121337?26 MINUTES CITY COMMISSION, SANFORD, FLORIDA, Dec. 13 at 7:30 P M 19.__3 of French Ave. from Commercial St. north to state Road No. 3, a tidth of 24 feet with a 7 inch Ocala rock base and surface treating with asphalt and crushed rock or slag, the total cost of the project being $8644.00 of which the City's share is $3111.00. Project approved and the Mayor and Clerk authorized to execute application on behalf of the City.-- Consideration next given to the site for the proposed new hospital to be con- structed as a WPA project sponsored by Seminole County, the City having heretofore agreed to donate the site for this hospital. Thereupon lots 20 through 40, Lake View Park were ordered designated for this purpose, the location being subject to change provided a more suitable site can be obtained. Prices next presented on 20 tons of asphalt filler to be used as a part of the City's donation to the Oak Avenue WPA widening and repaving project, as follows: 'food Preservative Manufacturing Co. The Texas Company Mexican Petroleum Corporatiom, . United Lumber Co>ypany $21.85 per ton FOB Sanford. $22.80 per ton FOB Sanford #25.66 per ton FOB Sanford. $25.66 per ton FOB Sanford. Thereupon on motion duly carried, the bid of Wood Preservative Mfg. Co. was accepted and the Clerk instructed to purchase 20 tons of asphalt filler in accordance with the terms of said bid. Prices next presented for one year subscriptions to 39 magazines for the Sanford Publ4o Library, as follows: Allan I. Mosely $95.00 Mrs. E.L.Morrow 106.00 Coleman's Office Equipment Co. 82.50 Thereupon the low bid of Coleman's Office Equipment Co. was accepted. Report of Engineer Craig, under date of Dec. 3, 1937, of the inspection of the equipment installed under the contracts with Fairbanks Morse & Co. and Randall Eleettio Co. in the improvement of the pumping equipment of the water works, next presented, recommeding that the two 150 HP Diesel units be accepted except as to test for fuel consumption which cannot be made at the present, and the acceptance of the transmission line constructed by ftzdall Electric Co. Thereupon payment of $150.00 to Mr. Craig on account of services in connection with the foregoing was authorized. Bill of Randall Electric Co. for $3828.00 covering the erection of an electric transmission line from the water pumping station at 13th St. and French Avenue to the wells on the Orlando Highway in accordance with the terms of his bid, next presented. Thereupon, in view of the fact that this work has been completed and the recommendati of Engineer J.E.Craig that it be accepted, Commissioner Lodge moved that the bill be paid. Seconded by Commissioner Lee and carried. Commissioner Lee next moved the payment of $300.00 to Fairbanks, Morse & Co as first monthly installment under the terms of the contract covering the purchase of diesel engines, generators and pumps for the water plant. Seconded by Commissioner Lodge and carried. Consideration next given to the revenue certificates required by Fairbanks Morse & Co. for the deferred payments under the contract covering the purchase of the aforesaid water 1 1 1 11 s 1 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, December 13 at 7:30 P'IIJ_ 37 pumping equipment , there being 72 of said oertif ioates in amount of $300.00 each, the First being due February 15, 1938. Thereupon Commissioner Lodge moved that the Mayor and Clerk be authorised to execute said revenue certificates on behalf of the City, except the certificate due February 15, 1938, which is covered by the $300.00 payment heretofore authorized. Seconded by Commissioner Lee and carried. The Clerk next presented approval of the Florida State Road Department to the erection of an electric transmission line along the right of way of State Road No. 3 adjoining the City's wells along the Orlando Highway. The Clerk next presented easement granted by Frank L, Woodruff and Minnie D. Woodruff over and upon the following described lot, piece or parcel of land situate in Seminole County, Florida, for the erection of a line of poles and wires to be used by the City in connection with its water plant: A strip of land 50 feet wide the center line of which is described as follows: Beginning 733 feet east of the S.W. corner of the N.W. 1/4 of the B.E. 1/4 of Sec. 2, Twp. 20 S.R. 30 E., run N. 20 Deg. 55 Min. E. 711 ft. across the West half of the E 1/2 of the N W 1/4 of the S. E. 1/4 of said Section 2. On motion duly adopted the Clerk was next authorized to accept the offer of H.P. Dodge sell to the City interest coupons due July 1, 1937, from Bonds Nos. 71 to 75, Series A -2 face value $150.00 for a price of $21.85. The Commission was next advised of the death of Special Sanitary Inspector G.H.Brown, and expressed regret at his loss. Numerous applications were then presented to fill the vacancy caused by the death of Mr. Brown, action being deferred. Application next received from the Sanford Atlantic National Bank to be designated as a depository for City of Sanford funds during the year 1938, agreeing to furnish security acceptable to the Commission at all times, and same was approved. City Attorney Wilson next adivsed the Commission that suit had been brought against the City in the United States District Court by M.E.Smith for $12000.00 covering interest coupons due from July 1, 1929 to July 1, 1937, detached from Bonds Nos. 66 to 70, $eries JJ, and bonds Nos 61 to 70, Series 00. Thereupon Mr. Wilson was instructed to take all necessary steps to protect the City's interest. Offer next received from J.V.Martin to pay $5.00 for the electric pump and storage tank formerly used at the cemetery. Offer refused, the Commission, however, agreeing to accept $15.00 for this equipment. Communication neat received from John Tilden, Attorney, with respect to claim of Standard Accident Insurance Co. covering excess premium charged on Employeras Liability Insurance policy which expired December 15, 1936, and same was referred to City Attorney Wilson. Report next received from Building Inspector Paxton on the dangerous condition of the residence particularly the porches which overhang the sidewalk, located at the southwest corner of Myrtle Avenue and Eighth St. owned and occupied by Miss Isabelle Simon. Seconded by Commissioner Lodge and carried. On motion duly adopted, the Commission next authorized the continuation of the present string of colored lights on First Street which now extends from Park Avenue to midway between Palmetto Ave. and Magnolia. Ave. east to Sanford Ave. and West to Midway between Park Ave and Oak Ave. , Also the erection of two strings of colored lights at the intersection of Second St. and Magnolia Ave. ; also,that these lights be illuminated each night to and including Saturday night, January,lst, 1938. In connection with the request of J.G. Michael, Manager of the Farmers Market Exchange, for certain parking lines at this market to regulate traffic, Supt. Moughton was instructed to have these lines painted as soon as possible. Consideration next given to the matter of the purchase of a police radio system for the police department, particular thought being given to whether the 15 watt outfit, which would serve the City only, or a 25 watt outfit which would serve the entire County, would be advisable,. At this time the Chairman reported that the Board of_County Commissioners, and the Sheriff had signified their desire to avail themselves of this service in the County, agreeing to pay the City at the rate of $50.00 per month until $1000.00 had been paid, and thereafter at the rate of $10.00 per month. Thereupon Commissioner Lodge moved that bid of RCA Manufacturing Co. to furnish 25 watt ultra -high frequency outfit, including transmitter, station receiver, 2 oar receivers, tuning meter, antenna & fittings and necessary transmission line, but excepting pole for antenna and generators�,for the cars, the total cost to be $2359.00 payable $700.00 when outfit is installed and accepted and $30.00 per month until January 1, 1939, when the balance will be due, all without interest, be accepted. Moughton for permission to purchase two young African leopards for the zoo at a price of $150.00, and on motion of Commissioner Lodge, seconded by Commissioner Lee and carried, same was approved. In connection with the change in location of the Atlantic Coast Line Telephone line crossing the Municipal Airport so as to remove a hazard to airplanes using this Airport, request next received from the railroad company for an easement covering the new location, and same was referred to City Attorney Wilson for report. The Chariman next reported that the bill rdndered by C.R. Kirtley amounting to $65.42 for repairs to car damaged by striking manhole extending above the level of the street, included $10.00 for relining brakes. Thereupon Commissioner Lodge moved the payment-of $55.42 to cover the said damages to Mr. Kirtley's car. Seconded by Commissioner Lee and carried.
