101038482 MINUTES CITY COMMISSION, SANFORD, FLORIDA, 7 :30 o'clock P.M., Oct: 104.193-8--.- The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P. M., October 10, 1938. Present: Commissioner'Edward Higgins, Mayor " Walter S• Coleman " A. W. Lee It M. J. Lodge City Attorney Fred R. Wilson City Clerk F. S. Lamson Chief of Police R. G. Williams Absent: Commissioner W. R. Dupree (excused on account of sickness). Meeting called to order by the Chairman. Minutes of regular meeting of the City Commission and meeting of the Municipal Delinquent Tax Adjustment Board of September 26th, and adjourned meeting of the City Commission of Sept-30th 1938, read and approved. Current invoices and payrolls for the month of September, 1938, properly, audited and vouche as evidenced by vouchers Nos. 245 thru 337, submitted, examined, approved and payment authorized. Monthly reports of the Streets, Sanitation, Health, Water, Police, Fire and Library Depart- ments for the month of September, 1938, submitted and examined. Bank statements in all accounts for the month of September, 1938, properly reconciled, sub- witted and examined. A delegation of Diamond Ball enthusiasts, headed by the Recreational Committee of the Chamber) of Commerce, with W. R. McCracken as spokesman, next outlined plans to revive diamond ball in Sanford, the proposed plan contemplating the use of the City owned block bordered by Hood Ave., Palmetto Ave., Commercial St. and Seminole Blvd., fencing this block and charging a small admissio to see the games, the revenues thus derived being expected to pay operating costs as well as the cost of installation. Thereupon the use of this property as a site for the diamond ball field was approved,the Commission in addition agreeing to furnish some labor to assist in preparing the ground. Mr. J. C. Rowland, representing the Junior Chamber of Commerce, next requested permission to use the Municipal Athletic Field for a Jamboree on the afternoon of October 29th, 1938. Request granted. Mr. W. M. Haynes and Mr. A. D. Smalley, representing the Professional and Business Men's Association, next requested that in order to improve the appearance of the business district, that the colored lights on First St. be lighted on Saturday nights. Request approved, and instructions issued to the Chief of Police to handle. The Clerk next reported that the Sanford Atlantic National Bank had agreed to extend payment of the balance due on the flood lighting equipment at the Municipal Athletic Field over a period of one year from October lat. 1938, payable one -sixth every sixty days, with interest at six percent on the unpaid balance. Thereupon Commissioner Coleman introduced Reso lutionNo. 543 and after being read in full by the Clerk, moved its passage and adoption. A RESOLUTION OF THE CITY COLUAISSION OF THE CITY OF SALFORD, FLORIDA IN REGARD TO PAYMENT OF BALANCE DUE SALFORD ATLANTIC NATIONAL BANK OF INDEBTEDNESS FOR PURCHASE FROM RANDALL ELECTRIC COMPANY OF FLOOD- LIGHTING SYSTEM FOFt THE MUNICIPAL ATHLETIC FIELD. WHEREAS, the City of Sanford, Florida, is indebted to Sanford Atlantic National Bank, of Sanford, Florida, in the principal, sum ;of $2,684.64 for the balance due upon the purchase Price of the flood - lighting system for the Municipal Athletic Field, which lighting system was purchased from Randall Electric Company, the contract for the purchase of which was assigned to ,said Sanford Atlantic National Bank, and the said Sanford Atlantic National Bank has a reed to extend time of payment thereof and to accept payment in installments of one -sixth (1/6� of said balance every sixty days,'with interest upon the balance remaining from time to time unpaid at the rate of 6% per annum from October 1, 1939, said indebtedness, however,to be fully paid on or before September 30, 1939, and said offer is acceptable to the City of Sanford, Florida: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SALFORD, FLORIDA: That the aforesaid offer of the Sanford Atlantic National Bank of extension of the Mime of payment of the aforesaid balance of $2,694.64 of said indebtedness be and thesame is hereby accepted, and the City of Sanford agrees to pay said balance in installments of one -sixth of said amount every sixty days, with interest at the rate of 6% per annum from October 1, 19391 on the amount remaining from time to time unpaid, provided, however, that said balance shall be entirely paid on or before September 30, 1939 - BE IT FURTHER RESOLVED that this Resolution shall become effective immediately upon its passage and adoption. City Clerk Commissioner Lodge next introduced Ordinance No. 273 entitled: AN ORDINANCE "WLATING THE STORAGE OF CERTAIN FUELS AND OTHER COMBUSTIBLE, MATERIALS IN THE CITY OF SALFORD, FLORIDA, AND PROHIBITING THE TRANSFER OF CERTAIN FUELS AND COMBUSTIBLE MATERIALS BY PIPE LINE OR CONDUIT FROM TANK CARS STORAGE TANKS OR RESERVOIRS TO RETAIL PLACES OF BUSINESS, AND PROVIDING A PENALTY FOR fiHE VIOLATION OF THIS ORDINANCE. WHEREAS, Honorable W. R. Dupree, City Commissioner of the City of Sanford, Florida, has been absent from the following regular meetings of the City Commission, to-wit: from the 9th day of August, 1939, to the 26th day of September, 1939, both inclusive, on account of serious illness, making said absences unavoidable, and the City Commission desires to excuse such absences from said meetings of the City Commission: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SALFORD, FLORIDA: That the absences of Honorable W. R. Further consideration next given to the adoption of an Electrical Code for the City of Sanfo d, Florida. Thereupon Commissioner Coleman introduced Ordinance Not 274 entitled: AN ORDINANCE GOVERNING ELECTRICAL CONSTRUCTION AND THE SALE, INSTALLATION, USE, MAINTENANCE, AND REPAIRS OF ELECTRICAL WIRING, APPARATUS OR EQUIPMENT FOR LIGHTS, HEAT OR POWER, INSIDE OF OR ATTACHED-TO BUILDINGS IN THE CITY OF SANFORD, FLORIDA, AND CREATING AND DESIGNATING THE BOARD OF EXAMINERS OF ELECTRICIANS OF THE CITY OF SANFORD, AND' DEFINING THE DUTIES AND POWERS OF SAID BOARD AND OF THE BUILDING INSPECTOR AND PROVIDING A PSNA LTY FOR THE VIOLATION OF THE PROVISIONS HEREOF* and same was placed on its first reading and read in full by the Clerk. MINUTES CITY COMMISSION, .SANFORD, FLORIDA.7 S 30 o'clock P.M. , Oct.10, '19 Consideration next given to request of Mr. L. P. Payton that the alley running East and West between Blocks J and K in N. H. Garner's Addition to Markham Park Heights be vacated, but in v of the protest of an adjoining property owner to the closing of the alley, request :denied Mr. H. H. Coleman, local manager of the Florida Power & Light Co., next presented a propose five year agreement covering combined electric service for the City Hall building and Jail buil ing, and same was taken under consideration. Annual report of Mrs. E. J. Houghton, Librarian, for the year ending June 30, 1935, next read and ordered filed. Communication next read from Mr. Hal Wight requesting an additional extension of time for t: completion of the payment of certain taxes in accordance with the terms of agreement approved a the meeting of August 16th, 1935. Request granted and extension of an additional two weeks authorized. Offer next presented from Fairbanks, Morse & Co., to accept as settlement of their claim amounting to $166.00 for excess mechanic's time while installing new equipment at the water plant in the Fall of 1937, two cylindar heads and one combustion chamber purchased for the semi - diesel engines formerly operated at the water plant but not usable on the present equipment . I and consequently of no present value to the City. Thereupon, the Clerk was authorized to offer to exchange with Fairbanks, Morse & Co., these unneeded cylindar heads and the combustion chamber, for one 3/4 HP motor and pump needed. at the water plant for-pumping fuel oil fromthe tank car to the storage tank, and. a cancellation of the claim'for excess mechanic's time. sumption on the'premises, and on recommendation of Chief of Police Williams, same were approved. Application next received from the Southern Music Company, by R. Rood, for permit to sell beer and wines at 405 Sanford Avenue, and on recommendation of Chief of Police Williams, same was approved. Hughes, pastor of the Church of God at 5th St. and Holly-Ave., for a street light at this intersection, but in view of the fact that there are no lights available for transfer at the present time, request could not be granted. The Ulerk next reported completion of the re- roofing of the reservoir and aerator house at the Municipal Pumping Station by F. M. English, to whom the contract was awarded, Also the in- spection and approval of both Supt. James Houghton and Architect-E. J. Moughton. Thereupon the job was ordered accepted and payment made in accordance with the contract. ed Mr. H. The Clerk next reported that the American Fire and Casualty Company had declined to write fire insurance on the golf course club house. Thereupon this insurance was ordered renewed at the same amount and with the same companies heretofore carrying this risk. Application next received from Richard Hoolehan for employment as building, plumbing and electrical inspector, and same was ordered filed. In view of the lack of need of a surety bond for Mr. John Meisch as a Bond Trustee, at the next present time, Commissioner Coleman /moved that the Standard. Accident Insurance Company be re- lieved of any further liability under the bond of Mr. Meisch as a Bond Trustee, effective as of January 1st, 1939- Applicationg next received from Otto H. Anderson at French Avenue and Seminole Boulevard., and Jabk Burney at 114 North Park Avenue, for permits to sell intoxicating liquor for con- sumption on the'premises, and on recommendation of Chief of Police Williams, same were approved.
