CITY COMMISSION, SANFORD, FLORIDA, February 14, 1938- -19
The City Commission of the City of Sanford, Florida, met in regular session at the City
Mall in the City of Sanford, Florida, at 7:30 o'clock P. M., February 14, 1938.

Meeting called to order by the Chairman.
Minutes of regular meeting of the City Commission and meeting of the Municipal Delinquent
Tax Adjustment Board of January 24th, and special meeting of the City Commission and of the
Municipal Delinquent Tax Adjustment Board of February 7th, 1938, read and approved.
Current invoices and payrolls for the month of January, 1938, properly audited and
vouchered as evidenced by vouchers Nos. 9532 through 9626, submitted, examined, approved and
payment ordered.
Monthly reports of the Streets, Sanitation, Health, Water, Police, Fire and Library
Departments for the mohth of January, 1938, submitted and examined.
Bank Statements in all accounts for the month of January, 1938, properly reconciled,
submitted and examined.
Financial Statement and statement of revenues and expenditures during the month of
January, 1938, submitted and examined.
Messrs H. M. Watson and E. F. Housholder next thanked the Commission for the work being
done by City forces on the Municipal Golf Course and urged especial efforts to obtain a WPA
project to carry on this work.
Mr. Watson then requested certain repairs to the Municipal Athletic Field, same being
referred to Supt. Moughton for investigation.
In connection with some agitation to require Nathan Harris, negro taxi -cab operator,
to remove his location from next the Gilbert Hotel at 2nd St. and Park Ave., petition next
presented with 55 signers that no change be made, and same was referred to the Chief of Police.
The Clerk next presented plat of "First Addition to Evergreen Municipal Cemetery,
Sanford, Florida," as prepared by Fred T. Williams, embracing City owned property described as
follows: Beginning at a point 100 feet South of the S.E• corner of Evergreen Municipal Cemetery
as recorded in Plat Book 3, Page 98 of the Public Records of Seminole County, Florida, run South
65 feet, thence West 668 feet, thence North 165 feet, thence East 568 feet, thence South 100
feet, thence East 100 feet to the point of beginning. Also the unplatted portion in the S.W.
corner and along the South side.of said Evergreen Municipal Cemetery (less the East 342 feet
thereof.)
Thereupon said plat was approved and accepted.
Consideration next given to the matter of the 2 -ton International Truck rented from the
Sanford Buick Company with the understanding that if the City should wish to purchase this tru
the rentals heretofore paid, amounting at this time to $345.00, would be applied against the
purchase price of ,$450.00.
Thereupon Commissioner Coleman moved that this International Truck be purchased from
Sanford Buick Co. for use by the Street Department, at a price of $450.00 less credit for
rentals paid of $345.00, leaving a balance due of $105.00.
Seconded by Commissioner Dupree and carried.

In order to prote c-t the City's equity in Lots 3, 4, 7 & 8 of Block 2 Tier 4; Lots 6, 7 & 8
of Blk 3 Tr 4, and Lots 4, 5, & 6 of Block 4 Tr 1, against which the City has brought fore-
closure proceedings, Commissioner Coleman next moved that the State and County Tax certificates
against these properties be advertised for sale and purchased by the Oity under the Legislative
authority of Chapter - 18296, Acts of 1937, the total estimated cost being $122.01.
Seconded by Commissioner Dupree and carried.
Consideration next given to the recommendation of City Physician Tolar that steps be
taken to curb the spread of rabies among dogs within the City limits, of which a considerable
number of cases have been reported.
Thereupon, in accordance with the provisions of Sections 290 and 291 of the Revised
Ordinances of the City of Sanf ord,Florida, the Mayor was authorized, as a matter of public
safety, to order all dogs to be securely muzzled when outside the private premises of their
owners or keepers until such time as the disease shall have been stamped out.
Application next received from Mrs. H. M. Papworth for permit to remove three trees from
the parkway on 4th Street adjacent to Lots 4 & 5 of Block 5 Tier 4, and on recommendation of
Inspector Paxton, same was approved.
Consideration next given to the matter of POSTING or ADVERTISING the 1937 delinquent Real
Estate Tax List.
1hereupon Commissioner Dupree moved that the 1937 Delinquent Real Estate Tax List be
POSTED in accordance with the terms of the Charter, as amended.
Seconded by Commissioner Lee and carried.
Petition next received from residents in the neighborhood of Sanford Ave. and Geneva St.
that a "Stop and Go" Light be placed at this intersection, and same was referred to Chief of
Police Williams to investigate and report.
On motion duly adopted the Commission next authorized the cancellation of the 1937 real
estate taxes, amounting to $12.00, against the W. 42 ft. of Lots 1 & 2 of Block 5 Tier 4, due
to this property belonging to the First Presbyterian Church of Sanford and used for Church
purposes on January 1, 1937, and consequently exempt from taxation.
The Clerk next reported the receipt of $297.24 from the Florida Power & Light Co., repre-
senting a refund of the amount paid for transformer rental at the Municipal Athletic Field duri
the months of June, July, August and September, 1937•
Thereupon instructions were issued that $51.70 of this amount be credited to the interest
paid to December 31, 1937, on the contract covering the purchase of the flood lighting equipment
at the Municipal Athletic Field, and the balance of $245.54 be applied on the principal.
Request next received from the Staff of the Salmagundi, Seminole High School Annual, that
the City place an advertisement in this year's issue.
Thereupon, in accordance with past practice, a quarter page advertisement was authorized t
be placed in the 1936 issue of the Seminole High School Salmagundi at a cost of $12.00.
On motion duly adopted, the Clerk was next authorized to make payment of $404.00 to Walter
Cooper to complete the purchase of Bonds Nos. 161 and 162, Series C. and Bonds Nos. 106, 107,
108, 110 & 111, Series dated January 1, 1910, the purchase of these bonds and partial payment
therefor having been authorized by the Commission under dates of September 27th and 29th, 1937•
Instructions next issued that these bonds be cancelled by perforation immediately upon
coming into possession of the City.

On motion duly adopted, the Clerk was next instructed to forward funds to the Central
Hanover Bank & Trust Co., New York City, to pay coupons due March 1, 1938, from outstanding
Refunding Bonds Series A and B. as follows:
Coupon No. 2, due March 1, 1938, from City of Sanford
Refunding Bonds Series A, Numbers 1/107, 1512/1781,
1783/2362, 2368/3665, 3671/40 0, and 4056/4941
4921 coupons at 95.00 each $24,605.00

Total $30,715.00
Applications next read from Curtis J. Hall and M. C. Gordon for appointment as motor -cycle
officer on the Police force and same were referred to Chief of Police Williams for attention.
Communication next read from R. E. Kurtz of Fort Myers offering to dispose of $7,012-50
par value past due interest coupons of the City of Sanford on the basis of 50 cents on the dollar
and same was taken under consideration.
Consideration next given to the possibility of the Chief of Police attending a school of
instruction conducted by the Federal Bureau of Investigation in Washington, D• C•, the Clerk
being instructed to obtain available information concerning this school.
The Clerk next presented recommendlttion of former City Commissioner W• A. Leffler to whom
the matter of group insurance on City employees had been referred prior to expiration of his
term of office, as follows:
"That the City take out group life insurance on all of its employees to the
amount of $500.00 each.
That each year this amount be increased by some set amount to be determined
by the Commission on the white employees or else on a selected group as may
be decided by the Commission.
That the City bear the entire cost of this insurance ".
Matter taken under consideration.
There being no further business the meeting then adjourned, to immediately re- convene
as a Municipal Delinquent Tax Adjustment Board.
