The City Commission of the City of Sanford, Florida, met in Regular Session at the
City Hall in the City of Sanford, Florida at 7:30 P.M. November 22, 1937.
Present: Commissioner Edward Higgins, Mayor.

Meeting called to order by theChairman.
Minutes of regular meeting of theCityCommission and meeting of the Municipal
Delinquent Tax Adjustment Board of November 8th , and special meeting of the City
Commission of November 19th, 1937, read and approved.
Mr. H M Watson next appeared with further refenrence to his request for a permit
to erect a gasoline service station on the Northwest corner of Eighth St. and Park
Avenue, strongly urging that a permit be granted.
Thereupon considerable discussion arose, after which Commissioner Lee moved that
Park Avenue be opened.to business as far south as Tenth Street.
Seconded by Commissioner Dupree and carried by the following vote of the Commission:

Engineer Fred T. Williams next reported on the approximate cost of repairing; and
widening Park Avenue from TenthSt. south to Twenty -third Street, repaving and widening
French Avenue from Seminole Boulevard to Commercial Street, paging Fifth Street between
Myrtle Avenue and Elm Ave.- and developing a boat basin in Cloud Branch and constructing
a trailer camp on theCity property adjacent thereto.
Action deferred, on all except that of repaving and widening of French Avenue
betw.,een Commercial St. andSeminole Boulevard, MrWilliams being instructed to prepare
aWPA project covering this improvement, which is to include raising the grade to coincide
with that of Seminole Boulevard.
On motion duly carried, the Clerk was next instructed to obtain prices on one car-
lo-ad, of asphalt filler to be furnished by theCity as a part of its donation to the Oak
Avenue repaving and widening WPA project.
11r. H H Coleman, Manager,of the Florida Power & Light Co. next presented a form of
Resolution for adoption by the City Commission covering future changing of street
lights from time to time, thereby eliminating theneeessity for the passage of separate
resolutions every time it may be felt necessary to change a light.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, 'PROVIDING FOR
THE ADJUSTMENT OF CERTAIN ACCOUNTS OR FUNDS OF THE CITY AND THE TRANSFER OF CERTAIN
FUNDS TO THE SINKING FUND TO BE USED FOR CERTAIN PURPOSES, IN ACCORDANCE WITH
RECOMMENDATIONS OF MESSRS. PENTLP►ND, GRAY & MORE, CERTIFIED PUBLIC ACCOUNTXNTS.
WHEREAS, )Messrs. Pentland,Gray & Moore, Certified Public Accountants, are now en-
gaged in an audit of the accounts of the City of Sanford; Florida, and have recommended
that on account of the fact that the City has been engaged in refunding its bonded in-
debtedness and has completed. the same to the extent of approximately 959, certain separate
accounts or funds heretofore carried on the books of the City, are no longer necessary
and should now be consolidated with or transferred to certain other accounts or funds, all
to be in accordance with good municipal accounting procedure, said recommendations by
said accountants being more fully embraced in the provisions hereinafter set forth.
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida:
SECTION 1 That theCityClerk is authorized to work in conjunction with the said
Messrs. Pentland,Gray & Moore to set up such funds as are indicated by the several
resolutions relating to refunding bonds and certificates of indebtedness of the City
of Sanford, Florida.
SECTION 2. That the City Clerk is authorized to make transfers as of September
301 1937 of cash on hand in various funds as follows:
(a) All cash in the Gas Plant Bond Redemption Fund to the Sinking Fund, to be used
for the purpbde °. of acquiring bonds of the City of Sanford.
(b) All cash in the Refinancing Fund to theSinking Fund, to be used for the purpose ol
acquiring bonds of the City of Sanford.
(c) All cash in the Special Assessment Fund to the SinkingFund, including any cash
deposited in saidFund subsequent to September 30, 1937, to be used for the purpose of
acquiring bonds of the City of Sanford.
(d) All cash in the Debt Service Account of the General Fund- to the Sinking Fund,
to be used for miscellaneous expenses of debt service of the City.
SECTION 3. That all interfund accounts as of September 30, 1937, with accrued
Interest thereon be canceled.
SECTION 4. That this resolution shall become effective immediately upon its passage
and adoption.

WHEREAS, The sum of $79,232.00 remains of an appropriation by the City of Sanford,
Florida, out of funds derived from the sale of the bonds of said city for the erection.
of a fire station in said City, and the sum of $84,714.00 remains of an appropriation by
said city for the erection of a hospital in said city out of funds derived from the sale
of bonds by said city for said purpose and the sum of $93,265.00 remains of an appropriation
by said city for the erection of a natatorium in said city out of funds derived from the
sale of bonds issued by said city for said purpose, and the sum of $17,276.00 remains of
an appropriation by said City for the purchase of real estate by said City out of funds
derived from the sale of bonds by said city for said purpose and the sum of $161,929.00
remains of an appropriation by said city for the construction of sewers in said city out
of funds derived from the sale of bonds by said city for said purpose and the sum of
$114,582.00 remains out of an appropriation by said city for the extension of the water
works system of said city, out of funds derived from the sale of bonds by said city for
said purpose, and the sum of $3,495.00 remains'of an appropriation by said City for
the construction of a whiteway lighting system in said city out of funds derived from
the sale of bonds by said city Sr said purpose;. and
WHEREAS, the funds for the aforesaid purposes were deposited by said city in the
SEMINOLE'-'COUNTY BANK, and/or, SANFORD BANK AND TRUST COMPANY, of said city and said
Sanford Bank and Trust Company suspended business and was taken over by the Seminole
County Bank and the First National Bank of Sanford and said Seminole County Bank last er
suspended business and funds for the aforesaid unexpended appropriations except certain
dividends of said Seminole County Bank, were lost to said City and said unexpended
appropriations are still carried in the accounts of the city and theCity Commissiom is
of the opinion that said unexpended appropriations should be canceled:
NOW THEREFORE, BE IT RESOLVED BY THE CITY COhl[ISSION OF THE CITY OF SANFORD, FLORIDA:
SECTION 1. That the aforesaid unexpended appropriations by said city in the sum of

$693,000.00 for the purposes in said Resolution stated; and
WHEREAS, of the Refunding Bonds, Series A -1, authorized" to be issued by the
aforesaid Resolution" No. 358, Refunding Bonds, Series A -1 , in the aggregate sum of
$77,000.00 have not been issued, but are carried in the accounts of the City of Sanford,
Florida, as bonds authorized to be issued and the proceeds to be derived from the sale
of said unissued Refunding Bonds, Series A -1, authorized by said Resolution No. 358 are
carried in the accountg of the City as " authorized appropriations ", and the City
Commission is of the opinion that saidResolution No. 358 in so far as it relates to
Refunding Bonds, Series A -1, in the aggregate sum'of 477,000.00 authorized thereby
which have not been issued, should be rescinded and that the unexpended appropriations

lates to Refunding Bonds, Series A -1, authorized thereby in the aggregate sum of
$77,000.00 which have not been issued be and the same is hereby rescinded.
SECTION 2. That the appropriation by the aforesaid Resolution No. 358 of the funds
to be derived from the aforesaid Refunding Bonds, Series A -1, in the aggregate sum of
$77,000.00, which were authorized by said Resolution No. 358, but which have not been
issued, be and the same is hereby canceled.

COUPONS THERICTO ATTACHED OF THE CITY OF SANFORD, FLORIDA, OWNED BY THE GAS PLANT
SINKING FUND OF SAID CITY.
WHEREAS, the following described bonds and coupons thereto attached of the City
of Sanford were acquired by said City in part payment for the Gas Plant of said City,
which said Gas Plant was sold to the Sanford Gas Company, and said bonds and interest
coupons thereto attached have been held uncanceled in said Gas Plant Sinking Fund, and in

On motion duly adopted, City AttorneyWilson was next authorized to attend the meet-
ing of the Florida League of Municipalities to be held at St. Petersburg on December 2nd.
and 3rd. 1937.
Request next received from J.G.Michael, Manager of the State Farmers Market Exchange,
that traffic and parking lines be painted at certain locations at this market to expedite
the handling of traffic.

Report of the second test of milk from all dairies serving Sanford as made by the
Sanford Clinical Laboratory, next presented, showing WL11 such milk being well within
the requirements for Grade "A"
Application next received from Price J. Angel for permit to sell beer and wines at
the Farmers Market Exchange Restaurant at Thirteenth St. and French Avenue -, and on
motion duly carried, same was approved.
Application next received from Joe Doss for permit to operate a dance hall at 1200
W. Thirteenth St. under the provisions of Ordinance No. 260, and on motion duly carried,
same was approved.
On motion duly adopted, the 2% discount allowed on 1937 taxes paid during the month
of November, was ordered extended to include the month of December, 1937, due to the
delay in the adoption of the millage for the year 1937 and consequent delay in the
completion of the tax roll.
On motion duly adopted, the Clerk was next instructed to file application with
the Florida State Road Department for a permit to construct and maintain an electric
transmission line on the right of way for State Road No. 3 adjoining the City wells,
this line to be a part of the line connecting the water pumping station with these
wells.
There being no further business, the meeting then adjourned to immediately re-
convene as a Municipal Delinquent Tax Adjustment Board.
