0228380011 MINUTES CITY COMMISSION, SANFORD, FLORIDA, Feb. 29, at 7:30 P 19--il The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. February 28, 1938- Present: Commissioner Edward Higgins, Mayor. " Walter S. Coleman " W.R.Dupree " A.W.Lee If M.J.Lodge. City Clerk F.S. Lamson Chief of Police R. G. Williams Meeting called to order by the Chairman. Minutes of regular meeting of the City Commission and meeting of the Municipal Delinqu nt Tax Adjustment Board of February 14th. 1935, read and approved. Mr. D.L.Thrasher next presented figures as to the cost of group life insurance on all City employees in an amount of $500.00 each. Thereupon the matter of group life insurance on City employees was referred to a Committee composed of Commissioners Coleman , Lee and Lodge, with authority to act.' Mr. L.H.Connelly next discussed the matter of Breakdown Insurance on the Diesel pumping equipment at the Water Pumping Station and same was taken under consideration. Mr. E.F.Housholder next appeared on behalf of John Mooridan peanut vender ruled from selling at the Municipal Zoo on account of improper conduct, and same was referred to Supt. of Park Moughton and Chief of Police Williams. Mr. John Hintermister next exhibited four enlarged and colored pictures of the Mayfair Hotel and requested permit to display them in the parkway on the north side of "Seminole Boulevard between the Chamber of Commerce Building and the Municipal Pier. Request granted with the understanding that the pictures will be removed at any time that the Commission so directs. Engineer Fred T. Williams next presented for consideration the matter of acquiring muck needed for the WPA project for the development of a. portion of Fort Mellon Park, and after considerable discussion was instructed to check into all available supplies, make tests and ascertain costs. Mr. Williams next advised the Commission that the route of the proposed City and County sponsored drainage project in the Southwest section of the City includes a ditch in the West 25 feet of the following described property owned by Mack Overstreet: Beg. 1625 Ft, W. and 190 Ft. S. of the N.E.Cor of Sec. 35 Tp. 19 S.R. 30 E., run W. 92.5 ft St. 470 ft E. 92.5 ft. N. 470 ft. to Beg., and that it would be necessary to-obtain title to this 25 foot strip. The Clerk then presented statement of taxes and penalties against this property amounting to 611.59, the adjusted amount under authority of the Tax Adjustment Board amounting to $137.62. �- Thereupon Mr. Williams was authorized to offer Mack Overstreet $37.62 for a deed to this strip of land, to be applied on the taxes against the entire parcel under the adjusted basis. In connection with this same project, which includes re- surfacing the Country Club Road from the present City limits southwesterly to the A.C.L. Railroad and on Hardy Avenue, Mr. Williams then advised the Commission that at the time these streets were j II 1 zr►- 1 1 7 a t� MINUTES CITY COMMISSION, SANFORD, FLORIDA, February 25 at 7:39 P M. 19 35 originally paved rights of way therefor were not acquired and the present owner of the a.djoihing property, Mr. F.W. Bender, has offered to execute deed to the right of way in exchange for an adjustment of the Street Paviing Lien. Matter referred to the Board of County Commissioners as the property is no longer within the City Limits. The foregoing project, which contemplates a Federal Expenditure of $21,440.00 and dDnations by the sponsors of $7970, was then presented and on motion of Commissioner Lodge, seconded by Commissioner Dupree and carried, approved and the Mayor and Clerk authorized to execute on behalf of the City. Consideration next given to the rratter of a Federal WPA project to construct a boat basin surrounded by a concrete sea wall immediately East of the Municipal Pier at the foot of Park Avenue, and after considerable discussion, Mr. Williams was authorized to prepare such a project. Communication next read from Howard Faville requesting refund of the difference betwe Delinquent the taxes paid by him on an adjusted basis as authorized by the Municipal /Tax Adjustment Board under date of December 27, 1937, and the amount which would have been required under the plan of adjustments adopted at the meeting of February 7, 1938, the difference amounting to $448.79 No action. The Commission was next advised that the police radio purchased from the RCA Manufacturing Co. had been installed and accepted by the Chief of Police and the Sheriff. Thereupon Commissioner Coleman moved that the Clerk be authorized to make the initial payment of $700.00 and the regular monthly payments of $30.00 as they fall due, in accordance with the terms of the purchase agreement covering this equipment. Seconded by Commissioner Dupree and carried. Consideration next given to the lease executed with the 6anford Baseball Association under date of June 11, 1937, for the Municipal Athletic Field, it appearing that the lessee had been unable to abide by the terms thereof so far as payments were concerned. Thereupon, after considerable discussion, Commissioner Dupree moved that the lease dated June 11, 1937, be canceled and in lieu thereof lease be executed with R.M.Watson for the Municipal Athletic Field for a period of five years for a total rental of $4000.00 , payable as follows: $100.00 on or before April 255, 1938 and the same amount each two weeks until August 29, 1938. $100.00 on or before April 25, 1939 and the same amount each two weeks until August 29, 1939• $100.00 on or before April 25, 1940 and the same amount each two weeks until August 29, 1940. $50.00 on or before April 25, 1941 and the same amount each two weeks until August 29, 1941. $50.00 on or before April 25, 1942 and the same amount each two weeks until August 29, 1942. The Lessee to maintain -the premises and property in good condition at his own expense, pay all electricity bills, operate a baseball team of the Florida State Baseball League or other engaged in baseball contests during each baseball season during the term of the lease, and be solely responsible for any damages that may be suffered by person or property as a result of playing games of baseball on these premises or on account of the condition of the grandstand, bleachers, club house or other equipment thereon. Seconded by Commissioner Coleman and carried. At the request of Capt. G.W.McRory, the Commission next authorized the execution of lease with the National Guard, on'a $1.00 a year basis, covering the 115 opera chairs heretofore loaned by the City for use in the new Armory, with the proviso that the chairs will be returned at any time on request of the City, this lease being necessary in.order to have the chairs protected by fire insurance. The Commission was next advised that the State and County Tax Certificate No 1122 of 1928 ( covering the Mayfair Hotel property) held by Dofnos Corporation as security for the repayment of the $6500.00 advanced by the Bondholders' Protective Committee for use in the settlement of the account of Hornblower, Miller,Miller and Boston, had been sold and that after deducting all expenses, including amounts paid by Dofnos Corporation in acquiring the certificate, there remained a balance of $188$.42 which had been credited against the $3400.00 remaining of the original loan. Thereupon, upon motion duly adopted, the Qlerk was authorized and instructed to make payment to Dofnos Corporation of $1511.59, the balance due of the original loan after taking credit for the $1888.42 from the sale of the certificate. On motion duly adopted, the Clerk was next instructed to pay $30.00 to Halsey Stewart, & Co. New York.City, for coupon No. 4, due 1 /l /28, from Bond No. 73, Series Abb, funds for this purpose having been on deposit with the Atlantic National Bank in Jacksonville for a, considerable period of time and subsequently withdrawn when this coupon failed to be presented for payment. On motion duly adopted the Commission next authorized the purchase from Herman and Fred C.Hillman of Bonds Nos 21 through 30, Series A -2 with coupons due July 1, 1929 and subsequent attached, at a price of $500.00 ber }pond, flat; Also bonds Nos. 31 and 34 through 40, series A -2, with coupons due January 1, 1930, and subsequent attached, at a price of $500.00 per bond, flat, less a deduction of $9.73 per bond for the missing July 1, 1929 coupon. Consideration next given to the petition presented at the meeting of February 14th. for a " Stop & Go" signal light at the intersection of Sanford Ave. and Geneva St. Thereupon the matter was referred to Commissioner Lee and Chief of Police Williams with authority to have "stop & Go" signal light erected at this intersection.
