June 13, at 7:30 P M 19_38 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. June 13, 1935. Nilson City Clerk F S Lamson Chief of Police R G Williams Absent; Commissioner W.R.Dupree (sickness) Meeting called to order by the Chairman. Minutes of special meeting of the City Commission of May 21st, , regular meeting of the City Commission and meeting of the Municipal Delinquent Tax Adjustment Board of May 23rd, and special meeting of the City Commission of June 1st., 1935 read and approved. Current invoices and payrolls forthe month of May 1935, properly audited and vouchered as evidenced by vouchers Nos. 9579 through 9970, submitted, examined , approved and payment ordered. Monthly reports of the streets, sanitation, health, water, police , fire and library departments for the month of May 1935, submitted and examined. Bank statements in all accounts for the month of May, 1935 properly reconciled submitted and examined. Financial statement and statement Of revenues and expenditures during the month of May , 1935 submitted and examined. Mr. D .L.Thra.sher next discussed the possibility of the City sponsoring group health and accident insurance on city employees already covered by group life insurance, the premium to be paid by the employee. Action deferred. Further consideration next given to application of Albert Hall for permit to erect galvanized iron building to be used as blacksmith shop on the southwest corner of Eleventh St. and Sanford Ave., a petition being presented at this time, signed by residents and property owners in the neighborhood, requesting that the permit be granted. Thereupon Commissioner Lodge moved that the permit be granted. Seconded by Commissioner Lee and carried. Further consideration next given to the need of 540 cu. yards of shell required to be furnished by the City as a part of its donation under the WPA project covering the development of Fort Mellon Park, various sources of supply and quality of shell having been investigated by the engineers and the being the DeLeon shell at DeLeon Springs, Florida. best quality and nearest source of supply Thereupon on motion duly adopted, the offer of Transit Mix Concrete, Inc. , to furnish DeLeon shell at a pride of $1.95 per yard, delivered at the Park, was accepted. A committee from the Sanford Lions Club next outlined plans of the various clubs to send delegations to the national convention at Oakland, these clubs to advertise the cities they represent, and requested a donation of $200.00 from the Publicity Fund to assist in the expenses of 8 Sanford delegation to this convention. Action deferred. The Clerk next presented quotation of 41 plus interest from 3/1/35 received from c! V .398 MINUTES CITY COMMISSION, SANFORD, FLORIDA, June 13, at 7:30 P- M 19_ -U Ed. C.Wright & Co. on ten Series "B" Refunding bonds with coupons due 9/1/38 and subsequent attached, Numbers 51, 55,62,63,221 and 281/285. Thereupon, in view of the fact that this quotation is in line with quotations received from time to time on "-bonds of this issue, Commissioner Coleman moved that these bonds be purchaed with funds appropriated for Sinking Fund purposes in the Department of Water Utility, and canceled by the Clerk'. Seconded by Commissioner Lodge and carried. Communication next read from Jennings & Watts, Attorneys for C.J.Root, the owner of twenty -five Improvement bonds dated July 1, 1923, and due July 1, 1953, inquiring with reference to a payment on account of past due interest coupons on these bonds, similar.. to payments made during the past several years. The Clerk then advised the Commission of a balance of $123.51 remaining unpaid of the amount appropriated for Mr Root's coupons during the fiscal year 1936 -M7 Thereupon , on motion duly adopted, th4 Clerk was authorized to pay on account of Mr. Root's past due coupons, the balance carried over from the past year together with A the one percent interest appropriated during the current year for a. like number of Refunding Bonds Series "A" which were intended to be exchanged for Mr. Root's bonds, making a total of $373-51 City Attorney Wilson next presented Master's Deed to those parts of Blocks 14 and 22 of Chapman & Tucker's Addition lying south of First Stteet, heretofore owned by the M.F.Robinson Estate and acquired by the City thru foreclosure of tax and special assessment liens as a means of carrying out an informal agreement with the Executors of the Estate whereby all but 100 foot frontage of this property is to become the property of the City in exchange for tax receipts thru the year 1936 on other property owned by the Estate described as the S. 24 ft. of Lot 12 Block 3 Tier 2, E.R.Tra.fford's Map of Sanford. Thereupon Commissioner Lodge moved that the agreement with the Executors of the M.F.Robinson Estate covering the transfer of this property as outlined be approved. Seconded by Commissioner Lee and carried. On motion of Commissioner Lodge, seconded by Commissioner Lee and carried, the Commission next approved a. donation of $200.00 from the Publicity Fund to apply on expenses of the 6anford Baseball, Club, H.M.Watson having forfeited the franchise and the Club now being operated by a group of citizens as a. civic enterprise. Commissioner Coleman next introduced Resolution No. 531 and moved its passage and adoption. Seconded by Commissioner Lee and carried by the following vote of the Commission: Commissioner Higgins Aye " Coleman Aye " Lee Aye " Lodge Aye. Said resolution being in words and figures as follows: RESOLUTION NO. 531 A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK TO FILE AN APPLICATION TO THE UNITED STATES OF AMERICA THROUGH THE FEDERAL EMERGENCY ADMINISTRATION OF PUB- LIC WORKS FOR A LOAN AND GRANT TO AID IN FINANCING THE CONSTRUCTION OF WATER PIPE LINE, ELECTRIC POWER LINE AND LIGHTING EQUIPMENT AND DESIGNATING THE MAYOR AND CITY CLERK TO FURNISH SUCH INFORMATION AS THE GOVERNMENT MAY REQUEST. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA: Section 1. That the Mayor and City Clerk be, and they are authorized to execute and file an application on behalf of the City of 6anf ord, Florida, to the United States of America for a loan and grant to aid in financing the construction 1 1 n er. a. As City Clerk ( Seal) r With a view to expediting action on the project application authorized by Resolution No. 531, the Mayor and Clerk were next authorized to present said application in person to the Regional Director of the Public Works Administration at Atlanta. Further consideration next given to the petition presented at the meeting of May 23rd. that rummage sales be either licensed or discontinued, but in view of the information received from neighboring cities that when conducted for charitable or religious purposes, no license is required, petition denied and the Clerk instructed to continue to allow one rummage sale per Saturday provided the entire proceeds are for the benefit of some church or charitable organization. Gbnsideration next given to the matter of muck for the Fort Mellon Park project, it appearing that the holder of a mortgage against the property from which the muck donated by A.L.Thrasher is being taken had registered a protest. Mr. G.W.Spencer , attorney for one W.M. Vick , the holder of the mortgage, then presented a proposal whereby Mr. Thrasher would deed the property, described as the north half of Lot A, lying west of the right —of —way of the Atlantic Coast Line R.R. Co. Dodd, Lord & Deane Subdivision of Section 31 Tp. 19 S.R. 30 E., to W.M. Vick in satis- faction of the mortgage, and W.M. Vick would then deed the property to the City for $200.00 Thereupon, in view of the need for muck not only for the present park project but also for the balance of the park, Commissioner Coleman moved that this property be purchased from W.M. V ick _f or $200.00. Seconded by Commissioner Lee and carried. Communication next read from the Colored Ministerial Association requesting free water for the churches. No action: The Clerk next presented Federal Reserve Bank of Atlanta Safe Keeping Receipt No. 4325, dated June 9, 1935, covering $35,000.00 11% Home Owners' Loan Corp. Bonds, Series F, received from the Sanford Atlantic National Bank in exchange for Jacksonville Branch, Fed- eral Reserve Bank of Atlanta, Safe Keeping Receipt:>No. 5755, covering $33,000.00 2J% U.S. Treasury Notes Series 0-1940, these securities being deposited to protect City of Sanford deposits in said bank. On motion of Commissioner Lodge, seconded by Commissioner Coleman and carried, the Commission next approved the execution of Refunding Bonds Series A, numbers 4942 and 4943, and the exchange of said bonds thru the Central Hanover Bank & Trust Co. N.Y.C., for Bonds Nos. 45 & 46 Series KK, with coupons due 1/1/32 and subsequent attached, said Series KK bonds having been deposited by Halsey Stuart & Co, for that purpose. Also the payment of $137.50 in settlement of past due interest to March 1, 1937 on the Series KK bonds, End the payment of $20.00 in payment of the coupons due Sept 1, 1937, and March 1, 1938, on the Refunding bonds which are to be detached at the time of exchange. Offer next received from A.B.Sechrist to sell 3145 additional feet of whiteway cable) similar to that recently purchased by the City at a price of $.08 per f oot delivered. Thereupon the Clerk was authorized to purchase this cable provided Mr. Sechrist will allow payment to be made in the next fiscal year. Application next received from Mrs Geo Hill, West Thirteenth St. and Lake Mary Road for permit to sell beer and wines, and on recommendation 6f Chief of Police Williams same was approved. Consideration next given to the traffic hazard existing at the intersection of Seminole Boulevard and French Avenue, and on motion of Commissioner Lodge , seconded by Commissioner Lee and carried, the Clerk was authorized to purchase a " Stop and Go " signal light for this intersection. There being no further business, the meeting then adjourned until 4 o'clock P.M. June 14, 1938, after which the Board immediately reconvened as a Municipal Delinquent Tax Adjustment Board.
