02073846 MINUTES CITY COMMISSION, SANFORD, FLORIDA, :Feb. 7 at 7:30 P M The City Commission of the City of Sanford,, Florida, met in Special called Session at the City Hall in the City-of Sanford, Florida, at 7:30 o'clock P.M. February 7, 1938• Present: Commissioner Edward Higgins, Mayor. " Walter S. Coleman. " W.R.Dupree " A.W.Lee If M.J.Lodge City Attorney Fred R. Wilson. City Clerk F.S. Lamson. Meeting called to order by the Chairman, who announced that the meeting had been called to allow the representatives of Johns - Manville Co. to show samples and present other data in support of their Transite Pressure Pipe for use as a supply line to replace the present wood line from the City wells to the water pumping station. Also to handle any other business which may come before the Board. Thereupon Messrs D.H. Patton and R.D. Hayes, representing Johns - Manville Co. and J.M.Stinecipher, representing Chase & Co., local agents of Johns - Manville Co. next pre- sented samples, detailed information and prices on their Transite Pipe and same were taken under consideration. The Clerk next presented correspondence from Wendell C. Heaton, Chairman of the Florida Industrial Commission, advising that as a self - insurer under the workmen's Com- pensation Law, the City's assessment towards expenses of administration. of the Law is 2% of the premium the City would have had to pay, if insured, from Dec. 15,1936 to June 30, 1937, and 3% of the premium from July 1, 1937 to December 31, 1937. The Clerk then presented schedules showing this assessment to be $10.44 for the period from Dec. 15, 1936 to June 30, 1937, and $15.13 for the period from July 1, 1937 to Dec. 31, 1937, and on motion duly adopted , same were ordered paid. On motion duly adopted the Clerk was next authorized to pay the notes executed in favor of Fairbanks, Morse & Co. covering the purchase of new equipment at the water pumping statioh, monthly as they fall due without further authorization. The meeting then adjourned, after which the Board immediately re- convened as a Municipal Delinquent Tax Adjustment Board. Thereupon further consideration was given to the method to be followed in making adjustments of taxes for the year 1933 and prior, also special assessments, after which, on motion of Commissioner Coleman, seconded by Commissioner Dupree and unanimously carried, the following program of adjustments was adopted: 1. For taxes on improved property within the City Limits. Cancel interest on 1933 and prior taxes-and accept payment of the Principal on the basis of ten cents on the dollar,, all subsequent taxes and penalties to be paid in full. 2. For taxes on vacant property within the City limits. Cancel 1933 and prior taxes and interest thereon, all subsequent taxes and penalties to be paid in full. For taxes outstanding on improved property now excluded from the City limits: Require payment of the last year's taxes and penalties, in full, cancel interest on tales prior thereto and accept payment of such prior taxes on the basis of 10 cents on the dollar. 4. For taxes outstanding on vacant property now excluded from the City limits: Require payment of the last year's taxes and penalties in full, and cancel all prior taxes and interest. 5. In all cases cancel all interest on street paving, bulkhead and sidewalk liens and accept payment of the principal of such liens on the basis of 10 cents on the dollar. 6. Require payment of both taxes and liens at the same time. Thereupon the following adjustments of taxes for the year 1933 and prior, also special assessments, were authorized and approved: Beg. 2113 Ft. W. and 705 ft.
