The City Commission of the City of Sanford, Florida, met in regular session.
at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. September 26,1939.

Meeting called to order by the Chairman.
Minutes of regular meeting of the City Commission and meeting of the Municipal
Delinquent Tax Adjustment Board of September 12th, adjourned meeting of the City Commission.
of September 16th, adjourned meeting of the City Commission of September 19th., and adjourned
meeting of the City Commission of September 21st., 1938, read and approved.
Mr. H.H.Coleman, local manager of the Florida Power & Light Co. next offered a plan
which he stated would result in a saving of approximately 30 percent in the total monthly
bill for electricity used in the City Hall building and the Jail building by serving
both buildings on one meter, the plan to be effective however only upon the execution of
a five year contract covering such combined service.
Thereupon Mr. Coleman was requested to submit the proposed contract for consideratioll>
by the Commission.
In accordance with agreement reached at meeting of September 12th. Mr. H.B.Pope next

presented deed from the Orange State Oil Company to the City to a fourteen /strip of land
to be used for alley purposes on the Nest side of Blocks 1N and 2N of Tier 6, said strip
of land being more particularly described as follows:
nest 14 feet of the following described tracts of land: Tract 1: Beginning at a point
117 ft. east of the northeast point of intersection of Elm Avenue and Fulton Street in
the City of Sanford, Florida, run thence North along the West line of an unnamed alley
a distance of 250 feet to the south line of Water Street, run thence west along the south
line of Water Street a distance of 58.5 feet, and run thence south a distance of 250 feet,
thence east a distance of 58.5 feet to point of beginning.
Tract 2: Beginning at a point 131 feet west of the northwest point of intersection
of Myrtle Avenue and Water street in the City of Sanford, Florida, run thence West
along the north line of hater Street a distance of 58.5 feet, run thence north a
distance of 478.7 feet, more or less, into the waters of Lake Monroe, run thence
Easterly along the north line of concrete retaining wall located along the south
line of Lake Monroe a distance of 59.5 feet, more or less, and run thence south
along the west boundary line of said unnamed alley, and said West line of said
alley extended,north a distance 462.5 feet, more or less to the point of beginning,
together with all littoral, shore and riparian rights, less that part of the
above described tract constituting a part of Seminole Boulevard under a deed of
right of way by the City of Sanford, Florida, to the State Road Department recorded
in Deed Book 77, on page 325 of the public records of Seminole County,Florida.
Commissioner Lodge then introduced Ordinance No. 270 entitled:

and same was placed on its first reading and read in full by the Clerk.
Thereupon Commissioner Lodge moved that the rules be waived and said Ordinance No.
270 be placed upon its final passage and adoption.

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted Ordinance No. 270, entitled:

E.R.TRAFFORD'S MAP OF THE CITY OF SANFORD, FLORIDA, AND IN THIS ORDINANCE MORE
.PARTICULARLY DESCRIBED.
Ordinance No. 270 was then ordered POSTED at the front door of the City Hall
in the City of Sanford, Florida.
Commissioner Lodge neat introduced Resolution No. 540 and after being read in
full by the Clerk, moved its passage and adoption.

TO BE PAID FOR BY THE CITY IN ACCORDANCE WITH THE TERMS OF THE SAID STREET

OF AND ON BEHALF OF THE CITY TO EXECUTE AND ENTER INTO THE PROPOSED LETTER
AGREEMENT WITH FLORIDA POWER & LIGHT COMPANY.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA:
1. That the proposed Letter Agreement between the City and Florida Power
& Ligh$ Company, set forth in Section:2 hereof, be and the same is hereby approved
as to form and substance6
2. That the Mayor and the City Clerk of and on behalf of the City, be and
they are hereby authorized to execute and enter into with Florida Power & Light Company
the Letter Agreement described in Section 1 hereof, and hereinafter set forth in form
as follows.

This relates to the request contained in the letter from Mr. F.S. Lamson, City
Clerk, dated September 24th. 1935, in regard to the placing in service of one certain
street light under the Street Lighting Agreement in effect between us and the dis-
continuance of one other street light formerly operated under the said Street Lighting
Agreement.

We will, as of the 27th day of September, 1938, discontinue one ( 1) 100 candlepower
City owned " White Way " Street light operated on an allnight burning schedule and located
on the East side of Sanford Avenue.midway between 11th Street and 12th. Street. We will
not bill 'you and you will not be obligated to pay for the said street light while the same
remains so discontinued . However, at any time or from time to time , at your request,
we will place in active service said discontinued street light and thereafter we shall
bill you and you shall pay for the same in accordance with the said Street Lighting Agreement.
We will, as of the 27th day of September, 1938, lace in service, under the terms and
conditions of the said Street Lighting Agreement, one ( 11 100 candlepower "whit6''way"
street light to be operated on an allnight burning schedule and located on the East side
of Cypress Avenue in SanLanta Subdivision midway between Plumose Drive and Valencia Street,
and thereafter we will bill you and you shall pay for the said street light placed in
service in accordance with the terms and conditions of the said Street Lighting Agreement.
If you agree to the foregoing, kindly so indicate by causing this letter and the
attached copies to be executed by your duly authorized officials under your corporate
seal in the spaces provided below for that purpose.

the City of Sanford, Florida.
In connection with the assessment placed by the Florida Industrial Commission on
Self- insurers under authority of the Workmen's Compensation Act, the Clerk next presented
statement showing such assessment placed on the City of Sanford for the period from.
January lot, to June 30th., 1938 to be $12.74, and on motion duly adopted, same was
ordered paid.
On motion of Commissioner Coleman, seconded by Commissioner Lodge and carried, the
Clerk was neat authorized and instructed to transfer $1000.00 bf,the savings in the
Division of Insurance during the fiscal year 1937 -1938, to the Insurance Account in the
Sanford'Atlantic National Bank, this amount to supplement funds already on deposit in this
account and carried as a reserve to pay claims for which the City may be liable as a Self -
insurer under the Workmen's Compensation Act.
On motion duly adopted, the Clerk was next authorized to pay to the Sanford Country
Club the balance of $425.00 remaining in the appropriation for the maintenance of the

Municipal Golf Course in the budget for the fiscal year 1937 -1938•
Engineer Fred T. Williams next presented quotation from M.M.Thomas Flint Rock
Corporation of $3.75 per ton F.O.B. cars Sanford, on Florida flint rock for use on the
French Avenue paving project, and on motion duly adopted, the Clerk was instructed to
purchase the required amount of this rock at the price quoted.
Request next received for permit to place a portable " hamburger" stand on the
vacant lot at the northwest corner of Third St. and Sanford Avenue and on recommendation
of * z- ;- Chief of Police Williams, same was approved.
Report next presented from Burns & McDonnell Engineering Company covering an
electrical survey of the City of Sanford authorized by the City Commission under date of
August 30, 1938, Also bill ftbr $500.00 representing blance due for service in connection
with the preparation of this' survey and report.
Thereupon on motion duly adopted report accepted and payment of balance due authoriz
Applications next received from Mrs. R.Z.Johnson Sr. and Mrs. W.F Greider, at N.W.
corner of Thirteenth Si. and French Ave., and Prevo Clark at 414 Sanford Avenue, for
permit to sell beer and wines, and on recommendationsof Chief of Police Williams, same
were approved.
In connection with the complaint received from Mrs. Rhoda B. Ewing to the parking
of trucks near the intersection..of First Street end Avacado Ave., petition signed by
31 residents living in the neighborhood of this intersection, next presented, requesting
that Joel S. Field,, the operator of the business in question, be permitted to continue
parking his trucks on the parkway on the East side of Avacado Avenue, provided the grass
is kept out and the trucks kept in as good appearance as at present.
Petition referred to Chief of Police to handle.
The Board next resolved itself into adjourned session as an Equalization
Board for the consideration of any further complaints presented as to valuations on the
1938 tax roll.

There baing no further complaints or objections registered as to valuations on the
1938 tax roll, the Board then approved the valuations on such roll as set by the Tax
Assessor and then adjourned as an Equalitzation Board.
Mr L P. Payton next appeared and requested that the alley running east and west
between blocks J and K. in N K.Garner's Addition to Markham Park Heights, be abandoned
and vacated.

City Attorney Wilson next reported judgment obtained by M.E.Smith in the United
States District Court for the Southern District of Florida, under date of September 16,
1939, covering interest coupons due July 1, 1929, and each January let, and July 1st,
thereafter to and including July lot, 1937, from Bonds Numbers 66 to 70, inclusive,
Series JJ and Bonds Numbers 61 to 70, inclusive, Series 00, together with interest at
the rate of 5J% from the maturity dates of said coupons, and court costs, the total of
the judgment amounting to $9034.59.
The meeting then adjourned until 3 o'clock PIM.September 30, 1939, after which the
Board immediately re— convened as a Municipal Delinquent Tax Adjustment Board.
