050938MINUTES CITY QOMMISSION, SANFORD, FLORIDA, May 9, at 7: 30 P M The City Commission of the City of Sanford, Florida, met in Regular session at the City Hall in the City of Sanford, Florida, at 7;30 O'Clock P.M. Minutes of regular meeting of the City Commission and meeting of the Municipal Delinquent Tax Adjustment Board of April 25, 1938, read and approved. Current invoices and payrolls for the month of April , 1935, properly audited and vouchered as evidenced by vouchers Nos. 9791 through 9978, submitted, examined, approved and payment authorized. Monthly reports of the streets, sanitation, health, water, police, fire and library departments for the month of April 1939, submitted and examined. Bank statements in all accounts for the month of April 1938, properly reconciled , submitted and eXamined'. Financial statement and statement of revenues and expenditures during the month of April 1938, submitted and examined. Report ofsecond analysis of milk being furnished by dairies operating in the City of Sanford, as prepared by the Sanford Clinical Laboratories, next presented, such re- port showing all such milk being well within the requirements for Grade "A" milk. Application next received from Emmett Head at 207 W. First St., for permit to operate a dance hall, and on recommendation of Chief of Police Williams, same was approved. Offer next received from Mrs. W.M. Collins, owner of Blocks 24 and 30 Mellonville, to deed to the City Block 30 of this subdivision as payment in full of taxes and special assessments against Block 24. Matter referred to Commissioner Coleman to investigate and submit recommendation: at the next regular meeting of the Commission. Petition next received from the members of the Church of God, located 240 feet south of Geneva St. on Elm Avenue and the Dreamwold Pentecostal Church lobated at the corner of Geneva St. and Elm Ave., requesting that an overhead street light be erected at the intersection of Geneva Street and Elm Avenue. Petition tabled due to lack of appropriation for this purpose. Consideration next given to the purchase of trousers as summer equipment for the Police and Fire Departments, the Police and Fire Chiefs, after a comparison of the bids and materials submitted at the meeting of April 25th, recommending bid of W.E.Watson at $9.75 per pair and bid of The Yowell Co. at $9.00 per pair. 1 1 u 1 MINUTES CITY COMMIss10N, SANFORD, FLORIDA May 9 of 7.30 P.M. 9_ Thereupon, on motion duly adopted, the order was ordered divided between W.E.Watson and The Yowell Company, on the materials and at the prices as recommended by the Police and Fire Chiefs. Petition next received from residents and taxpayers and merchants in the neighborhood of Celery and Mellonville Avenues, requesting a " Stop and Go" traffic light at this intersection:. Matter taken under consideration. Consideration next given to the matter of cancellation of certain street paving liens abutting against property /on Country Club Road, Hardy Avenue and Geneva Street, in exchange for rights —of —way for these streets. Thereupon Commissioner Lodge introduced Resolution No. 529 and moved its passage and adoption. Seconded by Commissioner Lee and carried by the following vote of the Commission: after described and assessed the cost thereof against the said real property, but said public improvement was done prior to the acquisition of rights of way for said purpose except a small portion thereof on the north side of said Country Club road and said City of Sanford is advised that the making of the said public improvement without rights of way therefor renders the collection of said special assessments doubtful and Seminole County, Florida, has proposed to have certain improvements made in said Hughey Street, Country Club Road, Hardy Avenue and Geneva Avenue abutting the property assessed as aforesaid, and other improvements in the vicinity thereof, through the Works Progress Administration, but such improvements cannot be made until rights of way for said Hughey Street, Country Club Road, Hardy Avenue and Geneva Avenue have been obtained from the owners of the abutting property and the owners of said property have agreed to convey rights of way through their said property if the City of Sanford, Florida., will cancel the special assessments attempted to be made by said city against said property, said property against which said special assessments exist being described as follows: '�A'T13L 1YNG HUGHEY ST. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, CANCELING SPECIAL ASSESSMENTS MADE BY SAID CITY AGAINST CERTAIN REAL PROPERTY ABUTTING HUGHEY STREET, COUNTRY CLUB ROAD, HARDY AVENUE AND GENEVA AVENUE IN SAID CITY, SAID SPECIAL ASSESSMENTS HAVING BEEN MADE FOR THE COST OF PAVING PORTIONS OF SAID HUGHEY STREET, COUNTRY CLUB ROAD, HARDY AVENUE AND GENEVA AVENUE. Williams presented deeds, made to the County as this property is now outside the City limits, for rights of way for Country Club Road, Hardy Avenue and Geneva Street as provided under the terms of Resolution No. 529. Consideration next given to a proposed " Smoke" ordinance, action being deferred until a later date. Consideration next given to proposal of E C Harper, to exchange 23 Whiteway standards, complete, and one 2300 volt:_whiteway transformer, for four lots owned by the City in Bel Air Subdivision described as Lots 1, 2,3 and 4 of Block S. these lots to be delivered free and clear of all City.and State & County taxes to date, and special assessments. Thereupon in view of the use to which this equipment can be put in the new Fort Mellon Park project, Commissioner Lee moved that the proposal of Mr. Harper be accepted. Seconded by Commissioner Coleman and carried. Commissioner Lee next introduced Ordinance No. 266 entitled: ORDINANCE NO. 266. AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, DEDICATING CERTAIN REAL PROPERTY OWNED BY THE CITY OF SANFORD, FLORIDA, FOR THE PUBLIC USE-OF PUBLIC PARKS, RECREATION AND PLAY GROUNDS UNDER THE CONTROL AND MANAGEMENT OF SAID CITY, FOR THE USE AND ENJOYMENT OF THE INHABITANTS OF SAID CITY OF SANFORD , FLORIDA, AND THE GENERAL PUBLICIN -ND RESERVING THE RIGHT IN SAID CITY TO USE SUCH PORTIONS OF SAID PROPERTY AS MAY BE DEEMED NECESSARY FOR MUNICIPAL OR OTHER PUBLIC PURPOSES. AND same was placed on its first reading and read in full by the Clerk. Thereupon Commissioner Lee moved that the rules be waived and said Ordinance No. 266 be placed on its final passage and adoption. Seconded by Commissioner Coleman Thereupon the question recurred upon the waivure of the rules .
