CITY COMMISSION, SANFORD, FLORIDA. August 9 , at 7: 30 P M 19_37.
The City Commission of the City of Sanford, Florida, met in regular session
at the City Hall in the City of Sanford, Florida, at 7:30 O'clock P.M. August 9, 1937.
Present: Commissioner Edward Higgins, Mayor.

Meeting called to order by the Chairman.
Current invoices and payrolls for the month of July 1937 properly audited and
vouchered as evidenced by vouchers Nos 5981 through 9065, submitted, examined, approved
and payment ordered.
Xonthly;reports of the Streets, Sanitation, Health, Water, Police, Fire and
Library Departments for the month of July 1937, submitted and examined.
Bank statements in all accounts for the month of July 19379 properlyt,recondi led,
submitted and examined.
;Financial Statement and statement of revenues and expenditures during the month
of July 1937, submitted and examined.
Minutes of regular meeting of City Commission and meeting of Municipal Delin-
quent Tax Adjustment Board of July 26th. 1937, next read and approved.
The Clerk next presented Form of Agreement required by the Works Progress Adminis-
tration covering the Magnolia Avenue and Second Street Paving project', the Oak Avenue,
Union Avenue and Celery Avenue paving project, and the Library book repair project,
and on motion duly carried,, the Clerk was authorized to execute same on behalf of the
City, said agreement reading,a.s follows:
If In consideration of expenditures to be made from Federal funds on the pro -
poeal, designated hereon, we, City of Sanford, the sponsors, do hereby agree
that we will finance such part of the entire cost thereof as is nbt to be_ohpplied
from Federal funds."
Communication next read from the Sanford Baseball Association inclosing finan-
cial statement as of August 6th. and outlining certain conditions such as rained -out
games and expenses of obtaining new players which has made it impossible to make all
payments due under the terms of its lease of the Municipal Athletic 'Field.
Action deferred.
On motion duly carried the Commission next authorized cancellation of $18.00
of the 1936 taxes against Lot 8 Block 7 Tier B, due to the improvements on''this lot
having been removed prior to January 1, 1936.
Report next received from Chief of Police Williams to the effect that the dry
cleaning establishments had agreed to cooperate in every way possible.to abate the
smoke nuisance about which complaint was received at the meeting of July 26th. 1937
W.P.A.Project Proposal covering the manufacture and laying of concrete sewer
pipe as a continuation of the present sewer project next presented and on motion
duly carried, the Mayor and City Clerk were authorized to execute same on behalf
of the City, the total of the project amounting to $29,1+9.50, of which the City's
donation will amount to $6291.00

Engineer Williams next disucssed the advisgbility of amending the present re-
paving and widening project of Magnolia Avenue so as to include widening this Avenue
between Fourth and Fifth Streets to a 'Width of thirty -two feet instead of leaving at
the present width as originally contemplated.
Thereupon the Clerk was instructed to correspond with the Works Progress Adminis-
tration.officials with a view to having the project amended as outlined by &r. Williams.
The Clerk next reported the receipt by the Central Hanover Bank & Trust Company,
for exchange for Series A Refunding Bonds, Bonds Nos. 27 through 31, Series G. and
Bond No. 80, Series AA, the Series G bonds being from the Toledo Humane Society,
Toledo, Ohio, and the Series AA bond being from M.A.Smith, as Liquidator of Bank of
Bay of Biscayne, Miami, Florida, all such bonds being with July 1, 1929 and subsequent
coupons attached.
Thereupon the Clerk was authorized to forward to Central Hanover Bank & Trust Co.
Refunding bonds Series A, nos. 4913 through 4918, with September, 1, 1937 and subsequent n
attached, together with the required Certificates of Indebtedness and cash payment
as authorized by Resolution No. 504, to be used to refund the aforesaid Series G and series
AA bonds.
The meeting then adjourned until 7:30 o'clock P.M. August 17th, 1937, after
which the Board immediately re- convened as a Municipal Delinquent Tax Adjustment Board.
Thereupon further study was given to the methods to be followed in the adjustment
of taxes for the year 1933 and prior, also special assessment liens, after which the
meeting adjourned until immediately following the adjourned session of the City
Commission to be held August 17, 1937•
