CITY COMMISSION, SANFORD, FLORIDA, May 16 at 10 A.M. 19 38
The City Commission of the City of Sanford, Florida., met in special called session at
the City Hell in the City of Sanford, Florida, at 10 o'clock A.M. May 16, 1939.
Present: Commissioner Edward Higgins, Mayor.

Meeting called to order by the Chairman who announced that the purpose of the meeting
was to consider proposition of Augustus T. Ashton concerning the disposal of 100 City of
Sanford Bonds, Series F. with coupons due January 1, 1937 and subsequent attached. Also
to consider any other business that may come before the Board.
The Chairman then reported Mr. Ashton's intention to obtain a Court order requiring the
payment of the pest due interest coupons as well as the coupons due July 1, 1935, January
1, 1939 and July 1, 1939 from these bonds totalling in all 016,500.00, but at the request of
the City had made a proporitionr covering the purchase of the bonds as follows:
Price of bonds to be 61 and interest at 3 percent.
Purchase 7 bonds May lat.
Purchase 9 bonds June lat.
Purchase 9 bonds July let.
Purchase 25 bonds August let.
After that time an advance of one point per ')month in the purchase price of the
remaining bonds for a period of one year, plus interest at 3 %.
Thereupon, with a view to holding up Court Actiom to allow the City an opportunity to
make some arrangements, if possible, to retire all of Mr. Ashton's bonds, Commissioner
Coleman moved thst the first seven of his bonds be redeemed in accordance with the terms
of the proposition as submitted, the total cost being $4551.17.
Seconded by Commissioner Dupree and carried.
Consideration next given to the suits being brought through Riddle & Putnam, Orlando
attorneys, on State & County Tax Certificates, Sale of 1925, on various parcels of property
in the City limits, the City being made a party to such suits on account of its tax and
special assessment-liens. Also on one parcel owned by the City and part of Fort Mellon
Park, described as Lots 1,2, and 3 Block 2 Chapman & Tucker's Addition.
Thereupon, after careful study, City Attorney Wilson was authorized to submit
the following proposition:
Certificate against Lots 1,2 and 3 of Block 2 Chapman& Tucker's Addition-to be surrendered
to the City for 41600.00 in tax credit. The proceeds of the sale of the balance of the
parcels to then be prorated between the holder of the certificates and the City in the
same proportion as the total value of the certificates and interest is to the total value
of the City's tax claims when adjusted in accordance with the plan adopted by the
Municipal Delinquent Tax Adjustment Board. The City's share from these sales to be then
applied against this tax credit as far as it will go, with the understanding that if such
share exceeds $1600.00, the difference will be paid to the City in cash, and if such
share is less than $1600.00, the balance of the tax credit will be canceled.

Consideration next given to ways and means of financing the purchase of approximately
Two Hundred Twenty -fine unrefunded bonds of the old issues where the owners of such
bonds refuse to exchange for the new Refunding Bonds and are therefore a continual
menace to the successful operation of the refunding program; also to financing the
purchase of a new water supply pipe line from the wells to the reservoir and other
necessary improvements to this plant.
Thereupon, in view of the vital importance and necessity of both of these projects
and the inability to carry on the proper negotiations at a distance, the Mayor and
Clerk were next authorized and instructed to proceed to Washington D.C. to contact
the proper officials of the Reconstruction Finance Corporation with a view to applying
for money for these Drojects from funds allocated for Municipal purposes by a recent
Act of the Federal Congress.
On motion of Commissioner Dupree, seconded by Commissioner Lee, the Commission next
authorized the purchase from A.B.Sechrist of Jacksonville of 4500 feet of salvaged
A -1 condition 5000 volt #8 double armored lead covered cable for use iir repairs
and extensions to the whitewsy system, at a flat price of $350.00 delivered, this
price of a little less than 9 cents per foot being approximately 30 percent of the
price of new cable.
There being no further business, the meeting then adjourned.
