CITY COMMISSION, SANFORD, FLORIDA. October 11 at 7:30 P M1 g 37
The City Commission of the City of Sanford, Florida, met in regular session
at the City Hall in the City of Sanford, Florida at 7:30 P.M. October 11, 1937.

Meeting called to order by the Chairman.
Current invoices and payrolls for the month of September , 1937, properly audited
and vouchered as evidenced by vouchers Nos. 9149 through 9240P submitted, examined,
approved and payment ordered.
Monthly reports of the streets , sanitation, health, water , police, fire and library
departments for the month of September , 1937, submitted and examined.
Bank statements in all aaoountefor the month of September 1937, properly reconciled
submitted and examined.
Messrs G.A.Speer Jr. E.F.Lane s..a ry.J. Thigpen and H.M.Watson next appeased with
reference to the request for a permit to erect a. gasoline service stetion at the North
west corner of Eighth St. and Park Ave., the first three protesting against the issuance
of this permit and Mr. Watson urging that it be granted.
Action deferred.
Mr. S D Highleyman next described the proposed Of out -of- town" edition of the Sanford
Herald to be used primarily to attract new industries and winter tourists to Sanford
and requested that the City place an advertisement in this paper,.
Thereupon, after considerable discussion, Commissioner Dupree moved that
the City place a one -half page advertisement in the proposed edition of the Sanford
Herald, at a cost of $34.22
Seconded by Uommissioner Lodge and carried.
Mr. E.E.Brady, occupant of the building located on Lot S Block 11 Chapman & Tucker's
Addition,ordered demolished by Resolution No. 519 next advised the Commission that this
building, formerly used by him as a mule barn, had been demolished, and requested that
the City re- imburse him to the extent of $100.00 to assist in the cost of moving his
business to another location.
Thereupon, after considerable discussion, Commissioner Dupree moved that Mr. Brady
be reimbursed to the extent of $50.00.
Motion died for want of a second.

Delinquent Tax Adjustment Board of September 27th, Adjourned Meeting of September 29th.
Adjourned meeting of September 30th. and Adjourned Meeting of October 4th. 1937,
next read and approved.

City Attorney Wilson next reported that in the proceedings brought in the Circuit Cou
by Fiduciary Counsel to obtain a writ of mandamus requiring the City to levy a. tax sufficien
to raise $5500.00 for the payment of interest coupons due in 1937 and 1938 on 50 series
1100" bonds held by this corporation, Circuit Judge Smith had stayed the execution of this
writ in order to allow the City opportunity to complete its refunding program.
Annual report of Mrs. E.J.Moughton, Librarian -next read and ordered filed.
On motion duly carried, the Commission next authorized the execution and delivery
to Mr. J.A.Katzenmeyer, of Ann Arbor, Michigan, of Refunding Bonds Series A, Numbers
4932, 4933 and 4934, in exchange for bonds Nos 43,44 and 45 Series dated July 1, 1916 and
due July 1, 19462 with January 1, 1937 and subsequent coupons attached, the Sept 1, 1937, c
coupon on the Refunding Bonds Series A to be detached and payment made therefor at the time
the aforesaid exchange is made.
Communication next read from J, Velma Keen, Attorney , Tallahassee, Fla, suggesting
that the City, to save litigation expense, hold up efforts to enforce payment of the li-
cense required of trucks selling to retail establishments until a similar case originating
in Haines City has been passed on by the Supreme Court.
Matter referred to City Attorney Wilson.
The Clerk next advised the Commission of the receipt of x350.00 from the Sanford
Baseba_11 Association to apply on lease of the Municipal Athletic Field, this amount
representing balance on hand after payment of all bills.
Thereupon the Clerk was authorized to make payment from this :350.00 together with
the $40.33 remaining from previous payments after payment of electricity bills, of $53.15
t °o Randall Electric Co. as reimbursement for interest paid the Sanford Attntic National
Bank in accordance with the terms of the contract covering the purchase of the flood
lighting system at the Municipal Athletic Field, and $337.15 to the Bank to apply on the
principal of the contract price of this equipment.
Communioation next read from Mrs Harry Heeren, R eporter,as follows:

Fathers, do tender our resignation to take effect immediately.

Thereupon Commissioner Lee moved that the resignation be accepted with thanks
and appreciation f or the good work which has been done by this Committee.
Seconded by Commissioner Dupree and carried.
Request next received from A.Simms for permit to remove two oak trees from the park-
way on Cypress Ave. between Sixth and Seventh Streets.
Request refused.
Communication next read from R L Glenn, Chairman, Seminole County Planning Council
requesting payment of one —half of September bill for WPA telephone 456 —W , totalling $5.95.
Thereupon payrpent of one —half of this bill, amounting to $2.97 was authorized.

On motion duly carried, the Commission next approved the following applications
for permit to sell beer and wines:
Homer's Soda. Shop Arcade Bld. 1st & Sanford Ave.
Mike Seus 804 Locust Ave.
On motion duly carried, the Commission next approved the request of Fire Chief
Cleveland that he be allowed to continue with the same number of employees in his
department as heretofore, using the $600.00 appropriated in the budget for an additional
fireman, for special services when needed.
On motion duly carried, the Commission next approved the following over - expenditures
of appropriations for the fiscal year 1936 -1937, in the Department of General Government:

On motion of Commissioner Lodge, seconded by Commissioner Leffler and carried, the
Commission next ordered that a new account be opened at theSenf ord Atlantic National
Bank to be entitled It City of Sanford Insurance Account" and that $1000.00, to be
charged against the unexpended balance of the appropriation for the Division of Insurance
as of Sept. 30, 1937, be deposited therein as a nucleus for a fund to be accumulated to
protect the City as a self- insurer under the Florida State ."iorkmen's Compensation Act.
Bid of $175.00 received from "N F Revenel to remove piling from the site of the
Winn- Lovett Dock at the foot of Myrtle Avenue, including any other obstructions
that may be in this area.
Thereupon the Clerk was instructed to offer $150.00 for this work, and if accepted,
authorize,-the work to be done.
On motion duly adopted the Commission next authorized the adjustment of the August
Water bill of the Holy Cross Church Parish House to $6.00.
There being no further business the meeting then adjourned, after which the
Commission immediately re- convened as a Municipal Delin--,uent Tax Adjustment Board.
Thereupon further consideration was given to the matter of adjustment of
taxes for the year 1933 and prior, also special assessments, after which the meeting
adjourned.
