The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida at 7:30 O'clock P.M. September 27, 1937

Meeting called to order by the Chairman.
Minutes of regular meeting of City Commission and meeting of Municipal Delinquent
Tax Adjustment Board of September 13th. , adjourned meeting of the City Commission of
September 15th. and adjourned meeting of the City Commission of September 20th. 1937,
read and approved.
Mr. E.F.Housholder then appeared with reference to the application heretofore filed for
permit to erect a gasoline service station on the N.T. Corner of Eighth St. and Park Avenue
strongly urging that this permit be granted.
Action deferred until the regular meeting of October 11th. in order that all interested
in this matter may be given an opportunity to be heard.
In his capacity as County Attorney, Mr.- Housholder next requested advice as to whether
the City would pay the costs of the Clerk of the Circuit Court, amounting to approximately
$250.00, plus his legal fees as County Attorney, if the County should release all its
tax claims against approximately 270 lots in Bel —Air Subdivision now being foreclosed on
by the City.
Matter taken under advisement.
Captain F.S.Feren, of the Salvation Army, next presented report of meals and lodging
furnished indigent transients during the first four weeks of September, totalling $14.45,
and requested advice as to how to proceed in handling this matter, in view of the limi-
tation heretofore set by the Commission of 45..00 per month for this-purpose.
Action deferred pending further consideration of the budget, the Clerk in the meantime
being authorized to pay the orders for meals and lodging as covered by Capt. Feren's report.
Mr. M L. Raburn, representing the Junior Chamber of Commerce, next outlined the desire
of this organization to assist in the development of the new park between SanfoY °d Avenue
and the Mayfair Hotel and advised that they had $100.00 which they would like to donate to-
wards the cost of one or more shuffleboard courts in this park.
Offer acknowledged with appreciation end the assurance that this assistance will
be very helpful when ready to commence work on this park.
Prof. Crooms, Principal of Crooms Academy ( colored) next requested permission for
the use of the, Municipal Athletic Field for gootball games.
Request granted provided games can be played without damage to the baseball diamond.

A RESOLUTION BY THE CITY COMMISSIONERS OF THE CITY OF SANFORD, FLORIDA,
PROVIDING FOR THE CANCELLATION BY PERFORATION OF CERTAIN BONDS OF SAID
CITY OF SANFORD, FLORIDA, NM, HELD BY IT AND IN THIS RESOLUTION PARTICULARLY
DESCRIBED.
WHEREAS, the City of Sanford., Florida, now has in its possession certain bonds
of said City of Sanford which have been received by said City in payment of certain special
assessments made by the City of Sanford, and certain bonds of said City of Sanford received
by it in payment of delinquent taxes, and certain bonds of said City of Sanford purchased
'by said City from collections of delinquent taxes, which said bonds are listed as follows,

by the City Clerk of said City by perforation thereof.
BE IT FURTHR RESOLVED that this Resolution shall become effective immediately
upon its passage and adoption.

RESOLUTION NO 519
A RESOLUTION CONDEMNING AND ORDERING TO BE DEMOLISHED AND REMOVED A DILAPIDATED
BUILDING LOCATED ON LOT S BLOCK 11 . OF CHAPMAN & TUCKER'S ADDITION TO SANFORD,
FLORIDA.
WHEREAS, there is located upon lot 9 of block 11 of Chapman & Tucker's Addition .
to the City of Sanford, Florida, a.building which is dilapidated, and the City Commission
of the City of Sanford, Florida, is of the opinion that said building is in such con-
dition that it cannot be put in a state of sound repair and ought to be demolished and
removed:
NOIT, THEREFORE, be it resolved by the City Commission of the City of Sanford,
Florida, that the owner or owners and party or parties in possession of the above des-
cribed building be notified that unless just cause is shown at the regular meeting of
the City Commissioners of Sanford, Florida, on the llth. day of October , 1937,
why said building should not be demolished and removed, the Sanitary Inspector of the
City of Sanford shall proceed at once to demolish and remove the same.

On motion duly adopted, and in accordance with recommendation of Municipal Judge
Miller, the Commission next approved the release as of September 18, 1937, and sus-
pension of balance of sentence of J L Chapman , case No 23683, sentenced in the Municipal
Court under date of August 23rd to 60 days in jail.
.Communication next read from R.L.Glenn, advising of his resignation to take effect
November 1, 1937, as Chairman of the Seminole County Planning Council made necessary
by his removal from the City.
The Clerk next advised that the proposed o +'PA Park project had been returned for
revision and that under the new set —up the Government would furnish $21,521.00 and the
City would be required to donate $8420.00
Thereupon Commissioner Lodge moved that the project, as revised, be approved.
Seconded by Commissioner Dupree and carried.
On motion duly carried, the Commission next approved the following new applications
for permit to sell beer and wines:

Invoice of Central Hanover Bank & Trust Co. covering fee for services as agent
for the 'refunding of 421 City of Sanford bonds, amounting to $535.03, next presented
and on motion duly carried, approved and payment ordered.
On motion duly carried, the Commission next approved the execution and delivery
of Refunding Bonds Series A, Numbers 4919 to 4928, both numbers inclusive, with all
coupons attached, to the Board of County Commissioners, Florida,
Duval County , in
exchange for Bonds Numbers 185 to 194, both numbers inclusive, Series DD, with coupons
Due January 1, 1930 and subsequent attached. Also the payment to Duval County of
$656.25 in cash in full settlement of interest ccupons on said Series DD bonds to
and including the coupons due January 1, 1937, and $50.00 in payment of interest coupons
on Series A Refunding Bonds due September 1, 1937.
On motion duly carried, the Commission next ordered that the fire insurance on
the golf course club house be reduced to ,2000.00, and that the fire insurance on the
entrance to the airport, personal property stored at the concrete pipe plant on
McCracken Road, and on the fire trucks, be cancelled, all to be as of October 1, 1937.
On motion duly carried, the Commission next authorized the purchase from .L.Cooper
and cancellation of Refunding Bonds Series. A. Numbers 2363 to 2367, both numbers

inclusive, par value $5000.00, with coupons due March 1, 1938 and subsequent, at a flat
price of $1356.25.
In accordance with the regulations governing the holding of Primary Elections, the
Mayor was next authorized to issue an election proclamation calling a Primary Election
to be held on November 2nd, 1937, for the purpose of selecting a nominee for the position
of City Commissioner to fill the vacancy to be created by the expiration of the term c_.
of office of City Commissioner 'T.A.Leffler, the following being designated as Clerk and
Inspectors of said Election:

On motion duly carried, the Commission next approved the payment tb V.L.Cooper of
$1100.00 in full stellement of all interest from January 1, 1929 to date on Bonds
Nos. 106,107,108,110 and 111 , Series Dated January 1, 1910 and Due January 1, 1930.
Also the payment of $1090.00 as payment on account for the purchase of said bonds at a.
price of 27 cents on the dollar.
Report next read from the Sanford Country Club as to the operations of the Municipal Golf
Course, for the eleven month period ending Aug. 31, 1937, and same was ordered filed as inf
tion.
The Board next resolved itself into adjourned session as an Equalization Board and ttbeK're
being no further complaints or objections registered as to valuations on the 1937 tax roll,a
the valuations on such roll as set by the Tax Assessor, a:nd,then adjourned as an Equaliza-
tion Board.
Authority was next granted for Sidney A Stubbs, Geologist to have two additional
wells drilled in an endeavor to locate a better water supply for the City of Sanford.
Request next received for use of the City -owned P.D.S. Dock by the local Sea.- Scouts
Troup. Request approved provided it will be used at their own risk.
The meeting then adjourned until 7:30 o'clock P.M. Sept. 29, 1937, after which the
Board immediately re- convened as a Municipal Delinquent Tax Adjustment Board.
Thereupon the following adjustments of taxes for the year 1933 and prior, and
Special Assessments, were authorized and approved; provided all subsequent taxes are paid
in full at the same time.
