January 10,1938 Present: Commissioner Edward Higgins, Mayor. " Walter S. Coleman " W.R.Dupree " A W Lee " M.J."odge City Attorney Fred R. Wilson City Clerk F.S. Lamson Chief of Police R.G.Williams Meeting called to order by the Chairman. Minutes of Regular Annual meeting of January 4th, 1938, read and approved. Current invoices and payrolls for the month of December, 1937 properly audited and vouchered as evidenced by vouchers Nos. 9424 through 9531, submitted, examined, approved andpeyment ordered. Monthly reports of the streets, sanitation, health, water, police, fire and library departments for the month of December 1937, submitted and examined. Bank statements in all accounts for the month of December, 1937, properly reconciled, submitted and examined. Financial statement and statement of revenues and expenditures for the month of December,'1937, submitted and examined. Mr. A.R. Johnson, representing the Seminole Chapter Future Farmers of America, next requested a donation towards the expense of the Seminole County exhibit at the Tampa Fair, advising that the County had contributed $25.00 for that purpose. Thereupon in accordance with policy heretofore followed,by the Commission, $25.00 was ordered appropriated for this purpose. Fourth and final report of Fall inspection of milk furnished by dairies serving Sanford next presented, showing all well within the requirements for Grade " A" milk. Two communications next read, one from Mrs. H.J. Lehman as Chairman of the Sanford founders Day Committee of the D.A.R. , and the other from Mrs. F.E. Roumillat as President of the Fort Mellon Chapter of the Sons and Daughters of the Territory of Florida, both urging that the proposed park on the Lake Front between Sanford Avenue and the Mayfair Hotel be named " Fort Mellon Park" and that it be dedicated on Ri Founders Day, February 8th., as a. memorial to the 100th. anniversary of Sanford. Action deferred. Request next received from Miss Rebecca Stevens that the time limit for the r ass; e a payment of the taxes as adjusted by the Municipal Delinquent Tax Adjustment Board under date of November 22, 1937, against Lot S Block 9 Tier 1, be extended to February let. 19389 and on motion duly carried same was approved. Commissioner Lodge next introduced Ordinance No. 264 entitled AN ORDINANCE OF THE CITY CF SANFORD, FLORIDA MAKING IT UNLAWFUL TO PARK ANY MOTOR VEHICLE OR OTHER VEHICLE ON THE WEST SIDE OF THE PORTION OF OAK AVENUE IN THIS ORDINANCE DESCRIBED, AND PROVIDING A PENALTY FOR THE VIOLATION HEREOF. and same was read in full by the Clerk. Thereupon Commissioner Lodge moved that the rules be waived and said Ordinance MINUTES CITY COMMISSION, SANFORD, FLORIDA, January 10 at 7:30 P M19-3-8 No.264 be placed upon its final passage and adoption. Seconded by Commissioner Coleman. Thereupon the question recurred upon the waivure of the rules. The roll was called the vote stands as follows: Commissioner Higgins Aye " Coleman Aye " Dupree Aye " Lee Aye " Lodge Aye Thereupon the Chairman annourn ed that thb City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted said Ordinance No. 264 entitled: An Ordinance of the City of Sanford, Florida, making it unlawful to park any motor vehicle or other vehicle on the west side of the portion of Oak Avenue in this Ordinance Described, and providing a penalty for the violation hereof. On motion duly adopted, Ordinance No. 264 was ordered POSTED at the front door of the City Hall in the City of Sanford, Florida. Communication next read from Miss Isabella Simon requesting the City to repair the roof of her house located on the southwest corner of Myrtle Ave* and Eighth St. next to the porch which was removed by the City. Request refused in view of the fact that this porch, which extended over the sidewalk, was removed with her permission in order to eliminate a dangerous hazard to pedestrians and not with a view to making repairs to the building. Consideration next given to the condition of the wood stave pipe line leading from the wells on the Orlando highway to the water pumptigg station. Thereupon the Clerk was instructed to make necessary arrangements to purchase 600 feet of 16 inch wood pipe to be used to make repairs to this line as needed; also to investigate the possiblity of replacing this entire line with pipe of a more durable construction and the possibility of obtaining a PWA loan and grant for this improvement. Request next received from C.W. Sullivan, proprietor of the Montezuma Hotel, to have two trees removed from the parkway on Third St. adjoining this property. Request approved. Communication next read from F.L. Woodruff, inclosing bill for $3.00 from Lee Brothers for services in connection with repairs to sewer line at 500 Myrtle Ave. as the result of failure of WPA crews to re- connect this line after relaying the sewers in this block, and on motion duly adopted, bill was approved,as a responsibility of the Cit3 and payment ordered. Request next received from J.L.Clark that the assessed valuation of Lot 4 Block 4 Tier 9 for the years 1934 and 1935 be reduced to $1200.00 the present value.tiorr� but in view of the fact that the assessment was accepted by the owner of the property at that time, no objections being filed with the Tax Assessor or Equalization Board, request could not be granted.
