CITY' COMMISSION, SANFORD, FLORIDA, August 30 at 3 P M 19__3&
The City Commission of the City of Sanford, Florida, met in special called session at
the City Hall in the City of Sanford, Florida, at 3 o'clock P.M. August 30, 1938.
Present: Commissioner Edward Higgins, Mayor.

" M.J.Lodge
City Attorney Fred R. Wilsorr
City Clerk F.S. Lamson
Absent: Commissioner W.R.Dupree ( Excused on account of sickness.)
Meeting called to order by the Chairman.
The Clerk then reported that written notice of the meeting had been either served
on each Commissioner or else left at his usual place of business at least twelve
hours,: prior to the time of the meeting.
The Chairman then annnuned that the purpose of the meeting was to consider
proposition of Burns & McDonnell Engineering Company of Kansas City, Missouri,
Consulting Engineers, covering an electric survey of the City of Sanford.
Thereupon Mr. Hatfield, representing. Burns & McDonnell $ihgkheering Company,
submitted the following proposition:
Item 1 Inventory and P.W.A. Application.
(9) The engineers agree to make all necessary field surveys and investi-
gations, and to assemble and furnish all engineering data required
for the preparation of an application to the P.W.A. for a Federal
loan and grant to finance the construction of a munialpal electric
generating plant and distribution system in the City of Sanford.
(b) The engineers agree to make an itemized and detailed inventory
of the existing electric distribution system located within the
corporate limits of the City of Sanford.
Item 2. Appraisal, Rate Study and P.W.A. Application.
(a) The engineers agree to make a complete inventory and appraisal
of the electric property of the existing electric utility, used
and useful in furhishing electric service to the consumers lo-
oated within the corporate limits of Sanford, this appraisal
to be used as a basis for determining the fairness of the
existing electric rates.
(b) The engineers agree to make the surveys and P.W.A. application as
set out under Item 1 ( a)
Payments.
The City agrees to pay the following amount to the engineers for
performing the above services:
Item 1 and 2 combined
Item 1 only
$2,000.00
1,000.00
Retainer Fee f6r either Item 1 or Items 1 & 2 combined to be $500.00
Thereupon, after careful consideration, as a result of which it was felt to
the best interests of the City of Sanford that the survey should be made, Commissioner
Lee moved that the proposition of Burns & McDonnell, as presented by their Mr. Hatfield,
be accepted.
Seconded by Commissioner Lodge and carried.
Commissioner Lodge then moved that the Mayor and City Clerk be authorized to

to execute on the part of the City proper contract with Burns & McDonnell covering
the foregoing services.
Seconded by Commissioner Coleman and carried.
Commissioner Lee next moved that the $500.00 retainer fee be paid Burns & McDonnell.
Seconded by Commissioner Coleman and carried.
The meeting then adjourned.
