARD has been created and the times and places that meetings will be
held for the purpose of considering applications in writing for the adjustment of taxes
and special assessments.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately
upon its passage and adoption.

Communication next read from H.M.Wa.tson, President, Sanford Baseball Association,
with reference to the necessity of withholding two payments uner the lease in order
to meet payrolls, due to falling off in attendance at the baseball games, and
same was ordered filed.
On motion duly carried, the Clerk was next instructed to pay $1000.00 on account
of contract covering the purchase of the flood lighting system at the Municipal
Athletic Field.
At this time the Clerk presented sketch of proposed platting of additional lots
at Evergreen Municipal Cemetery and some was referred to the Cemetery Committee.
Consideration next given to the establishment of a free clinic in the hospital
room in the City jail for indigents, action being deferred pending discussion with
City Physician Toler.
There being no further business, the meeting then adjourned until 10 o'clock
