0726371 11 1 U MINUTES CITY COMMISSION, SANFORD, FLORIDA, July 26 at 7 :30 P M 19_37 The City Commission of the Cityof Sanford, Florida, met in Regular Session at the City Hall in the City of Sanford., Florida at 7:30 O'Clock P.M. S Lamson Chief of Police R.G.:0'illiams Meeting called to order by the Chairman. Minutes of regular meeting of July 12th, and adjourned meeting of July 13th. 1937 read and approved. Commissioner Lodge next moved the approval of the exchange with Walter L. Cooper of six Series B Refunding Bonds dated March 1, 1937, Numbers 606 to 611 inclusive, with September 1, 1937 and subsequent coupons attached, for Improvement Bonds Series CC Numbers 158 and 263 through 267, Bond No. 158 with coupon due 7/1/31 and subsequent attached and Bonds Dos 263 thru 267 with coupon due 7/1/30 and subsequent attached, and the payment of $920.00 in full settlement of all past1due coupons attached to said bonds. Seconded by Commissioner Dupree and carried. Commissioner Lee next introduced Resolution No. 516 and same was read in full by the Clerk. No. 516. Thereupon Commissioner Lee moved the passage and adoption of said Resolution Seconded by Commissioner Leffler and carried by the following vote of the Commission: Commissioner Higgins " Dupree " Lee " Leffler " Lodge Aye Aye Aye Aye Aye Said Resolution No. 516 being in words and figures as follows: A RESOLUTION BY THE CITY COivMISSION OF THE CITY OF SANFORD, FLORIDA, PLEDGING CERTAIN FUNDS RECEIVED FROM THE OPERATION OF THE "WATER ',7ORKS PLANT IN SAID CITY FOR THE PAYMENT OF CERTAIN INDEBTEDNESS FOR MACHINERY AND EQUIPMENT PURCHASED FOR SAID PLANT. WHEREAS the City of Sanford, Florida, did by contract dated the 21st. day of June 1937, purchase the following machinery and equipment from Fairbanks, Morse & Company of Atlanta, Georgia, to -wit: 2 - 150 HP Model 32 E 14 Diesel Engines & Equipment. 5 - Turbine Pumps with motors and starting equipment ( As described in contract dated June 21, 1937.) for use in connection with the water works plant of said City and agreed to pay therefor the sum of t21,600.00 in monthly installments of ;300.00, which monthly installments are to be paid only out of the funds received from the operation of the water plant of said city over and above the actual operating expenses thereof and the requirements for Ref unding Bonds 11 Series B" NOW THEREFORE BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that there is hereby pledged and set aside a sufficient sum of the money re- ceived monthly from the operation of the water works system of said City of Sanford (1 A MINUTES CITY COMMISSION, SANFORD, FLORIDA. July �6, 1937 19 over and above the actual operating expenses therefor and the requirements for,.Refunding Bonds " Series B" to pay the aforesaid indebtedness, and said sums so received monthly over and above said operating expenses and the requirements for Refunding Bonds "Series B" shall be monthly applied to the payment of the aforesaid indebtedness as it matures. BE IT FURTHER RESOLVED.that the anticipated receipts from the aforesaid source are and will be more than sufficient to make payments of said indebtedness as it matures. ( Seal) Application next received from ICI 0 Garner for permit to demolish and remove building located on Lot 5, Ella A Pace's Subdivision, against which there are unpaid City of Sanford taxes. Thereupon Commissioner Dupree moved that the City offer up to $75.00 for this building, the lumber thus obtained to be used for the construction of houses over sanitary toilets being installed by the City Seconded by Commissioner Lodge and carried. On motion duly carried, the Commission next authorized the discontinuance of overhead street light at the corner of Fifteenth St. end French Ave., and the placing in service in lieu thereof of overhead light in the alley between Sanford Avenue and Palmetto Avenue, and between 'third and Fourth Streets. Communication next read from The Seminole County Laundry requesting that penalty of $4.65 charged for non — payment of June water bill by the due date be remitted. Request refused. Mr. Sidney A. Stubbs, Geologist, next submitted an estimate of $175.00 as the matimum cost of driving four 2" test wells as exploration for a new water supply for the City, and on motion duly carried, this work was authorized. City Attorney "+ilson next read communication from Erskine Landis with reference to the necessity to foreclose a mortgage on a part of the property in Lake View Park to be deeded to the City in the three way division of this Subdivision Landis between the City, County and Mr. Erskine / and associates, and requesting that the City bear the cost of this suit. Thereupon, on motion duly carried, the expenditure of not exceeding $50.00 was authorized for this purpose. 11 1 1 1 '1 C 1 1 w MINUTES CITY COMMISSION, SANFORD, FLORIDA, July 26 at 7:3o P M 19-37 Mr. J.L.Marentette next appeared with reference to the danger of a panic created by smoke from dry cleaning establishments being drawn into the Ritz Theatre by its ventilating fans and same was referred to Chief of Police Williams to investigate and report. There being no further business, the meeting then adjourned and immediately re- convened as a Municipal Delinquent Tax Adjustment Board. Thereupon careful consideration was given to methods to be pursued in the adjustment of taxes for 1933 and prior, and special assessments, as authorized by House Bill No. 511, passed by the 1937 Legislature, and Resolution No 515 adopted July 12th, 1937, definite action being deferred pending- further study.
