R' Dupree (Sickness) Meeting called to order by the Chairman. 415 Minutes of adjourned meeting of the City Commission and meeting of the Municipal Delinquent Tax Adjustment Board of June 29th, adjourned meeting of the City Commission of July 4th, and adjourned meeting of the City Commission of July 6th, 1935, read and approved. Current invoices and payrolls for the month of June, 1935, properly audited and vouchered as evidenced by vouchers Nos. 9971 thru 0069, submitted, examined, approved and payment authorized. Monthly reports of the streets, sanitation, health, water,police, fire and library depart- ments for the month of June, 1935, submitted and examined. Bank statements in all accounts for the month of June, 1935, properly reconciled, submitted and examined. Financial statement and statement of revenues and expenditures during the month of June, 1935, submitted and examined. Mrs. Fred T•Williams, as Chairman of the Beautification Committee of the Sanford Woman's Club next presented a plan to plant aiistraiian pine trees surrounding the property between Sanford Avenue and Palmetto Avenue and extending from Seminole Boulevard to Commercial Street, the purpose being to cover an "eye- sore" caused by trucks being repaired and stored on this property. Plan approved with the understanding that Mrs - Williams would arrange for the trees and the City would assist in the planting. Engineer Fred T•Williams next reported that the Fort Mellon Park project had progressed to such an extent that they would soon be ready to plant the trees, shrubs and vines as provided in the plan drawn up by Landscape Architect Flint Thereupon the Clerk was instructed to ascertain through the newspaper as well as by corres- pondence with the Sanford Garden Club, how many of the items needed would be donated, and to arrange to have them called for as re eded. Mr. Williams next reported the need,f or not exceeding two days, of an asphalt distributor to spread the asphalt on the French Avenue paving project and presented a letter from the Orange County Road Superintendent agreeing to furnish the distributor and do the work at a price of $20.00 per day for rental of distributor and $6.10 per day for labor of two operators. Thereupon on motion duly adopted Mr- Williams was authorized to have this work done when needed, in accordance with the proposal of the Orange County Road Superintendent. The Clerk next submitted bids received for drilling two three -inch artesian wells in Fort Mellon Park in accordance with specifications as furnished by Engineer Williams, as follows: Sanford Machine Co. $230.50 Clyde Humphrey 230.00 G. M. , .July llth, Thereupon Commissioner Lee moved that the contract be awarded-to the lowest bidder, to —wit, A. D. Rosier, for $190.00. Seconded by Coaimi ssi one r Lodge and carried. Consideration next given to the passage of an ordinance to prevent the emission of soot, or black or dense smoke within the fire' district, but at the request of a committee representing the dry cleaners and others using boilers within the fire district, matter held in abeyance for a period of thirty days, the Fire and Police Chiefs in the meantime to work with this committee with a view to abating this nuisance. Communications next read from Dr. C. L. Park as Chairman of the hospital Committee of the Seminole County Medical Society, and Elton J. Moughton, Architect,urging that efforts be made to obtain the property tritest of Mellonville Avenue, between 1st and 2nd Streets, as a location for the new hospital to be sponsored by Seminole County as a PWA project, the City having heretofore agreed to donate the site. Matter taken under consideration. Dr. Park next requested action by the Commission with respect to the present Fernald Laughton Memorial Hospital property, a previous Commission having agreed t�o. donate this property or the proceeds from its sale towards the cost of building and equipping a new hospital pro- vided the name of the new hospital remains the same as the present hospital. Thereupon, upon the assurance of Dr. Park that the name of the new hospital will be Fernald Laughton Memorial.Hospital, Commissioner Coleman moved that if the new Fernald Laughton Memorial Hospital is built, the City sell or make whatever disposition the Board of County Commissioners may desire of the present hospital property, the proceeds to be used to apply on the cost of construction and equipping the proposed new hospital. Seconded by Commissioner Lodge and carried. Commissioner Lee next introduced Ordinance No. 207 entitled: AN ORDINANCE CLOSING, VACATING AND ABANDONING THAT CERTAIN PUBLIC ALLEY RUNNING NORTH AND SOUTH IN BLOCK 15, TIER 7 OF E. R. TRAFFORD' S MAP OF SANFORD, FLORIDA, RESERVING, HOWEVER, TO THE CITY OF SANFORD THE SEWER NOW LOCATED IN SAID ALLEY, WITH THE PERPETUAL RIGHT OF INGRESS AND EGRESS FROM TIME TO TIME FOR THE PURPOSE OF REPAIRING, RENE'19ING OR REPLACING SAID SEWER, AND WITHOUT LIABILITY ON SAID CITY OF SANFORD FOR DAMAGES OF ANY NATURE ON ACCOUNT OF THE EXERCISE BY SAID CITY OF SAID RIGHT, AND RESERVING THE RIGHT IN SAID CITY TO REMOVE ANY OBSTRUCTION TO THE EXERCISE OF SAID RIGHT OF INGRESS AND EGRESS FOR SAID PURPOSE, AND REGULATING THE CONSTRUCTION OF BUILDINGS UPON THE LAND FORMERLY COMPRISING SAID ALLEY, AND CLOSING, VACATING AND ABANDONING THAT PART OF LAUREL AVENUE IN SAID CITY OF SANFORD, FLORIDA, SOUTH OF THIRTEENTH STREET AND NORTH OF THE ATLANTIC COAST LINE RAILROAD COMPANY'S RIGHT OF WAY. land same was placed on its first reading and read in full by the Clerk. Thereupon Commissioner Lee moved that the rules be waived and said Ordinance No. 207 be placed upon its final passage and adoption. Seconded by Commissioner Coleman. On motion duly adopted, Ordinance No. 267 was next ordered POSTED at the front door of the City Hall in the City of Sanford,Florida, in accordance with the terms of the Charter, as amended. The Clerk next reported that in accordance with the provisions of Resolution No. 531, and subsequent instructions, an application had been prepared and forwarded to the Federal Emergency Administration of Public Works for a PWA grant and loan to be used to construct a 4A `"�:" _ water pipe line, power line and electric lighting equipment as outlined i,. said resolution, the total cost being $46,057.64 of which $25,500.00 will be a loan to be secured by the net revenues of the water plant, the balance to be a grant by the Federal Government. Communication next read from the Seminole County Real Estate Board requesting that a Zoning Ordinance for the City of Sanford be adopted. Matter referred back to said Real Estate Board with the suggestion that an ordinance embodying their ideas be prepared and submitted to the Commission for donsideration. City Attorney Wilson next reported that at the sale held July 4th, 1935, under foreclosure proceedings brought by Riddle & Putnam, Inc., on State and County tax certificates issued against various parcels of property within the City limits, the City's share of the proceeds of such sale amounted to $529.29, which is to be charged against the tax credit authorized at the meeting of Mayl6th in exchange for State and County Tax Certificate, sale of 1925, against certain property in Fort Mellon Park described as Lots 1, 2 and 3 of Blk 2 Chapman & Tucker's Addition. Mr-Wilson then presented said Tax Certificate against Lots 1, 2 and 3 of Block 2, Chapman & Tucker's Addit.ion, properly assigned, and same was ordered cancelled. In view of the fact that the balance of the tax liens thru 1937 and special assessment liens held by the City on the property included in this proceeding are automatically extingui ed as a result of the sale, Commissioner Lee moved that the balance of such tax and special assessment liens be cancelled on the records of the City.
